1       Introduction

1.1     Declaration of pecuniary interests, significant non-pecuniary interests and less than significant non-pecuniary interests

The provisions of Chapter 14 of the Local Government Act, 1993 (the Act) regulate the way in which Councillors and designated staff of Council conduct themselves to ensure that there is no conflict between their private interests and their public role.

The Act prescribes that where a member of Council (or a Committee of Council) has a direct or indirect financial (pecuniary) interest in a matter to be considered at a meeting of the Council (or Committee), that interest must be disclosed as soon as practicable after the start of the meeting and the reasons given for declaring such interest.

As members are aware, the provisions of the Local Government Act restrict any member who has declared a pecuniary interest in any matter from participating in the discussion or voting on that matter, and requires that member to vacate the Chamber.

Council’s Code of Conduct provides that if members have a non-pecuniary conflict of interest, the nature of the conflict must be disclosed. The Code of Conduct also provides for a number of ways in which a member may manage non pecuniary conflicts of interest.

Recommendation

It is recommended that Committee Members now disclose any conflicts of interest in matters under consideration by the Sport and Recreation Policy Committee at this meeting.

EXECUTIVE Summary

The Sport and Recreation Community Committee met on 8 May 2017 and the recommendations from that meeting are provided to the Sport and Recreation Policy Committee for adoption.

Link To Delivery/OPerational Plan

The recommendation in this report relates to the Delivery/Operational Plan strategy “5.1 Our Community – Identify changing community aspirations and undertake community engagement and planning for the creation of open spaces, recreational facilities and services, recognising the special needs of older people and those with disabilities”.

Financial Implications

The funding for the recommendations under the 2017/2018 Sports Facility Program is included in the draft 2017/2021 Delivery/Operational Plan.

The recommendation from the committee also seeks to apply the balance of $8,269 to the Aquatic Centre Scoreboard project which has a current shortfall of $9,281.

Recommendation 4 also seeks the application of up to $5,000, being $1,012 shortfall and $3,988 contingency to ensure there is sufficient funding for the completion of the Aquatic Centre Scoreboard project. Should Council adopt recommendation 4 the funding source would be Sporting Participation Grant funding which has an unallocated balance of $11,600.

Recommendation

1        That the recommendations made by the Sport and Recreation Community Committee at its meeting held on 8 May 2017 be adopted.

2        That the Sporting Facility Program funding be allocated as follows as per the attached assessment:

a        $11,656  to Cavaliers Cricket Club

b       $8,742 to Orange Hockey Club

c        $15,000 to Orange Indoor Tennis

d       $6,333 to Orange Little Athletics 

3        That Council allocate $8,269 from the Sporting Facility Program to the Aquatic Centre Scoreboard project.

4        That Council allocate an amount up to $5,000 to the Aquatic Centre Scoreboard project being $1,012 shortfall and $3,988 contingency for any additional works and that the funding source be unused Sports Participation Grant funding.

Consideration has been given to the recommendation’s impact on Council’s service delivery; image and reputation; political; environmental; health and safety; employees; stakeholders and project management; and no further implications or risks have been identified.

SUPPORTING INFORMATION

The assessment of the applications for funding under the 2017/2018 Sports Facility Program that was considered by the Committee is attached.

Aquatic Centre Scoreboard

In 2014 Council supported a grant application for $15,000 by City of Orange Swim Club and Jets Swim Club for the purchase of a portable LED Scoreboard. Its primary purpose was for the board to be used for major swim meets but also with the flexibility for use for community events such as movie nights and promoting upcoming events. The board would also provide for sponsorship opportunities during major meets and high seasons.

The quoted cost at the time of the grant application was $37,000.

The swim clubs committed to a fund raising target of $23,000 and conducted a number of fundraising activities. Through these efforts the clubs raised $15,309 but were unable to raise the balance.

Council since that time has applied on 3 occasions for grant funding for the balance of funds without success leaving the project stalled.

Council has recently secured the Swimming NSW Country Regional Meet for 2018 which will see approximately 340 Competitors and officials for the event. Whilst having an electronic scoreboard in place is not a requirement for securing this event it will significantly add to the event.

A current costing was sought for the project to enable it to be completed. The quotation received from the supplier is $39,590 excluding GST.

Council also sought a costing for 2 fixed screens rather than a portable screen. The quotation obtained was $50,350 excluding GST.

To enable the project to be completed it is recommended that $8,269 from the Sports Facilities Project be allocated to the Aquatic Centre Scoreboard and that Council also allocates up to $5,000 from the Sporting Participant grant funding to ensure the project is completed.

