1       Introduction

1.1     Declaration of pecuniary interests, significant non-pecuniary interests and less than significant non-pecuniary interests

The provisions of Chapter 14 of the Local Government Act, 1993 (the Act) regulate the way in which Councillors and designated staff of Council conduct themselves to ensure that there is no conflict between their private interests and their public role.

The Act prescribes that where a member of Council (or a Committee of Council) has a direct or indirect financial (pecuniary) interest in a matter to be considered at a meeting of the Council (or Committee), that interest must be disclosed as soon as practicable after the start of the meeting and the reasons given for declaring such interest.

As members are aware, the provisions of the Local Government Act restrict any member who has declared a pecuniary interest in any matter from participating in the discussion or voting on that matter, and requires that member to vacate the Chamber.

Council’s Code of Conduct provides that if members have a non-pecuniary conflict of interest, the nature of the conflict must be disclosed. The Code of Conduct also provides for a number of ways in which a member may manage non pecuniary conflicts of interest.

Recommendation

It is recommended that Committee Members now disclose any conflicts of interest in matters under consideration by the Services Policy Committee at this meeting.

EXECUTIVE Summary

The NAIDOC Week Community Committee met on 5 March 2020. The recommendations from the Committee are provided to the Services Policy Committee for adoption.

1        That Council acknowledge the reports presented to the NAIDOC Week Community Committee at its meeting held on 5 March 2020.

2        That the remainder of the minutes of the NAIDOC Week Community Committee at its meeting held on 5 March 2020 be adopted.

That the Minutes of the Meeting of the NAIDOC Week Community Committee held on 6 February 2020 (copies of which were circulated to all members) be and are hereby confirmed as a true and accurate record of the proceedings of the NAIDOC Week Community Committee meeting held on 6 February 2020 with the following amendment: All references to Ms N Dixon are to be replaced with Ms N Mason.

 

3       Presentations

3.1     Budget Update

·         Last advice is that the budget stands at $5,210.81 CR

·         Collette returned $59.40 in cash that was left over from last year’s Family Fun Day.  This money was re-counted and secured. Julie to hand over to Gerald for banking.

·         Julie highlighted two opportunities for funding for NAIDOC Week:

o   2020 NAIDOC Local Grants from the National Indigenous Australians Agency.  The event must be held between 5 and 12 July.  Applications close 8pm Monday 30 March 2020.  https://www.grants.gov.au/?event=public.GO.show&GOUUID=F6419478-C895-DFCF-560F7E4967E4E4EA 

o   Aboriginal Affairs NSW 2020 NAIDOC Grants program.  Applications close 5pm Friday 24 April 2020.

3.3     Calendar of Annual and Significant Events - 2020

·         National Sorry Day – 26 May: Orange Local Aboriginal Land Council usually mark the day with an in-house event.

·         1967 Referendum – 27th May: Orange Local Aboriginal Land Council usually host a morning tea.

·         Reconciliation Week – 27th May: Chris Gryllis advised that planning for the Torch Relay continues and is going well.  Partnership with Charles Sturt University to support the event.  Currently recruiting Torch Bearers for the Relay.

·         National NAIDOC Week – 5 to 12 July: EOI’s for events during National NAIDOC Week can be submitted at the next meeting.  Example: Indoor events, such as the previous comedy night.

·         National Aboriginal and Torres Strait Islander Children’s Day – 4 August: Orange Local Aboriginal Land Council hosts an event this day.

·         Indigenous Literacy Day – 4 September: Yarrawong will host an event at the Centre to celebrate.
