SUPPORTING INFORMATION
1. This would enhance the cultural precinct that is the Library, Art Gallery, Regional Museum the Groundstone Cafe and the amphitheatre created by such.
2. It would be a feature that would also be viewed from the grassed top of the Museum and observed from the steps, seated facing west.
3. Orange could be the first in Regional Australia (and one of the first few in Australia) to have such a visually attractive and culturally “with it”, public art work.
4. These murals are interactive and when viewed using your phone or Ipad, give a three dimensional view with, for example, bees and humming birds moving around flowers as they open.
5. It would attract visitors from far and wide into the precinct and would attract much media.
6. My daughter-in-law had one done for a four-storey building (an end wall) in Stanford New York and it attracted incredible media and visits (resulting in sales of the units in the building).....This artwork is 60 feet by 30 feet in size and it involved obviously the artist and information technology development specialists.
7. Perhaps it could be constructed on material that can be rolled down to expose the wall for use as a cinema screen or screen for laser shows.
8. This maybe a project that the Regional Museum group and the Friends of The Regional Gallery would be interested in ,particularly raising funds.

EXECUTIVE Summary
This report seeks Council’s approval to reallocate funding originally allocated for the installation of a picket fence at Spring Hill Cricket Oval (Recreation Ground) to Riawena Oval.

SUPPORTING INFORMATION
Council originally allocated $100,000 in it 2021/22 Delivery Operational Plan for the installation of a picket fence at Spring Hill Cricket Oval within the Spring Hill Recreation Ground.
Following an open procurement process which closed on 30 July 2021 a contractor was selected an engaged for the project. A copy of the specification is attached.
The successful contractor conducted a detailed review of the project and placed an order for the supply of the materials required to construct the fence.
The lead time for the delivery of product was estimated to be 10 to 12 weeks.
Council was advised on 6 October 2021 that the Land Managers and community members present at a meeting earlier in the year would like to decline Orange City’s Councils offer of a picket fence around the oval.
As the contractor had been engaged and the product ordered Council discussed an alternative location for the installation of the picket fence.
Riawena Oval was selected as it is the highest utilised facility and premier turf wicket location after Wade Park. The installation of a picket fence at Riawena Oval will see it being a benefit to the Orange Community on a daily basis through the use of the facility, as a cricket venue, leash free area and community recreation space. Riawena Oval is also the location for state level completion events and will greatly increase the presentation of the oval.
Works can be conducted in conjunction with conduct of cricket fixtures and will not impact on its use for that purpose. The estimated time to construct will be 3 weeks.

To respond to the grant funding environment, Council has kept a list of key projects and a long list of other projects to draw upon as opportunities arise, as well as developing specific projects as programs and criteria emerge.

· upgrades to the toilets, showers and changerooms under the old grandstand
· upgrades to the referee room to provide separate area for men and women to facilitate safe and compliant facility.
· transform old canteen are into suitable storage space for sporting clubs’ needs
· Energy efficient LED sports field lighting installed on the four light towers to reduce
· energy consumption by up to 50%, reduce maintenance costs with a long-life span (50,000
· hour life and no lamp replacement) to Council and provide a superior light quality for
training and matches for cricket, league and league tag.
· Solar PV – a 30kW system to generate 42MWh per annum and a net-zero outcome for the site.
· a 66kWh battery storage to support the energy required to power the new LED lights at night for training and matches.
Creative Capital – Conservatorium - $5M – EOI Lodged
Two stage process where an Expression of Interest is lodged and then if successful in the EOI process we are invited to apply for funding.

GOING FORWARD
It is suggested that Council continue with a succinct range of key priorities projects as well as retaining flexibility to morph existing projects or develop new projects in response to new or changing programs and criteria.
On this basis it is suggested that the key project priority list include:

· Mount Canobolas Mountain Bike, Recreation and Accommodation Precinct
· Specific criteria projects such as Cultural projects such as the Gallery extension and Conservatorium
· Sports projects such as the sporting precinct
· Covid 19 recovery projects
As can be seen for the tables above the grant funding that Council seeks to secure goes beyond the key priority projects and that will be the case going forward.
