We, Cr Chris Gryllis, Cr ron gander and CR RUSSELL TURNER wish to move the following Notice of Rescission at the Council Meeting of 7 March 2017:
That Council rescind the part of the following resolution highlighted in bold, having made the decision at the Council Meeting held on 19 May 2015, in relation to the location of the John Patrick Hamilton VC statue: RESOLVED - 15/187 Cr J Davis/Cr S Munro 1 That Council enter a partnership with the Orange Ex-Services Club, the Federal Government and the NSW Government for the establishment of an appropriate memorial to Private John Hamilton VC, in front of the OCTEC building.

I, CR Chris Gryllis wish to move the following Notice of Motion at the Council Meeting of 7 March 2017:
That Council place the statue commemorating John Patrick Hamilton VC in front of the Memorial Hall where the flag pole is currently situated.

Background
Following the presentation to Council by the Executive of the Returned Services League of Australia of the City of Orange Sub Branch and correspondence received from that organisation that its preference for location of the memorial is in the grounds of the Memorial Hall.

STAFF COMMENT
At its meeting of 19 May 2015 Council resolved:
RESOLVED - 15/187 Cr J Davis/Cr S Munro 1 That Council enter a partnership with the Orange Ex-Services Club, the Federal Government and the NSW Government for the establishment of an appropriate memorial to Private John Hamilton VC, in front of the OCTEC building. 2 That the Notice of Motion from Cr Kidd be noted and suggestion passed on to the above partnership. |
Further to that resolution, Council Staff met with representatives of OCTEC who suggested that the statue not be placed directly in front of OCTEC but rather in the curtilage facing the street replicating the placement of the heritage interpretation sign on the Eastern side of Anson Street, and similar to the treatment that is common in towns like Ballarat. The distance from the statue to the road edge would be approximately 2.5 metres. Appropriate treatment to the footpath would also be conducted.
A statue commemorating the life and career of Australian war hero Major Harold 'Pompey' Elliott – Ballarat.
Financial Implications
The project is jointly funded through a joint venture between NSW Government, Orange Ex-Services Club and Council. Funding from the Federal Government was unable to be secured.
Any donation would reduce the cost to the funding partners.
