1 Introduction
1.1 Declaration of pecuniary interests, significant non-pecuniary interests and less than significant non-pecuniary interests
The provisions of Chapter 14 of the Local Government Act, 1993 (the Act) regulate the way in which Councillors and designated staff of Council conduct themselves to ensure that there is no conflict between their private interests and their public role.
The Act prescribes that where a member of Council (or a Committee of Council) has a direct or indirect financial (pecuniary) interest in a matter to be considered at a meeting of the Council (or Committee), that interest must be disclosed as soon as practicable after the start of the meeting and the reasons given for declaring such interest.
As members are aware, the provisions of the Local Government Act restrict any member who has declared a pecuniary interest in any matter from participating in the discussion or voting on that matter, and requires that member to vacate the Chamber.
Council’s Code of Conduct provides that if members have a non-pecuniary conflict of interest, the nature of the conflict must be disclosed. The Code of Conduct also provides for a number of ways in which a member may manage non pecuniary conflicts of interest.
Recommendation It is recommended that Committee Members now disclose any conflicts of interest in matters under consideration by the Employment and Economic Development Policy Committee at this meeting. |

EXECUTIVE Summary
At the Council meeting held 18 May 2021, it was endorsed to move Future Tunes indoors for the cooler months where outdoor events become problematic.
The Future Tunes indoor project has been on exhibition for 28 days without opposition.
This report is to seek final approval from Council to hold Future Tune events indoors.

The recommendation in this report relates to the Delivery/Operational Plan strategy “9.4 Preserve - Develop a vibrant civic and commercial precinct as a centre for the community”.
Financial Implications
Funded within the Future City budget allocation for 2020/21 and 2021/22. It is anticipated the indoor program will run from late July until October. The funding will be capped at a total of $20,000.
Policy and Governance Implications
While the funding will be provided direct to artists it will provide a benefit to for-profit businesses (the venues). It was therefore, recommended the funding program be exhibited. The program was supported and funding will be distributed under delegation of the CEO.

SUPPORTING INFORMATION
Planning and implementation is well under way for the Future City Project located within the CBD of Orange. One aspect of the project was to activate this area through local music and film. The goal was to encourage local residents and visitors to attend free live events indoors at cafes, restaurants and licensed venues and either before the event or on completion, those attending would then explore the CBD and spend money in the local economy.
It is proposed any business located in the Future City CBD area can register through an Expression Of interest to host a local performer. Local performers are also encouraged to apply.
Council staff will oversee the registration processes and link musicians with suitable venues, dates and times. Again, the goal is to activate the CBD, by encouraging local residents and visitors to shop and spend locally.
A report on the outcomes of this initiative will be presented back to Council for consideration.
Future Tunes relaunch to outdoors will take place on Friday 24 September 2021 in McNamara Street. This will celebrate the activation of this Future City project area.

EXECUTIVE Summary
Sports Marketing Australia has recently contacted Orange City Council with an update on the Squeeze Music Festival 2022. The location of the event is now finalised. It will be held at Heifer Station Orange, which resides in Cabonne Local Government Area (LGA).
With a change of venue moving from Orange LGA to Cabonne LGA, this report is to gain Council’s endorsement to provide $10,000 in Event Sponsorship Program funding as per the original request.

Financial Implications
Council approved funding for this event at its 1 June 2021 EEDPC meeting. It was to be funded under the Event Sponsorship Program for the 2021/22 financial year. Total of $100,000 is available.

Council can assist other organisations financially (in cash or in kind) in accordance with section 356 of the Local Government Act 1993.
Council's Strategic Policy - ST144 - Event Sponsorship Program and its related Event Sponsorship Program Guidelines are used to assess applications for Event Sponsorship.
This request for funding payable to Chugg Entertainment has been already publicly exhibited with no submissions received.

SUPPORTING INFORMATION
A site visit from a Chugg Entertainment representative was conducted on 8 June 2021 with Council staff. Council has been informed the location for the Squeeze Music Festival 2022 has now been confirmed, with Heifer Station Orange being selected.
At Councils 1 June EEDPC meeting, funding of $10,000 and hire fees (of a Council venue in Orange) was approved.
Like the arrangements for Day On The Green live music event, Council has endorsed funding through the Events Sponsorship Program to secure a major live music event. Day On The Green is also held at Heifer Station Orange.
While the event is not held in the Orange LGA, the flow on effects from visitor spend and accommodation in Orange is significant.
The economic impact for the Orange360 region will be from $247,500 to $495,000 direct spend. This is based on 900-1800 bed nights and an average spend of $275 per person (current Tourism Research Australia average spend – June 2020).
The resources required to accommodate this live music event will be sourced locally when available, such as toilet hire, fencing, food and beverage stallholders, security, artist accommodation, etc.
Chugg Entertainment is one of Australia’s leading music industry promoters. It is a global operating entertainment business with a focus on promoting music festivals and special events, and touring international artists throughout Australia, New Zealand and Asia.
Squeeze Music Festival will be headlined by Lime Cordiale, with 4 support acts and an additional act sourced from the local region. Attendance levels at the event will be the responsibility of the venue and promoter, through an approval process with Cabonne Council. They will comply with the current COVID-19 NSW Health Orders in place at the time of the event.
The target audience for this event is people who appreciate Australian music. The event will attract a younger audience; however families and other age groups will attend.
Chugg Entertainment Pty Ltd has a track record of successfully managing major events of public interest that are in line with Council’s strategic directions.
