1       Introduction

1.1     Declaration of pecuniary interests, significant non-pecuniary interests and less than significant non-pecuniary interests

The provisions of Chapter 14 of the Local Government Act, 1993 (the Act) regulate the way in which Councillors and designated staff of Council conduct themselves to ensure that there is no conflict between their private interests and their public role.

The Act prescribes that where a member of Council (or a Committee of Council) has a direct or indirect financial (pecuniary) interest in a matter to be considered at a meeting of the Council (or Committee), that interest must be disclosed as soon as practicable after the start of the meeting and the reasons given for declaring such interest.

As members are aware, the provisions of the Local Government Act restrict any member who has declared a pecuniary interest in any matter from participating in the discussion or voting on that matter, and requires that member to vacate the Chamber.

Council’s Code of Conduct provides that if members have a non-pecuniary conflict of interest, the nature of the conflict must be disclosed. The Code of Conduct also provides for a number of ways in which a member may manage non pecuniary conflicts of interest.

Recommendation

It is recommended that Committee Members now disclose any conflicts of interest in matters under consideration by the Sport and Recreation Policy Committee at this meeting.

Cycle Orange “landing page” has been established which provides a centralised destination for people searching for information about cycling in Orange. The landing page provides links to the various local cycling groups.

The Committee discussed potential for a calendar of events to be set on the landing page that would include activities and events being conducted by local Clubs and Cycle groups.

Council to investigate opportunities to establish a calendar of events on the Cycle Orange landing page that could be updated by Cycle groups.

Cycle Awareness

The Committee has previously discussed ongoing concerns over the Community’s general lack of knowledge of road rules relating to cyclists and felt that cycle awareness needed to be improved.

The following options were provided for consideration

Amy Gillett Foundation – Consider registering with the Amy Gillett Foundation to undertake a targeted awareness campaign including road side signage.

Farmers Markets Promotion – Following the success of the stand set up to promote Bike Week, it was suggested that Clubs/Council could use the Markets throughout the year to promote events, projects and raise general awareness of cycling.

Steve Martin to research options and associated costs for registering with the Amy Gillett Foundation.

Clubs/Council to consider attending Farmers Markets periodically to promote cycling in the Orange Region

The Committee agreed that the Bike Week event on 13 September 2015 was a success with approx. 500 people attending the event across the day.

Feedback from participants and stall holders was very positive with a number of the Cycle groups experiencing increased membership inquires as a result.

Major Cycling Events

2016 BMX NSW Orange Open – The Orange BMX Club have been advised by BMX NSW that they can host an Open event on Sunday, 4 September 2016. This event will have riders attending from throughout NSW.

2016 NSW Masters Road Championships - Council in partnership with Cabonne Council have agreed to host the event in 2016. Cycling NSW are in the process of seeking necessary approvals through the Orange and Cabonne Traffic Committees.

Newcrest Orange Challenge (formally known as Ronde van de nob) has been confirmed for Sunday, 20 March 2015.

Criterium Festival – Date yet to be confirmed by the Orange Cycle Club. Roundabout on the corner of Byng and Peisley St has been identified for repair in the 2015/2016 Council Operational Plan which will make the proposed course around the Civic precinct much safer.

Orange Triathlon Festival - Organisers of the Orange Triathlon Festival, 100% Events have agreed to continue the event at Lake Canobolas for the next 3 years (2016-2018). The 2016 event has been moved from February to November with the exact date to be confirmed.

Women’s Only Challenge Ride – Then Orange Cycle Club has received a request from Cycling NSW to host a women’s only 100km challenge ride. Further details regarding the event are being requested by the Club.

Construction of the BMX track has continued with bulk earthworks recently completed on the final straight and start hill.

Final trimming, drainage installation and granite surfacing will be completed in coming weeks.

The BMX Club has been offered part of a start gate from Lake Macquarie BMX Club however additional funds will be required to purchase remaining elements.

Velodrome

Committee members advised that the Cycle Clubs had experienced a noticeable reduction in behavioural issues from Skate Park users since works on the Moulder Park Youth Zone had been completed (installation of giant swing, shelters, bridge and construction of connecting cycleway).

Steve Martin asked if the street sweeper was still undertaking sweeping of the track and car park on a regular basis.

Lake Canobolas Mountain Bike Park

Leo Presslaber (Orange Mountain Bike Club) advised that the Thursday night mountain bike events were proving popular with members with approx. 40 people participating on a weekly basis.

The facility cannot be opened to the public until conditions of development consent from Cabonne Council have been met which includes addressing access issues into the Park from Lake Canobolas Road. The Club currently feels that the cost to undertake required works is beyond their current capacity and that any funds spend on the access will reduce opportunities to complete other works at the facility.

Mountain Bike Club to write to Council requesting assistance with requirement to upgrade access to the Park from Lake Canobolas Road.

Mt Canobolas Mountain Bike Proposal

Council’s consultants GHD have presented an opportunities and constraints analysis to the Mt Canobolas Mountain Bike Trail Reference Group and sought feedback from the group,

Council will now be looking to engage a mountain bike trail designer to design a trail network which will need to give consideration to an environmental assessment of the site.

