1       Introduction

1.1     Declaration of pecuniary interests, significant non-pecuniary interests and less than significant non-pecuniary interests

The provisions of Chapter 14 of the Local Government Act, 1993 (the Act) regulate the way in which Councillors and designated staff of Council conduct themselves to ensure that there is no conflict between their private interests and their public role.

The Act prescribes that where a member of Council (or a Committee of Council) has a direct or indirect financial (pecuniary) interest in a matter to be considered at a meeting of the Council (or Committee), that interest must be disclosed as soon as practicable after the start of the meeting and the reasons given for declaring such interest.

As members are aware, the provisions of the Local Government Act restrict any member who has declared a pecuniary interest in any matter from participating in the discussion or voting on that matter, and requires that member to vacate the Chamber.

Council’s Code of Conduct provides that if members have a non-pecuniary conflict of interest, the nature of the conflict must be disclosed. The Code of Conduct also provides for a number of ways in which a member may manage non pecuniary conflicts of interest.

Recommendation

It is recommended that Committee Members now disclose any conflicts of interest in matters under consideration by the Environmental Sustainability Policy Committee at this meeting.

EXECUTIVE Summary

The minutes of the Companion Animals Community Committee held on 10 May 2021 are provide to the Environmental Sustainability Policy Committee for adoption.

Link To Delivery/OPerational Plan

The recommendation in this report relates to the Delivery/Operational Plan strategy “6.2 Live - Ensure that infrastructure exists for the safe exercising of domestic dogs”.

Recommendation

1        That Council acknowledge the reports presented to the Companion Animals Community Committee at its meeting held on 10 May 2021.

2        That Council determine recommendations 3.2,3.3 and 3.4 from the minutes of the Companion Animals Community Committee meeting of 10 May 2021.

          3.2 That the report be accepted and that a visit for Committee members be organised.

          3.3 That the report be accepted and further summarised parts of the Companion Animals Act  be included at the next meeting.

          3.4

I.   That Council investigate the position of the gate and seating at Anzac Park off leash.

II.  That Council proceed with the off leash fencing area on Ridley Oval adjoining Little Warrendine Street including seating and tree planting.

3        That the remainder of the minutes of the Companion Animals Community Committee at its meeting held on 10 May 2021 be adopted.

That the Minutes of the Meeting of the Companion Animals Community Committee held on 8 February 2021 (copies of which were circulated to all members) be and are hereby confirmed as a true and accurate record of the proceedings of the Companion Animals Community Committee meeting held on 8 February 2021.

 

 

3       Presentations

3.1     Committee Member Updates

TRIM Reference:        2021/913

Helen Wood – Dog Obedience is held on Sunday at 8.45am at the Showground. It is advertised on Facebook and website. Dog must be microchipped and vaccinated.

Anne Reith – RSPCA fundraisers have been a movie night and dog fun day is organised at Heifer Station for the 12 September.

3.2     Orange Pound Update

TRIM Reference:        2021/914

Manager Building and Environment spoke about the pound opening for the press on Tuesday 4 May 2021. The drop off cages are completed and working with phone calls going through to the Pound number. Solar panels are being installed to run lights.

Cr Nugent apologised for not advising the committee about the opening. Committee members are to be invited to a walk through in early June.

3.3     Summary of the Companion Animals Act. Part 1

TRIM Reference:        2021/915

Danielle Haase gave a comprehensive summary of parts 1-3 of the Companion Animals Act detailing the responsibilities of dog and cat owners.

3.4     Off Leash Parks

TRIM Reference:        2021/918

Cr Tony Mileto spoke about the position of the gate at the Anzac Park off leash and the seating provided and asked if Council could investigate. The report showed the three areas of possible fenced off leash and it was decided to proceed with the area identified on Ridley Oval adjoining Little Warrendine Street. Seating and tree planting are to be done at North Orange, Lombardy and Ridley Oval off leash areas.

3.5     Customer Request Statistics

GENERAL BUSINESS

1. Unfortunately Council was unsuccessful with the RSPCA Keeping Cats Safe at Home Grant although we were commended for our application.

2. The Cat Desexing program funded to the value of $5000 by the Companion Animals Community Committee is underway and so far 14 female cats and 12 male cats are booked in for desexing.

3. Reports of a dog attack occurring in Summer Street on Monday 3 May were raised (follow up to this there were no reports of this attack to Council).

 

The Meeting Closed at 7pm.

3.1     Council's Community Engagement Program

EXECUTIVE Summary

Orange City Council runs a successful Environmental Community Engagement Program targeting a range of community groups including residential groups, school groups, business groups, special needs groups and sporting organisations. The environmental benefits of the program include increased biodiversity as well as improved harbour and habitat for local animal species and erosion control and mitigation in the local landscape. The program also assists with empowering community members with basic knowledge and skills regarding native plant and animal identification whilst also building capacity of those community members.
