1       Introduction

1.1     Declaration of pecuniary interests, significant non-pecuniary interests and less than significant non-pecuniary interests

The provisions of Chapter 14 of the Local Government Act, 1993 (the Act) regulate the way in which Councillors and designated staff of Council conduct themselves to ensure that there is no conflict between their private interests and their public role.

The Act prescribes that where a member of Council (or a Committee of Council) has a direct or indirect financial (pecuniary) interest in a matter to be considered at a meeting of the Council (or Committee), that interest must be disclosed as soon as practicable after the start of the meeting and the reasons given for declaring such interest.

As members are aware, the provisions of the Local Government Act restrict any member who has declared a pecuniary interest in any matter from participating in the discussion or voting on that matter, and requires that member to vacate the Chamber.

Council’s Code of Conduct provides that if members have a non-pecuniary conflict of interest, the nature of the conflict must be disclosed. The Code of Conduct also provides for a number of ways in which a member may manage non pecuniary conflicts of interest.

Recommendation

It is recommended that Committee Members now disclose any conflicts of interest in matters under consideration by the Services Policy Committee at this meeting.

4.1     concerns relating to recent works to buildings within the historic bloomfield Hospital precinct

That the Committee Clerk prepare a letter for the Chairperson’s signature addressed to the Chief Executive - Western Local Health District (Orange Health Service) outlining concerns relating to recent works that were undertaken to a number of significant buildings within the historic Bloomfield Hospital precinct, also requesting an onsite meeting with the Committee Chairperson and the Chief Executive - Western LHD or their representatives to discuss the matter; as well as extend an offer to utilise Council’s Heritage Advisory service for future projects.

2.2     Minutes of the Sister Cities Communty Committee Meeting - 21 March 2018

EXECUTIVE Summary

The minutes of the Sister Cities Community Committee held 21 March 2018 together with the Committee’s Action Plan are attached for Council’s adoption.

In light of a recent earthquake in the Papua New Guinea Highlands, the Committee seeks Council’s support to conduct an appeal for donations to assist affected communities near Mt Hagen.

SUPPORTING INFORMATION

Members of the Sister Cities Committee visited Mt Hagen shortly after the devastating Victorian bushfires of 2014. During the visit, then Councillor Chris Gryllis, was given a significant donation of 500 Kina by a local school to pass on to the bushfire appeal.

The Sister Cities Community Committee has discussed organising a reciprocal community appeal in the wake of the recent earthquake in the Papua New Guinea Highlands to assist affected communities.

The Sister Cities Community Committee seeks Council’s support for this project with either logistical support for an appeal and/or a donation.

3       Presentations

3.1     Update on Ushiku

The meeting was advised that both James Sheahan Catholic High School and Orange High School had receivced visits from groups of students from Ushiku since the start of 2018. Both groups had visted Council for a formal Mayoral Reception. Students from Orange High School are planning to make a return visit in September 2018.

Canobolas High School had withdrawn from the exchange visit program during 2017 and that Orange Anglican Grammar School was interested in exploring exchange visits.

The meeting appointed Aya Hurford and Junko Goodacre to share the role of presenting the Ushiku report to each meeting.

3.2     Update on Timaru

The meeting was advised that the Mayor and a number of senior staff of Timaru Council had visited Orange during the last Wine Festival in October 2017. The option of an exchange visit with planning staff from Orange City Council was also being looked at. The meeting was also advised that Orange High School was considering beginning exchange visits with Opihi College in South Canterbury, New Zealand.

The meeting appointed Sherie Pirie to the role of presenting the Timaru report to each meeting.

3.3     Update on Mt Hagen

The meeting was advised that there was ongoing uncertainty over the outcome of the local government election in Mt Hagen, many months after the election was held. That uncertainty had led to the postponment of a visit by Council Planning department staff from Orange to assist with the review of long tem city planning documents in Mt Hagen. The meeting was also advised that during a past visit to a school in Mt Hagen, in the wake of the Victorian bushfires, the school had made a significant 500 Kina donation. The meeting discussed how to make a reciprocal donation in the wake of the recent earthquake in the Hagan area.