Council has identified the potential to create a Mountain Bike Trail Centre on Mt Canobolas encompassing both the State Conservation Area (SCA) and NSW Forestry Land.

Council has written to the Minister for Environment and Minister of Heritage requesting an amendment to the Plan of Management to permit Mountain Biking within the Mt Canobolas State Recreation Area.

Council has since been advised that the Plan of Management review process is likely to commence in July 2017.

Dear Scott and Ben,

 

Thank you for the opportunity to quote on the new LED Display / Scoreboard for the Orange Aquatic Centre. I have put together a proposal that offers state of the art equipment at a very competitive price. The quotation has been split into the following sections

Overview of Requirements

 

This project calls for the supply and installation of a new LED Display Screen and Scoreboard to be used at the Orange Aquatic Centre. The display will be used primarily as a scoreboard for swimming carnivals but must also have the ability for sponsor advertising, live camera feeds and video / television / DVD playback. The only way to achieve these goals is to use a full color, high resolution LED display. With the correct software all of the goals for this installation can be achieved.

The scoreboard must be easy to use, be totally weatherproof have low maintenance costs and have a long life span. The installation must take into account that the screen needs to be used in different areas of the centre for different applications; therefore the screen must be fully portable and easy to more by the centre staff.

The screen must be easy to control and integrate with the existing timing software already on-site.

 

 

 

 

 

 

 

LED Display Options

 

LED’s come in thousands of different designs and prices so it is very hard to know what the correct equipment to purchase is. Every person you speak to will give you a different answer and prices can vary by as much as $50,000 on a standard size screen.

I have been through this process and after months of study, importing and testing several samples I have found a very high quality and extremely reliable manufacturer of LED components in China.

95% of the world’s LEDs come from China but the trick is to find the correct supplier from the hundreds of different options.

 

After my site visit and reviewing your requirements, I have put together the following two recommendations

 

 

Option 1: Full Color Portable LED Display Screen P6.67 3200 x 1920

 

This is an improvement over my P10 portable LED Trailer display. As a higher resolution and slightly larger size it will be more suitable for showing text based swimming results.

 

   

 

 

   

 

 

Option 1 will take the above style of screen and have it fitted to a custom made portable framework. This framework will house the LED display, the ram and power pack to allow the screen to be raised once through the exit doors and the control computer and associated equipment

A wireless HD link will be installed in the control rack for integration with the existing Dolphin timing and Hy-Tek Meet Manager software. This will allow the race manager PC to be located anywhere in the centre and a wireless link back to the scoreboard

The screen will be moved into whatever position is required, inside for movies, outside for a swim meet and advertising or into the carpark to promote coming events.

If sound is required, just plug in the speakers to the connections on the side of the screen for audio playback.

All that will be required is power to the area the screen is located. 1 x 10amp outlet will be required for each location you wish the screen to operate.

The second option will use the same screen specified in the portable display, removing the portable framework and adding a second fixed display. This would have an end result of two displays back to back at the glass wall area with one screen facing inside and the other outside. Both screens would be fixed and share the same control functionality as the portable option

 

 


 

Control Hardware and Software

 

The control for a full LED display is via synchronized computer control.  This will allow instant real-time changes to be made on the display and allow multiply inputs to be used on the screen (Hy-Tek Meet Manager via wireless HD link, DVD player, Camera, USB, TV, and external PC)

Installation

 

LED Screens Australia will supply and install the LED Screen on its portable framework and all of the control equipment (option1) or hang the screens permanently from the internal building framework (option 2) 

The Screen framework will be designed to work in the Aquatic Centre environment and will be easy to use, safe and rustproof.

We will supply off of the necessary cabling and programming to interface with the existing Dolphin Timing and Meet Manager software.

It will be the responsibility of the Orange Aquatic Centre to supply power to the screen, at each location you wish to place the screen; one x 10 amp standard power outlet will be required.

 

Training

 

As part of the installation LED Screens Australia will supply full training on the operation of all the equipment. Startup and Shutdown procedures, operation of the software and fault finding will be covered.

A full operation manual will be supplied as part of the training.

Training to individual operators can be given at any time with a reasonable amount of warning.

 

 

Service and Maintenance

 

The LED displays have a lifespan of 100,000 hours.

All of the equipment is covered by a 24 month manufactures warranty and a full service warranty from LED Screens Australia. This will cover all installed components and includes both parts and labor if there are and warranty repairs needed.

 

The modular construction of the new LED display allows the easy swap-out of any faulty components. Any part, Module, Power Supply or Card can be swapped out in a matter of minutes for minimum down time and maximum efficiency.

