2.1 Requests for Financial Assistance

EXECUTIVE Summary

Council can only assist other organisations financially (in cash or in kind) in accordance with section 356 of the Local Government Act 1993.

Council has in place a policy for donations to be made under section 356 of the Act and annually advertises for applications under this policy. Additional applications are received during the year. This report provides the most recently received requests.

The recommendation in this report relates to the Delivery/Operational Plan strategy “3.3 Our City – Recognise that members of the community will take different leadership pathways, the Council will support this growth and development through appropriate activities, initiatives and assistance”.

* The allocation of 20 x $100 is reserved for school prize giving and is included in the actual/committed column of the table. To date, 2 x $100 has been allocated.

** The remaining balance of the reserve for school prize giving, $1,800.00, has been put back in the general donations remaining balance as no more school prize giving will be in in this financial year.

Process for applications of the remaining budget allocation

A Council resolution is required to allocate funds to any external entity, including as a donation.

Applications are considered against the criteria outlined in the donations policies. There is an application form that should be submitted to commence the process of making a donation to another entity. The form contains details to inform Council that the donation aligns with the intentions the Council has established in the Community Strategic Plan.

Recommendation

1 That a donation of $100.00 (ex GST) be made from the Sports Participant Program to Hayley Murphy for attendance at the 2018 Touch Football Junior State Cup as a member of the Under-12s Touch Football Representative Team.

2 That a donation of $100.00 (ex GST) be made from the Sports Participant Program to Tyrell Murphy for attendance at representative tournaments as a member of the Under-10s Touch Football Representative Team.

3 That a donation of $250.00 (ex GST) be made from the Sports Participant Program to Alicia McFadden for attendance at the 2018 Australian Junior Tenpin Championship as a member of the NSW Girls' President's Interstate Shield Team.

4 That a donation of $500.00 (ex GST) be made from the Sports Participant Program to Michael Dillon for attendance at the 2018 Oceania Cup as a member of the Australian Country Hockey Team.

5 That an in-kind donation of $300.00 (availability-dependent equipment loan and line marking) be made to the Cancer Council NSW for the Orange and District Relay for Life 2018.

6 That a donation of $5,000.00 (ex GST) and up to $5,000.00 in kind (Platinum sponsorship status) be made to the Rotary Club of Orange Daybreak from the Regional Enterprise Development Skills and Training Project budget to support the inaugural NSW Regional Technology Expo 2018.

7 That the donation request from MBC Orange to support the International Women's Day Women in Agribusiness Workshop be declined.

Comment: Council approved a cash donation of $1,500.00 for Relay for Life 2018 in the current financial year on 13 June 2017. The donation was paid to the applicant on 2 August 2017. As such the latest request does not comply with policy however it can be funded from balance in the General Donation’s category.

	NSW Regional Technology Expo 2018 At the Orange Function Centre on 22-24 June 2018. The inaugural NSW Regional Technology Expo aims to allow businesses and consumers to Embrace Technology and Explore Tomorrow.

Comment: The Rotary Club of Orange Daybreak received an in-kind donation of up to $2,000.00 (actual cost $761.35) for the running of the Classic Cars, Food and Wine in this financial year (resolution 17/449 - 17 October 2017).

The Rotary Club of Orange Daybreak has a long history, going back over 20 years, of running successful major events in Orange - including Garden and Outdoor, Pet, and Experience Orange Expos - attracting crowds of up to 7,000 people.

Orange has hosted various expos in the past and they were well attended by the region. The inaugural NSW Regional Technology Expo 2018 will be held in multiple locations across the Orange from 22-24 June 2018. Delegates, sponsors and the public will have the opportunity to view the innovative and latest technologies that are presently being incorporated into home business, industry, agriculture, education and health fields in Regional NSW. The Rotary Club of Orange Daybreak has committed to hold this event as an annual event.

The expo will be open to the public and involve heavy promotion both locally and regionally. Visitors to Orange are most welcome to attend.

The Rotary Club of Orange Daybreak has secured funding from Federal and State governments. There is also strong interest from local businesses and from non-government agencies confirming sponsorship of cash and in-kind services. This event is well supported locally.
