1       Introduction

1.1     Declaration of pecuniary interests, significant non-pecuniary interests and less than significant non-pecuniary interests

The provisions of Chapter 14 of the Local Government Act, 1993 (the Act) regulate the way in which Councillors and designated staff of Council conduct themselves to ensure that there is no conflict between their private interests and their public role.

The Act prescribes that where a member of Council (or a Committee of Council) has a direct or indirect financial (pecuniary) interest in a matter to be considered at a meeting of the Council (or Committee), that interest must be disclosed as soon as practicable after the start of the meeting and the reasons given for declaring such interest.

As members are aware, the provisions of the Local Government Act restrict any member who has declared a pecuniary interest in any matter from participating in the discussion or voting on that matter, and requires that member to vacate the Chamber.

Council’s Code of Conduct provides that if members have a non-pecuniary conflict of interest, the nature of the conflict must be disclosed. The Code of Conduct also provides for a number of ways in which a member may manage non pecuniary conflicts of interest.

Recommendation

It is recommended that Committee Members now disclose any conflicts of interest in matters under consideration by the Infrastructure Policy Committee at this meeting.

EXECUTIVE Summary

The City of Orange Traffic Committee held a meeting on 8 May 2018 and the recommendations from that meeting are presented to the Infrastructure Policy Committee for adoption.

Link To Delivery/OPerational Plan

The recommendation in this report relates to the Delivery/Operational Plan strategy “15.1 Our Environment – Maintain and renew traffic and transport infrastructure assets and services as specified within the Asset Management Plan at agreed levels of service”.

Financial Implications

The signage at William Maker Drive and Dimboola Way is estimated to cost $500 which would be funded from the current signs budget.

The relocation of the taxi rank is estimated to cost $1,000 which would be funded from the current signs budget.

Funding for the designs covered in Items 3.7, 3.10 and 3.11 is included in the overall project budgets.

SUPPORTING INFORMATION

The Committee recommended the installation of No Stopping signage on William Maker Drive and Dimboola Way.

In respect to Item 3.4 Disabled Car Parking Availability at Service NSW, the Committee reiterated the previous recommendation to defer any action pending the submission of the disabled parking strategy which is expected to be completed within about six months. The Committee also recommended interim access improvement and maintenance works be undertaken to the existing disabled facility nearby in Kite Street. 

In respect of Item 3.6 Hotel Orange Taxi Rank Review the Committee recommended the relocation of two taxi bays from Summer Street to Peisley Street.

In respect to Item 3.9 the Committee recommended the installation of the illustrated edge line treatments to the streets listed in the table below.

3.1     Pedestrian Crossing March Street - Adjacent to Seymour Street

3.2     Allenby Road Traffic Complaints

3.5     Stop signs at Ballykeane Lane

3.6     Hotel Orange Taxi Rank Review

1          That Council support the relocation of two bays of the taxi-rank from Summer Street to Peisley Street on the corner of Hotel Orange as per Figure 1 of this report noting the reduced required length.

2          That the existing taxi-rank at the southern side of Summer Street (Peisley to McNamara) be changed to a 12.3m long taxi-rank for drop off and the residual of the existing taxi rank to one hour parking as per Figure 1 of this report.

3          That both taxi ranks be operational between the hours of 1900 to 0400 Thursday to Sunday.

4          That this arrangement be instigated for a six month trial period and if satisfactory become permanent.

 

3.7     Signage and Line marking - Cargo Road Upgrade

3.9     Implementation of Edge Line and Bicycle Lane Markings

2     That Council marks appropriate symbols to indicate a bicycle shoulder on streets indicated on Table 1 of this report in conjunction with edge line marking ie March Street – Woodward Street to Peisley Street, Anson Street - Moulder Street to March Street and Lords Place - Moulder Street to March Street.

 

3.10   Council Design - Pedestrian Kerb Blisters - Woodward Street

3.1     Current Works

The purpose of this report is to update Council on construction and maintenance works which have been carried out since the last current works report to Council.

Road Maintenance

Road maintenance activities have progressed across the city with Council’s mechanical jet patching unit. Hot mix asphalt repair works have been restricted due to mechanical issues with crucial plant.

Road Upgrading

Cargo Road

Clearing of trees and earthworks for the road widening have begun with Council work crews.

Council’s contractors have begun the laying of over 1km of stormwater drainage.  Works are progressing, however the location of conflicting service mains has caused some delay and redesign.

Forest Road - Bloomfield

The road formation was completed and kerbs and median islands poured in the area adjacent to the base hospital. 

Works progressed on laying drainage pipes north of the hospital entrance and Council’s contractor completing some road crossings for services for the new private hospital via direct engagement from the development proponent.

Forest Road – Spring Hill

A seal was placed on the newly widened and strengthened pavement at Spring Hill. New guard rail was installed on the Northern side of Forest Road at the Beasley road intersection.

Wicks Road

The dead end of Wicks Road was reshaped and sealed to address the effects of overland flow on some downstream properties.

Airport Taxiway

Taxiway Delta was stripped and resealed.

Hot Mix Asphalt

Council’s contractors undertook pavement repairs at Mitchell Parade and Tynan Street at their intersection with Anson Street.

CONCRETE AND DRAINAGE

Maintenance

Crews responded to programmed and reactive maintenance needs including:

·     Root cutting to clear blocked pipes at the Woodward Street end of Byng Street

·     Path segment replacement in Hill Street between Prince and March Street

·     Repair of pavers in Summer Street

·     Clean out of gross pollutant trap on the East Orange Channel

·     Pipes were extended and drains cleared on Canobolas Road. Further work will be required in the new budget year to rectify some issues identified during the clean out works.

