1       Introduction

1.1     Declaration of pecuniary interests, significant non-pecuniary interests and less than significant non-pecuniary interests

The provisions of Chapter 14 of the Local Government Act, 1993 (the Act) regulate the way in which Councillors and designated staff of Council conduct themselves to ensure that there is no conflict between their private interests and their public role.

The Act prescribes that where a member of Council (or a Committee of Council) has a direct or indirect financial (pecuniary) interest in a matter to be considered at a meeting of the Council (or Committee), that interest must be disclosed as soon as practicable after the start of the meeting and the reasons given for declaring such interest.

As members are aware, the provisions of the Local Government Act restrict any member who has declared a pecuniary interest in any matter from participating in the discussion or voting on that matter, and requires that member to vacate the Chamber.

Council’s Code of Conduct provides that if members have a non-pecuniary conflict of interest, the nature of the conflict must be disclosed. The Code of Conduct also provides for a number of ways in which a member may manage non pecuniary conflicts of interest.

Recommendation

It is recommended that Committee Members now disclose any conflicts of interest in matters under consideration by the Employment and Economic Development Policy Committee at this meeting.

EXECUTIVE Summary

The minutes of the Sister Cities Community Committee held 7 November 2018 together with the Committee’s Action Plan are attached for Council’s adoption.

The recommendation in this report relates to the Delivery/Operational Plan strategy “4.1 Live - Engage with the community to ensure creative and cultural facilities and services meet changing needs”.

Recommendation

That Council resolves:

1        To acknowledge the reports presented to the Sister Cities Community Committee at its meeting held on 7 November 2018.

2        The recommendations and updated action plan from the minutes of the Sister Cities Community Committee meeting of 7 November 2018 being:

4.1     That the Action List for the Sister Cities Community Committee be reviewed and updated with the following actions :

1     Bring costings for a ‘Welcome’ banner, a Japanese flag and suggestions to improve the council welcome events for visiting exchanges students.

2     That proceeds from the PNG Earthquake Appeal be directed to the local school at Mt Hagen by way of the local council, and investigate if proceeds could be delivered during a visit by planning staff.

3     That information about the next national Sister Cities Association conference be circulated to Sister Cities committee members.

4     That the section of the Community Strategic Plan that outlines the work of the Sister Cities committee be circulated to committee members

5     That a letter of congratulation be sent to the incoming mayor of the City of Orange, California once the results of the Nov 6 election are known.

6     That Christmas greetings be sent to the council leadership of each of the sister cities.

7     That a prospective date for the next meeting on a Wednesday in February at 5.30pm be circulated to committee members.

3        To adopt the remainder of the minutes of the Sister Cities Community Committee at its meeting held on 7 November 2018.

That the Minutes of the Meeting of the Sister Cities Community Committee held on 25 July 2018 (copies of which were circulated to all members) be and are hereby confirmed as a true and accurate record of the proceedings of the Sister Cities Community Committee meeting held on 25 July 2018.

 

 


 

3       Presentations

3.1     Update on Ushiku

TRIM Reference:        2018/2156

The meeting heard a verbal report on the recent 10-day exchange visit by 15 students and a number of teaching staff from Orange High School to Ushiku. The trip included a welcome hosted by Ushiku Council attended by a number of council members. The meeting discussed options for improving the welcome offered by Orange City Council to visiting groups, including inviting more councillors to attend, and a large banner as a backdrop for a group photograph. The meeting heard that discussions had begun about another exchange visit to Toyo High School.

The meeting heard that the recent ‘Ushiku Cup’ Japanese Speaking Contest had again been run successfully. There was a high standard of competition and prizes were awarded to both James Sheahan and Orange High school students. The meeting discussed if invitations could be sent in future to school principals to attend the event, and if more notice could be provided to Sister Cities Committee members so they could attend.

3.2     Update on Mt Hagen

TRIM Reference:        2018/2157

The long term aim of assiting Mt Hagen Council with a review of its planning documents continues to be explored. The meeting heard a verbal report  that a submission had been sent by Orange City Council to Local Government Professionals Australia, and through them to DEFAT to gain funding to enable staff to conduct the review. 

The meeting heard that the recent ‘PNG Earthquake Community Appeal’ had been finalised and that $3,070.00 had been raised. The meeting discussed options for donating the proceeds to the Mt Hagen community.

3.3     Update on Timaru

The meeting heard there had been no response to recent emails to Timaru District Council regarding the proposed staff exchange. The meeting discussed the option of a further approach.

3.4     Update on Orange (California)

TRIM Reference:        2018/2159

The meeting heard a verbal report from the Communications Officer about a visit to the Council offices in the City of Orange, California, during some personal leave. The visit included the opportunity to meet with the leader of the local Sister Cities Association, a council member and a number of council staff to discuss ways of developing the sister city relationship.
