1       Introduction

1.1     Declaration of pecuniary interests, significant non-pecuniary interests and less than significant non-pecuniary interests

The provisions of Chapter 14 of the Local Government Act, 1993 (the Act) regulate the way in which Councillors and designated staff of Council conduct themselves to ensure that there is no conflict between their private interests and their public role.

The Act prescribes that where a member of Council (or a Committee of Council) has a direct or indirect financial (pecuniary) interest in a matter to be considered at a meeting of the Council (or Committee), that interest must be disclosed as soon as practicable after the start of the meeting and the reasons given for declaring such interest.

As members are aware, the provisions of the Local Government Act restrict any member who has declared a pecuniary interest in any matter from participating in the discussion or voting on that matter, and requires that member to vacate the Chamber.

Council’s Code of Conduct provides that if members have a non-pecuniary conflict of interest, the nature of the conflict must be disclosed. The Code of Conduct also provides for a number of ways in which a member may manage non pecuniary conflicts of interest.

 

Recommendation

It is recommended that Committee Members now disclose any conflicts of interest in matters under consideration by the Services Policy Committee at this meeting.

The Orange Regional Museum Committee met on 29 August 2017 and the recommendations from the meeting are provided to Council for adoption.

Vision

Orange Regional Museum is a contemporary museum and cultural centre for sharing stories and collections, where the rich history and heritage of the city and region is valued and celebrated through exhibitions and regional programs developed by the museum.  

 

Orange Regional Museum will achieve this vision through collaborative programs and cultural partnerships with the community and other agencies and organisations, including the State and Federal Governments and the business sector.

The Director Community, Recreation and Cultural Services, Scott Maunder, provided an update on the Orange Showground Program of Works.  

·         Dalton building roofing repairs: Council staff assessing scope of works and providing estimate of costs for rectification.

·         Retiling of amenities: Council has sought quotes on two occassions and not received a response. Council again seeking quotes.

·         Re-fence square ring: Council have completed a quotation process and will apply for additionl funds under the crown lands grants program. If unsuccessful Council will consider repairing the damaged elements of the fence rather than replacing entire fencing.

Peter Naylor tabled a report on repairs and issues identified at the Showground for consideration.

·         NAIROC – Fee for the Function Centre be paid from approved funds from Council.

·         Awards Night – Bryce and Collette to work on desiging the event.  Welcome to Country to be confirmed. $2000 contribution from Cadia Valley Operations. Celebration cake to be organised by Bryce. Guest speaker and MC to be confirmed. Judges to be appointed.

·         Apply for 2018 ClubGrant for reimbursement of the venue for the awards night at Orange Ex Services Club.

·         It was acknowledged that Lara Whybrow from Orange Anglican Grammar was one of forty winners across the state and a recipient of the NAIDOC medal of excellence as part of the NAIDOC Week School Initiatives in our local government area.

·         The Chair was approached to subsidise Elders located outside the local governement area to attend the NAIDOC Awards Night.  It was agreed not to subsidise Elders from outside the local government area.

·         Due to low attendance last year resulting in expense to the committee, Local Elders are now required to pay a $20 deposit on subsidised tickets for the Awards Night.  A refund of $20 will be offered when the Elder presents at the Awards Night.

·         Street banners have been booked. Council approved funds to pay for erecting the banners.

·         All event coordinators are to get promotional flyers for their various events to Lynda Bowtell by the next meeting so that the program can be collated.

EXECUTIVE Summary

Between 21-24 September the 2017 NSW and ACT Association of Family History Societies Conference was held in Orange. The Conference was convened by the Orange City Library who worked with Council’s Cultural Services and the wider community to deliver an event that was acknowledged as outstanding by the 320 delegates who attended.

SUPPORTING INFORMATION

In September 2015 Orange City Library accepted a request by the NSW and ACT Association of Family History Societies to host their 2017 Conference. The Orange Family History Group is a highly successful program administered by the Library and a significant number of people access the genealogical collections in person and on-line.

Held between 21-24 September the conference theme, Your family story: telling, recording and preserving reflected Orange’s heritage as the home of a number of Australian writers including Banjo Paterson, Kenneth Slessor, Francis Webb and Gwen Meredith.

The program provided opportunities for keynote speakers, plenary sessions and workshops focussing on a wide range of topics including writing, publishing and e-publishing, use of social media, the inclusion of pictorial material, copyright, conservation and preservation. The rich research collections of the major archival repositories and the way in which these can be used by family historians was also explored.

The Conference was held in the City’s cultural precinct and was an excellent example of collaboration between Council’s cultural services. The Orange Regional Gallery was the venue for the Welcome Reception on Thursday; workshops on the Friday utilised all of Council’s meting spaces; the conference sessions on the Saturday and Sunday were held in Orange Civic Theatre, and the trade exhibition was held in the Library.

Exhibitions at the Gallery and Museum were specially curated to complement the conference theme and a performance at the Theatre by acclaimed storyteller, William Yang, was offered to delegates as an optional component.

A total of 320 delegates attended the Conference over the 3 days of programming. This is 120 more delegates than attended the 2016 Conference in Camden and is a record number of delegates in this Conference’s 33 year history. Delegates came from across NSW and the ACT with a number also attending from Queensland and Victoria.

An important part of the Conference is the Family Fair which is held on Saturday and Sunday. This gives the wider community the opportunity to talk to members of other societies and to genealogy supply companies. Over 40 exhibitors took part in this event which was held in the Library demonstrating the flexibility and adaptability of the new layout.

In addition to the Conference program heritage tours were offered to delegates and their families. Walking tours of the Orange Cemetery and historic Byng Street were developed in partnership with the Orange and District Historical Society while a tour of Duntryleague followed by afternoon tea supported the Duntryleague Mansion Fund. Some delegates also took the opportunity to visit the Wentworth Main Mine which was opened especially for the occasion.

Feedback from delegates was extremely positive with 44% of delegates rating it as ‘very high quality’ and 42% as ‘high quality’. Similarly the venue rated highly with 55% of delegates describing it as ‘excellent’ and a further 27% as very good.

·    The speakers with particular reference to keynote speaker, actor,  William McInnes

·    The quality of the venue and ease of access

·    The friendliness and professionalism of staff and volunteers

·    The opportunity to attend a conference of this standard in a regional centre

·    The conference organisation

·    The catering, and in particular the CWA morning and afternoon teas

·    The beauty of Orange and its obvious vibe.

 

The 2018 NSW and ACT Association of Family History Societies Conference will be held in Batemans Bay.
