1 Introduction
1.1 Declaration of pecuniary interests, significant non-pecuniary interests and less than significant non-pecuniary interests
The provisions of Chapter 14 of the Local Government Act, 1993 (the Act) regulate the way in which Councillors and designated staff of Council conduct themselves to ensure that there is no conflict between their private interests and their public role.
The Act prescribes that where a member of Council (or a Committee of Council) has a direct or indirect financial (pecuniary) interest in a matter to be considered at a meeting of the Council (or Committee), that interest must be disclosed as soon as practicable after the start of the meeting and the reasons given for declaring such interest.
As members are aware, the provisions of the Local Government Act restrict any member who has declared a pecuniary interest in any matter from participating in the discussion or voting on that matter, and requires that member to vacate the Chamber.
Council’s Code of Conduct provides that if members have a non-pecuniary conflict of interest, the nature of the conflict must be disclosed. The Code of Conduct also provides for a number of ways in which a member may manage non pecuniary conflicts of interest.
Recommendation It is recommended that Committee Members now disclose any conflicts of interest in matters under consideration by the Infrastructure Policy Committee at this meeting. |

1 That Council acknowledge the reports presented to the City of Orange Traffic Committee at its meeting held on 8 June 2021. 2 That Council determine recommendations 3.1, 3.2, 3.3, 3.4, 3.5, 3.6, 3.7 from the minutes of the City of Orange Traffic Committee meeting of 8 June 2021. 3.1 That Council approve the Newcrest Orange Challenge event on 11 and 12 September 2021 subject to the attached Conditions of Consent. 3.2 That Council approve the closure of Byng Street (McNamara Street to Lords Place) on 1 October 2021 between 11.00am and 11.00pm in accordance with the Conditions of Consent for the Orange Wine Week Night Markets. 3.3 1 That the 2021 Altitude event to be held on Saturday 30 October 2021 be approved. 2 That the following condition be added to the Conditions of Consent: That the TCP shows a speed reduction to 40kph for vehicles where the pedestrians are crossing. 3.4 That Council approves the 2021 NAIDOC March subject to the attached Conditions of Consent. 3.5 That Council adopt the new line marking for Lone Pine Avenue, from Icely Road to Bathurst Road, as shown in the attached plan. 3.6 That Council endorse the CP00066 Lines and Signs layout for the intersection of March and Peisley Streets. 3.7 That Council install Give Way signs, hold lines and 30m of BB lines on Valencia Drive, Braeburn Crescent and Sunburst Street at the intersection with Jonathon Road, Orange. 3 That the remainder of the minutes of the City of Orange Traffic Committee at its meeting held on 8 June 2021 be adopted.

General business
1 B-Doubles Accessing Leewood Industrial Estate
The matter was raised regarding B-Doubles having trouble accessing Leewood Industrial Estate from Bathurst Road. Council suggested it could update the VMS board message and consider additional signage. It was advised that Dairy Creek Road would be re-opened towards the end of June 2021.
2 Snow Plan
At the LEMC meeting held last week, a snow plan was discussed as part of the emergency plan. Council is ready for closures.
3 Drink Driving Program
The Road Safety Officer advised that there will be a Drink Driving Program undertaken in Orange. There will be a new campaign on social media and television. Practical workshops will be held in Orange.

3.2 MANAGERS REPORT
· Secured car park will be completed by end of June 2021.
· Awning in front of Terminal to be completed by end of June 2021.
· Light Aircraft tie downs completed.
· LED Screen in Terminal has been installed and operational.
· Airside line marking on the Runway, Taxiways and Apron have been completed.
· Flight numbers have increased and passenger numbers are also increasing.
· Airport Security - all persons other than passengers going Airside must display their ASIC Card. The card must also be in date.

3.3 CHAIRS REPORT
Cr Mileto thanked all the Committee Members for their input into the Committee and without their input the Committee would not function as good as it does.
He thanked Council staff for the work that has taken place at the Airport over the last five years to improve and grow the Airport.
Cr Mileto also thanked his fellow Councillors for their time and input they have given to the Committee.

SUPPORTING INFORMATION
Road Maintenance
With recent snow and some good rainfall, Council’s pothole repair crews have been working across the City to make safe the road network whilst stormwater drain cleaning and tree root clearing has helped to alleviate blockages in the CBD network.
Road Upgrading
Southern Feeder Road Stage 3
Phase 2
of Stage 3 works has now been completed with an asphalt seal being laid in
mid-June. This has allowed for the reopening of the road to Bathurst Road via
the old Dairy Creek Road as a temporary arrangement until the new intersection
with Bathurst Road is completed.

Phoenix Mine Road
Installation of wire rope barrier and road line marking has been completed on this road safety upgrade project.