 

Maintenance would be carried out on all equipment every 6 months. All control equipment and the LED display would be cleaned, serviced and checked. This service will be free of charge for a period of 2 years

We will always have a technician on call to handle emergency service calls. I guarantee that any problems will be solved immediately.

 

 

 

Timeframe

 

From the time of placing the order it will take about 4 weeks for the screen to be manufactured and about 3 to 4 weeks for shipping to Sydney.

The construction of the framework will be completed well before the screen arrives and during this period your power can be installed. As soon as the screen clears customs it can be tested and installed straight away

A new Ride Orange website will be one of the actions from the Orange Active Travel Plan which is currently being redeveloped. The site will provide a centralised destination for people searching for information about cycling in and around Orange as well as providing links to the various local cycling groups.

Ride Orange Guide

Ride Orange Guide is currently being updated and will go to print by the end of May 2017. The Ride Orange Z cards are also being refreshed and reprinted.

Cycle Awareness

The Committee has previously discussed ongoing concerns over the Community’s general lack of knowledge of road rules relating to cyclists and felt that cycle awareness needed to be improved.

 

Whilst the Committee agreed that the State Government should be undertaking a broad education and awareness program relating to the new laws, it was felt that it would be beneficial to take a proactive approach in the matter and consider opportunities for raising local awareness.

Investigate bus advertising costs using existing RMS or Amy Gillett Foundation cycle awareness messages. To be funded through Council’s Cycle Towns Program.

2017 Bike Week

The Committee briefly discussed a few options for Bike Fest in 2017 but felt that it would be best for the Bike Week Sub Committee to meet separately to consider the event in more detail.

Major Cycling Events

 

2017 NSW Masters Road Championships – 22- 24 April 2017. Another successful event despite slightly lower numbers from the 2016 event.

 

Newcrest Orange Challenge  - 5 March 2017 – The 2017 Challenge saw a massive increase in participation numbers

 

Triathlon NSW Club Championships – 18 March 2017 – This event was conducted at Gosling Creek Reserve and attracted in excess of 700 participants and officials. Feedback from participants and organisers has been positive.

 

Orange Triathlon Festival – Event was planned to take place on 5 February 2017 however the Promoter cancelled when Orange secured the rights to host the NSW Club Championships. Council is now working with another Promoter to conduct the Orange Triathlon Festival (or similar event) in November 2017.

BMX Track

Awaiting advice from the Orange BMX Club has as to the progress of the start gates at the Anzac Park BMX Track facility.

Velodrome

With the increased usage of the Velodrome, the Committee discussed the need for the following:

 

·      Additional bubblers

·      Improved shade

·      Track lighting for night training and competition 

 

“Light It Up” – The Cycle Club has commenced a number of fundraising activities to raise funds for the installation of suitable velodrome lighting. At an estimated cost of $170K, the project will also require partnerships Council, State and/or Federal Government.

Ben Keegan to requested tree planting to be undertaken on the western side of the velodrome to improve shade during the summer months.

 

Lake Canobolas Mountain Bike Park

Through funding sourced from hosting the National Cross Country Series, the Club is continuing to undertake track improvement works at the Lake Canobolas Mountain Bike Park.

Mt Canobolas Mountain Bike Proposal

Council has written to the Minister for Environment and Minister for Heritage requesting an amendment to the Plan of Management to permit Mountain Biking within the Mt Canobolas SCA.

Important to note that Council is NOT seeking an approval of the concept design prepared by World Trail which was provided as an example of what could be achieved. Council has also met with the Minister for Trade, Tourism and Major Events and Minister for Sport to discuss the proposal.

Council has since been advised that the Plan of Management review process is likely to commence in July 2017.

Kinross Forest

Latest advice received by the Mountain Bike Club is that the Kinross Forest could be harvested in 2019.

INFRASTRUCTURE

Cycle Towns

Cycleways – Improved on road cycleway markings have been undertaken along with the installation of new stabling at various locations throughout the City.

Current works:

·      Tender for construction of rail underpass culvert near James Sheahan High School is about to be advertised.

·      Additional bike stabling to be installed including a bike shelter in the Council car park as well as a locked cage at the City Centre Carpark.

 

Active Travel Plan - When complete, the Plan will guide the implementation and maintenance of active travel infrastructure and programs throughout the City and surrounding villages, with the aim of encouraging greater participation in active transport options. The Plan will address existing gaps and barriers across the cycle network.

 

 

Ride2School – The Ride2School Program has been completed with six local schools being involved.

 

 

 

 

 

 

 

 

 

Current status:

Part A: Framework - Orange Active Plan adopted by Council

Part B: Implementation – Plan being finalised between Council and consultants. Anticipate report being considered by Council shortly.