New Works

Southern Link Cycleway

Works progressed on the grant funded Southern Link Cycleway with fencing and concrete works being completed within the James Sheahan easement. Contractors are completing two boardwalks and undertaking landscaping activities.

Footpath rehabilitation

Footpath rehabilitation works were undertaken in Byng Street between Spring and Nile Streets and works also began on path replacement in Sampson Street between Summer and Byng Streets.

Drinking Water Quality

Water samples are collected as a component of Orange City Council’s Drinking Water Quality Monitoring Program which forms part of the NSW Health requirements. Samples are collected regularly and sent to a NSW Government National Association of Testing Authorities (NATA) accredited laboratory for analysis. Samples collected in April 2018 complied with the Australian Drinking Water Guidelines, 2011.

Blue-green algae concentrations in Suma Park Dam have remained at low levels.

Water Consumption

Average daily water consumption during the week ending 17 May 2018 was 176 litres per person per day.

The average daily city-wide water consumption for the two weeks ending 18 May 2018 was 13.37ML.

Council is currently on Level 2 water restrictions with a total combined storage level of 58.84%.

·        Council’s contractor undertaking the sewer relining is nearing completion of sewer junction rehabilitation. Works are expected to be completed in early June.

CENTRAL TABLELANDS REGIONAL WATER SECURITY PROJECT – Orange To Carcoar Pipeline

During commissioning a design issue was identified which requires some additional components to be manufactured in the United States and shipped back to site before being installed and final commissioning taking place. While this will cause a significant delay, the contractor has proposed a solution that should provide superior functionality compared to the concept design. The contractor has also given an undertaking that the pipe will be fully commissioned by November 2018. 

It is currently anticipated there will be some saving from this job which could allow additional works to occur in both the Orange Council area and the Central Tablelands Water area. A proposal is currently being developed to submit to Infrastructure NSW for their consideration.

Difficulty is still being experienced identifying the remaining holes in the Orange to Spring Hill sewer line. Council has engaged Pure Technologies who use a “smart ball” to travel along the pipe and acoustically identify leaks. It is hoped that this technology will identify the leaks to an accuracy of about two metres.

SUMA PARK DAM

The contractors who undertook construction on the Suma Park Dam upgrade have returned to site to rectify minor defects. These works include the adjustment of sealing rubbers and the repair of concrete cracking. The sealing rubbers have been rectified which completes all work on the upstream side of the fuse gates. The remaining works are to occur downstream, hence if the dam fills access is still available to complete the works.  Currently rectification products are being reviewed to determine if their performance is affected by low temperatures. If there is concern, further rectification may be postponed to warmer months.


 

WILLIAM MAKER DRIVE DETENTION BASIN

The majority of earthworks are complete and the concrete walkway, which also acts as a spillway is being constructed. Hydro-seeding and the planting of the base of the basin will occur in the next few weeks.

AIRPORT PASSENGER NUMBERS

Passenger numbers for April 2018 were 5,823 compared with 4,701 in the same month in 2017.

 

 

Airport Energy Usage

Energy used at the airport during April 2018 was 21,150.16 kWh at a cost to Council of $5,365.43.

3.2     CBD Street Litter Bins

EXECUTIVE Summary

At the meeting of the Environmental Sustainability Policy Committee on 6 March 2018, Cr Romano asked a question taken on notice requesting that a report be prepared on the condition of public waste bins in Summer Street and the Civic Precinct including the possibility of upgrading these bins to a higher standard.

SUPPORTING INFORMATION

Council has 73 bins within Summer Street and the CBD precinct as shown on the map below. 

A typical servicing strategy would plan to replace a number bins at regular intervals per block per side. Certain CBD businesses such as takeaway food outlets have over time generated more street litter than others and this has resulted in a more ad-hoc new installation or relocation of existing bins.

The street litter bins currently provided have a range of styles as shown in the photos below.

The predominant bin style for the CBD area is shown in Figure 1 which is a perforated aluminium surround with a hinged lid and cigarette butt receptacle. This style of bin is the current new or replacement bin choice for CBD areas for consistency and due to its reasonable purchase cost and ease of installation. It is noted that a cigarette butt receptacle will no longer be provided with replacement bins of this style.

An exhaustive list of the location and condition of the existing street litter bins in the CBD is described in Attachment 1.

A summary of the condition of the existing bin conditions can be shown in the following table:

Because of the nature of their use, exposure to high traffic areas and their daily servicing it is not unusual for street litter bins to show signs of wear and tear within a short period of time.

An alternative product Council could choose to install would be similar to the style of bin surround that has been installed in Robertson Park which houses a standard 140L wheelie bin and offers manual handling and aesthetic advantages.

Costs

Council has a current allocation towards street litter bin replacement of $9,395 per annum.

The average cost to remove and replace a bin with the style shown in figure 1 above is in the order of $1500 and sufficient to replace all of the condition 8 bins in one year.

The replacement cost for all 73 bins with the predominant style would be in the order of $110,000.

Should Council consider a bin similar to the ones in Robertson Park (figure 5), the cost to upgrade including purchase costs is likely to be in the order of $3,200 per unit, or $234,000 for all 73. Council staff could also look to offerings with timber alternatives that would reduce ongoing maintenance costs. Council’s waste collection contractor has advised that there is not likely to be any additional cost in servicing this different style of bin surround and insert.

CBD redevelopment

Council has placed on exhibition its draft Delivery/Operational Plan 2018/19 – 2021/22 which includes $30M for CBD streetscape upgrades. As part of the redesign of the CBD, elements of street furniture such as street litter bins, seats, bollards etc will be styled sympathetically to one another and landscaping.  It may be prudent for Council to choose to defer any decision to upgrade street litter bins pending the development and implementation of the CBD upgrade concepts.
