Environmental Sustainability Policy Committee 1 May 2018
The provisions of Chapter 14 of the Local Government Act, 1993 (the Act) regulate the way in which Councillors and designated staff of Council conduct themselves to ensure that there is no conflict between their private interests and their public role.
The Act prescribes that where a member of Council (or a Committee of Council) has a direct or indirect financial (pecuniary) interest in a matter to be considered at a meeting of the Council (or Committee), that interest must be disclosed as soon as practicable after the start of the meeting and the reasons given for declaring such interest.
As members are aware, the provisions of the Local Government Act restrict any member who has declared a pecuniary interest in any matter from participating in the discussion or voting on that matter, and requires that member to vacate the Chamber.
Council’s Code of Conduct provides that if members have a non-pecuniary conflict of interest, the nature of the conflict must be disclosed. The Code of Conduct also provides for a number of ways in which a member may manage non pecuniary conflicts of interest.
Recommendation It is recommended that Committee Members now disclose any conflicts of interest in matters under consideration by the Environmental Sustainability Policy Committee at this meeting. |

3 General Reports
3.1 Review of the National Tidy Towns Assessment TRIM Reference: 2018/628 |
Chris Gryllis gave a verbal report in regard to the selection of shirts for both the National Awards and the regional awards for Tidy Town members. Mr Gryllis has also been working with Orange City Council design staff for the Council logo which will also be used for the various signs around the City promoting the recent wins in the regional awards. It was mentioned that the letter/comment written by Bob Holland in Orange City Life regarding the focus of Tidy Towns was unreasonable. It was suggested that the Committee write to Mr Holland asking him to join the Tidy Towns Committee. |

3.3 Meeting between Keep NSW Beautiful and Tidy Towns Committee Representatives TRIM Reference: 2018/631 |
The meeting was attended by Kevin Duffy, Chris Gryllis and Roger Smith. The Keep NSW Beautiful representative, Val Southam, was shown the various venues for each function, being the Botanic Gardens Function Centre for the Friday night meet-and-greet, the Civic Centre Councillors’ Workroom for the Saturday project sessions; the Ex-Services Club for the Saturday night awards dinner, and the museum forecourt for the Sunday farewell breakfast. Local sponsorship is still being sought. |

3.4 Review of the 2018 Clean Up Australia Day Events TRIM Reference: 2018/632 |
Certificates of Appreciation for members of the local scout group who participated in Clean Up Australia Day activities have been signed by the Mayor with the view to handing them out at a Scout’s meeting night. Tony Smith did hand out others from Clean Up Australia Day on the actual day. Councillor McRae acknowledged that many community members did their own thing on the day. |
Recommendation Mr F Maw/Cr J McRae That the report by the Natural Resources Coordinator on the review of the 2018 Clean Up Australia Day Events be acknowledged.

It was decided to have a briefing on Monday 9 April 2018 to discuss the result of the National Awards and where to from here. |

EXECUTIVE Summary
The 2018 National Tidy Towns Awards were held in Barmera, South Australia, on 6 and 7 April 2018. A delegation from Orange attended the awards. The delegation included the Deputy Mayor, Cr Joanne McRae, Tidy Towns Committee members - Chris Gryllis and Wendy Fisher and Council’s Tidy Towns Coordinator Roger Smith.
Other State winners who attended the awards included Kalgoorlie from Western Australia, Kimba in South Australia, Smithton in Tasmania, Beechworth in Victoria and Finke from the Northern Territory. Queensland was not represented. His Excellency, the Honourable Hieu Van Le AC, Governor of South Australia, also attended the awards.
Orange won the Dame Phyllis Frost Litter Prevention, Waste Management and Resource Recovery Award and was a joint winner in the Environmental Sustainability Award. Orange’s Bailey Dickinson-Bubb also won a Highly Commended award for the Young Legend’s category.
Unfortunately Orange missed out on the overall award which was won by Smithton in Tasmania.
The focus now will turn to the 2019 NSW Tidy Towns Awards to be held in Orange on 9, 10 and 11 November 2018. The Awards will be held in conjunction with Keep NSW Beautiful.