Traffic Facilities
Kearneys Drive Blister Islands
Work on this pedestrian facility including street lighting upgrades has now been completed.
Hill and Lister Street Pedestrian Improvements
Council crews and contractors have completed the formalising of new kerb alignments and installation of new pedestrian refuge islands. Crews will now pour concrete for the linking footpaths to complete this work.
Ophir Road Safety Barriers
Work has now been completed on the installation of traditional guardrail and wire rope barriers along Ophir Road between the North Orange bypass and the Waste Recovery Facility.
Concrete and Drainage
Footpath Construction
Work has commenced or continued on new footpaths at:
· Molong Road from Burrendong Way to Mastronardi Way
· Prince Street from Woodward Street to Sampson Street
· Ploughmans Lane from Escort Way to Riawena Oval
Carpark at corner March and Peisley Streets
Council staff have completed the base slab and connecting driveway for the concrete carpark on the south east corner of March and Peisley Street. Kerbs will now be formed and poured around the perimeter with drainage.

Construction Works
CBD Water Main Renewal / Upgrades
Works are continuing on the renewal of the Byng Street Water Main. Council has completed the road crossing at Lords Place and for the Civic Centre across Byng Street. Works are expected to be completed in July 2021.
Water Service
· Relocation of the water service to 53 Shepherds Lane.
· New 20mm water service to 3 Emily Place.
· New 40mm water service and fire service to 8 Edward Street.

Sewer Inspection Program
Council is currently undertaking an inspection program of the Sewerage network. This involves inspecting 2.5% of the Sewer Reticulation Network (<250mm Dia) and 5% of the Sewer Trunk Networks (>300mm Dia). This program is currently 60% Complete.

The Decision Support Tool (DST) quarterly review was last conducted on 23 April 2021 for the next quarter with the forecast continuing to predict neutral conditions. Opportunity has been taken to service both of the Macquarie River extraction pumps. The Clifton Grove bores are also not available for the remainder of the water year due to upgrades.
A copy of the Independent Environmental Audit (IEA) and NSW Planning’s response are available on Council’s website.
Macquarie River Flows
The flows for the period 19 May to 23 June 2021 in the Macquarie River monitored downstream of Long Point (Station 421192) are presented below. Flow rates were above the extraction trigger value of 108 ML/d for the period, with the minimum flow rate for the period being approx. 214 ML on 30 May. The maximum flow rate was recorded on 13 June at approx. 837 ML/day.

Demand Management
Residential water use
Level 2 water restrictions were introduced on Sunday 4 October 2020.
Council resolved to adopt a new water restriction framework on 20 October 2020. This framework included the introduction of “Permanent Water Saving Measures” when the combined storage reaches 80%. The current combined storage is 75.44% and, assuming current rainfall forecasts, could reach 90% within the next month.
Average daily residential water consumption during the week ending 17 June 2021 was 153 litres per person per day. The graph below shows the average daily residential water consumption trends since June 2020.
Total water use
The average daily city-wide water consumption for the period 20 May 2021 to 17 June 2021 was 9.89 ML/day.
DRINKING WATER QUALITY
Water samples are collected as a component of Orange City Council’s Drinking Water Quality Monitoring Program in accordance with NSW Health requirements. Samples are collected regularly and sent to a NSW Government National Association of Testing Authorities (NATA) accredited laboratory for analysis. Water quality for May 2021 complied with the Australian Drinking Water Guidelines health targets.
water supply and Sewerage MAJOR PROJECTS
East Orange Harvesting Wetlands
Council’s Development Services Division is currently reviewing the REF for the Blackmans Swamp Creek Stormwater Harvesting project. Concurrently a Water Supply Works Approval Application has been submitted to the Natural Resources Access Register (Department of Primary Industries and Infrastructure) for approval.
Orange company Premise have been engaged to do the detailed civil design to allow a construction tender to be advertised subject to the project’s approval.
OTHER MAJOR PROJECTS
Future Cities Upgrade – Byng Street and Lords Place
The Byng Street and Lords Place upgrade is proceeding well. Work is currently underway on concreting the western footpath and completing the footpath adjacent to Robertson Park. Next week work will commence on the widening of the roundabout and preparation for median islands. Concurrently it is anticipated excavating the exposed aggregate footpath adjacent surrounding the Civic Centre in preparation for the new footpath construction. The current date for Practical Completion by AWCON on this project is 5 September 2021, however, it is anticipated that subject to weather resurfacing of the road can occur prior to this date.
Future Cities Upgrade – McNamara Street
Availability of subcontractors and weather are impacting on this project. The current programme will see the tree pit surrounds completed by Friday 25 June 2021. This will be followed by the milling out of McNamara Street on Monday 28 June 2021 and resurfacing occurring on the 29 and 30 June 2021. It is hoped that weather conditions will allow the carpark to be prepared for surfacing on 1 July 2021.
The paving of the tree pit surrounds and the installation of festoon poles will occur in July.
AIRPORT ENERGY USAGE
Energy used at the airport during May 2021 was 18,828.45 kWh at a cost to Council of $1,585.95.
aIRPORT PASSENGER NUMBERS
Passenger numbers for May 2021 were 6,936 compared with 229 in the same month in 2020. This figure includes passenger numbers from QantasLink.
