1       Introduction

1.1     Declaration of pecuniary interests, significant non-pecuniary interests and less than significant non-pecuniary interests

The provisions of Chapter 14 of the Local Government Act, 1993 (the Act) regulate the way in which Councillors and designated staff of Council conduct themselves to ensure that there is no conflict between their private interests and their public role.

The Act prescribes that where a member of Council (or a Committee of Council) has a direct or indirect financial (pecuniary) interest in a matter to be considered at a meeting of the Council (or Committee), that interest must be disclosed as soon as practicable after the start of the meeting and the reasons given for declaring such interest.

As members are aware, the provisions of the Local Government Act restrict any member who has declared a pecuniary interest in any matter from participating in the discussion or voting on that matter, and requires that member to vacate the Chamber.

Council’s Code of Conduct provides that if members have a non-pecuniary conflict of interest, the nature of the conflict must be disclosed. The Code of Conduct also provides for a number of ways in which a member may manage non pecuniary conflicts of interest.

Recommendation

It is recommended that Committee Members now disclose any conflicts of interest in matters under consideration by the Employment and Economic Development Policy Committee at this meeting.

EXECUTIVE Summary

The Economic Development Community Committee met on 5 April 2017 and the recommendations from the Committee are presented to the Employment and Economic Development Policy Committee for adoption.

3.1     EDCC Workshop (continued)

The final six items of the workshop were completed. The Committee requested for the list to be included in all future meetings. Items not already included will be added to the action list.

 

3.2     Business Enterprise Centre

Mr Bruce Buchanan gave a verbal review of the Grow Local Tier 1 program delivered on behalf of Council by the BEC. There were 18 businesses that received assistance under the program. Most surprising result for the businesses is that they had never considered undertaking a SWOT analysis of their staff to determine skills. Engagement with the business community is difficult but afterhours seems to be successful. Each business underwent a business health check which is a self diagnosis business tool. The program also helped businesses develop many appropriate business strategies such as creating alll policies and procedures as a 1 to 3 minute video rather than a written document.

 

3.3     Hort Enterprises

Craig Hort gave an update on Hort Entrerprises advising it commenced as Jeff Hort Engineering in Orange in 1995.  It now has 155 permanent staff, of which 110 are based in Orange. There are also sites at West Wyalong, Wollongong and Dubbo. The Orange site also services interstate mines. The key business focus is on maintenance and fabrication, with a specialisation in pipelines and heavy engineering. There has been a change in the structure in the Cadia shutdowns and it appears this will work in well with Horts. There has been an offshoot developed that removes the construction work from the company and places it in the new venture.

Horts have employed 105 apprentices since starting in Orange in 1995. These are both school leaver and mature apprentices. In the latest new training venture, Horts have worked with Orange City Council and their Sister Cities program to train and certify trainees from Mt Hagen (PNG) in pressure welding (AS1554).

Approximately $15M has been allocated to the main street renewal over 4 years. Dairy Creek Road and the SFR remain a high priority. The aim is to remove as much heavy traffic from the CBD as possible. This can be through the opening of the SFR or through traffic calming devices.