The meeting appointed Mr Chris Gryllis to the role of presenting the Mt Hagen report to each meeting.

3.1     Budget Update

A budget update will be provided once the outcome to the grant submissions to Aboriginal Affairs, Prime Minister and Cabinet and Cadia Valley Newcrest Mining Operations has been received. All financial reports have been acquitted from the 2017 NAIDOC Week events.

3.2     Calendar of Annual and Significant Events 2018

It was noted that Council’s Migrant Support Officer and the team be congratulated on a successful Harmony Day Event.  The Harmony Cup was a huge success with the Indigenous All Stars being victorious for a third year in a row. The inclusion of First Nation Aboriginal people showcased the diversity of cultures through dance performance, weaving and traditional food stalls.

The National Sorry Day event details are to be discussed and determined at the Aboriginal Elders Meeting 29 March 2018 and the Aboriginal Community Engagement Officer will provide assistance.

The Anniversary of the 1967  Referendum and National Reconciliation Week are to be acknowledged through a media release to Orange Life with photos of Elders to be included.

Mabo Day - it was suggested the Lands Council be approached to take the lead on commemorating Eddie Mabo.

National NAIDOC Week 2018 is when the NAIROC registrations will be launched.  The Aboriginal Education Consultative Group (AECG) Executive will be asked to follow up with acknowledging the traditional date in schools.  The theme for 2018 is  “Because of Her we Can”.  Recognising Aboriginal women of the past who have paved the way will be the focus.

National Aboriginal and Islander Children’s Day -  4 August 2018.

Indigenous Literacy Day - 7 September 2018.

Deadly Awards will be referred to the AECG for celebration ideas, planning and conduct.

4.4     Committee Action Plan

The NAIDOC Celebrations will be held from 26 October to 3 November 2018.

A date is to be set as the deadline for events to be included in the program. Expression of interests will be invited to undertake events.

Information on the NAIDOC Week program are to be provided to the Visitor Information Centre.

 

Council will assist with the Coordination of the March and Official Opening Ceremony in partnership with identified organisations.  Feedback provided was that vehicles exiting from the Ex-Services car park into Sale Street be prevented from moving through groups of school children as they assemble prior to the March.

The Family Fun Day is to be facilitated by Family and Community Services in partnership with Health NSW staff.

HousingPlus to assist with the execution of the Elders Lunch

The Youth Ball will be organised by the senior Aboriginal Education Consultative Group (AECG) members and held 29 October 2018 and fund raising has begun to cover costs. The Primary School Disco will be organised by the Junior Aboriginal Education Consultative Group (AECG).

The Lands Council will facilitate the Awards Night 3 November 2018 and are seeking expressions of interest from Aboriginal bands.

EXECUTIVE Summary

The World War I Centenary Community Committee met on 27 March 2018. The minutes of that meeting and the Action Plan are attached. The main discussion centred around the realisation of many of the projects objectives since 2011 and plans for the commemoration of 100 years since the Armistice in November 2018.

Recommendation

That, as there was not a quorum, Council note the recommendations made by the World War 1 Centenary Community Committee at its meeting held on 27 March 2018.

SUPPORTING INFORMATION

In March 2011, Orange City Council formed the Committee to focus on activities and commemorations to mark the centenary of World War I as it relates to Orange and district. In partnership with the community, the Committee has developed a wide ranging program to commemorate those who fought, those who paid the supreme sacrifice, those who remained at home, and the legacy of war.

The Action Plan which forms part of the minutes details the initiatives that have been completed to date and provides a progress report for others.

The major project for 2018 will be the recreation of a photograph showing Armistice celebrations outside the Old Town Hall in 1918. This is planned for 11 November 2018 and will incorporate the Remembrance Day ceremony.

As there was not a quorum, the members present decided to discuss the agenda items and refer the following record of the meeting for recommendations at the next World War I Centenary Community Committee to be held 15 May 2018.

It was agreed that the most appropriate action would be a re-enactment of the Armistice photo (attached) outside the Old Town Hall. This will form the basis of meetings in 2018.