INFRASTRUCTURE

Cycle Towns

Shah Alford advised that Cycle Towns projects were progressing well and reiterated that the Cycle Towns program was focussed on creating behaviour change across the community to encourage and facilitate people using bikes for transport. Recreation cycle projects are not included in the Cycle Towns program.

Cycleways – Improved on road cycleway markings is currently being undertaken along with the installation of new stabling at various locations throughout the City.

Active Travel Plan - When complete the Plan will guide the implementation and maintenance of active travel infrastructure and programs throughout the City and surrounding villages, with the aim of encouraging greater participation in active transport options. The Plan will address existing gaps and barriers across the cycle network.

Ride2School – Surveys of local schools has been completed and the Bicycle Network will begin engaging with schools to implement programs in the near future.

Try2Wheels -Council is seeking interest from suitable organisations to facilitate a Try2Wheels Program in Orange. Try2Wheels aims to provide a friendly, encouraging and educative environment in which people can be introduced or reintroduced to cycling.

3.1     Review of Master Plans

Street Tree Masterplan

·                Electronic copy of the tree inventory to be circulated to Committee members.

·                Parks, Trees and Waterways Community Committee members to notify Council of new tree plantings that are out of character/planted by residents and not fitting the streetscape.

·                Proactive auditing of Orange’s streetscape to identify tree health. TAFE/community involvement based on the percentage of canopy in leaf. Templates to be developed for an assessment guide. Committee to test an example of an assessment sheet.

·                Staff are to be congratulated on the presentation of roundabouts throughout the City.

·                Recreation Planner to present site specific concept plans for entrance areas to Orange at the next meeting and a site inspection to be arranged to view areas.

·                Discussion lead to the development of a street tree guide similar to the 1988 production developed by Calare Public School with the assistance of the NSW Bicentennial Council and Orange City Council.

Cook Park Masterplan

·                Succession planning – tree planting

·                Priority 1 -  Blowes Conservatory – building staff to review condition (inviting John Spanglia to inspect and provide an understnading of the repairs required). Include in Delivery/Operational Plan a budget for restoration of the building. Possible opportunities for heritage funding or dontations from the Blowes family.

·                Priority 2 – Sunken Garden – inspection to be undertaken with review of Masterplan concepts with regard to a Dutch Garden for this site within Cook Park.

·                Priority 3 – Early autumn determination to remove and successional planting of Elm Avenue. In the near future an aborist will be engaged for a report to confirm health of the trees.

Orange Botanic Gardens Masterplan

·                Shadforth Church repairs – windows inoperable and guttering requires repair on the south side.

·                The vigour of the Peppercorn (Schinus sp) located in the forecourt of the CloverHill Function Centre was raised, members where informed that it is to be removed and replaced with a Chinese Elm (Ulmus pavifolila) in the short term.

·                Bridge - boardwalk repairs required in the short term, whilst work is undertaken on a new design.

 

·                Orange Adventure Playground

o      Number of shrubs dead.

o      Little kids area fence pickets missing, needs replacing as soon as possible.

o      Matting under swings is required. The Committee was informed that rubber matting had been purchased and scheduled for installation as soon as resources permit. 

o      Tyre swing S-hooks require adjustment to ensure they close

·                Two dead trees in orchard. Relevance of orchard, is there a biosecurity risk to the local industry; orchard is maintained to control pests and diseases. Development of an interpretative sign simialr to the pamphlet used by Cr Kidd to be installed on site.

·                Bush regeneration hill – interpretative signage required advising visitors of the site.

EXECUTIVE Summary

The purpose of this report is to seek Council support to combine the Orange Sports Awards and Orange Australia Day Sports Awards into one Sporting Award Program from 2016.

Consideration has been given to the recommendation’s impact on Council’s service delivery; image and reputation; political; environmental; health and safety; employees; stakeholders and project management; and no further implications or risks have been identified.

SUPPORTING INFORMATION

Since agreeing to take over the administration of the Orange Sports Awards (previously known as the Orange Credit Union Sports Awards) from local sporting identity, Mr Carl Sharpe in 2003, Council has been coordinating two sporting award programs on an annual basis, with the other being the Orange Australia Day Sports Awards.

Whilst both the Orange Sports Awards and Australia Day Sports Awards have differences with regard to their respective Award categories, there has always been a significant duplication to seek nominations, selection of finalists, co-ordination of award presentation.

Following a review of both Awards it is considered appropriate that the Australia Day Sports Awards categories be combined with the Orange Sport Awards with the Awards Presentation taking place in June or July each year.

It is expected that the combined format will also increase the profile of the Orange Sports Awards and improve attendances at the presentation night.

Council staff have also discussed this matter with the Australia Day Committee Chairperson, Mrs Helen Corby who agreed that not conducting the Sports Awards at the Australia Day Program would not detract from Australia Day celebrations in Cook Park.

Should Council resolve to combine the two Sports Awards Programs, the Orange Sports Awards would feature the following categories:

·        Sportsperson of the Year

·        Junior Sportsperson of the Year

·        Team of the Year

·        Sporting Hall of Fame Inductee (as required)

·        Sports Personality of the Year

·        Sporting Achievement Awards

The consolidated Awards would be managed within the existing budget.
