The provisions of Chapter 14 of the Local Government Act, 1993 (the Act) regulate the way in which Councillors and designated staff of Council conduct themselves to ensure that there is no conflict between their private interests and their public role.
The Act prescribes that where a member of Council (or a Committee of Council) has a direct or indirect financial (pecuniary) interest in a matter to be considered at a meeting of the Council (or Committee), that interest must be disclosed as soon as practicable after the start of the meeting and the reasons given for declaring such interest.
As members are aware, the provisions of the Local Government Act restrict any member who has declared a pecuniary interest in any matter from participating in the discussion or voting on that matter, and requires that member to vacate the Chamber.
Council’s Code of Conduct provides that if members have a non-pecuniary conflict of interest, the nature of the conflict must be disclosed. The Code of Conduct also provides for a number of ways in which a member may manage non pecuniary conflicts of interest.
Recommendation It is recommended that Committee Members now disclose any conflicts of interest in matters under consideration by the Services Policy Committee at this meeting. |

Financial Implications
Should Council adopt recommendation 3.4 the additional cost to Council will be $6,689.78 per annum. There is no allocation in the draft 2018/19 Delivery/Operational Plan for this increased cost.

sTAFF COMMENT
Council does not support the extension of opening hours of the Visitors Information Centre during daylight saving period to open at 8.30am. Council staff do support staying open longer at the end of the shift as visitors are still on the road while sunshine is available. As a result, staff have found from the 2017/18 daylight saving period that visitors to Orange are coming to the Visitor Information Centre after the present daily closing time. A review of budget requirements would need to be done before this could be implemented.

To advise Council and make recommendations in relation to the Orange Regional Museum.
The Committee does not have a role in the operational function of Council. This is the responsibility of the General Manager and staff. Equally, where Council has adopted a Strategic Policy or Strategic Planning document, the Committee must observe the Council position as set out in that policy, plan or document.

The Orange Regional Museum Community Committee shall dissolve at the General Election of Orange City Council. Council may dissolve the Committee at any time by resolution of Council.

SUPPORTING INFORMATION
In March 2011, Orange City Council formed the Committee to focus on activities and commemorations to mark the centenary of World War I as it relates to Orange and district. In partnership with the community, the Committee has developed a wide-ranging program to commemorate those who fought, those who paid the supreme sacrifice, those who remained at home, and the legacy of war.
The Action Plan, which forms part of the minutes, details the initiatives that have been completed to date and provides a progress report for others. Additional details of the major projects undertaken by the Committee are attached to the minutes for information.
The major project for 2018 will be the recreation of a photograph showing Armistice celebrations outside the Old Town Hall in 1918. This is planned for Sunday 11 November 2018 and will incorporate the Remembrance Day ceremony.
In response to a request from Cr Kidd a timeline of early Anzac Day commemorations is also included for information.

First observed in Orange in 1916. The Leader is digitised on Trove until 1921 and lists commemorations of Anzac Day from 1916 to 1921. I have not checked microfilms for subsequent years but there is every reason to believe that the city continued to observe the day. By the late 1920s ANZAC Day had been proclaimed a public holiday in all states and territories of Australia

o The Salvation Army Band and the Orange Town Band took part in a procession through the streets, followed by a combined memorial service at the Australian Hall from 12.30 until 1.30pm
o Stores were closed between 12 and 2pm to allow people to attend the events

4.1 Task List/Action Plan - NAIDOC Week Celebrations v2 TRIM Reference: 2018/1078 |
A facilitator is yet to be confirmed for the Church Service 28 October 2018. Family and Community Services (FaCS) will assist with facilitation of the Family Fun Day with NSW Health who will provide $2,500. FaCS to confirm if they are able to contribute financially and the various activities planned. Key agencies are yet to be appointed to plan and conduct the components of the Official Opening ie road closure, official agenda, coordinating stall holders, awards and catering. Council will assist with compliance with Council's Event Manual, road closure administration and the various risk assessments required throughout the week long program. |
Recommendation Mr C Gryllis/Cr R Kidd That the Committee consider and discuss items in the Task List/Action Plan for the NAIDOC Week Celebrations 2018, and that the report be updated.
