1.1 Apologies and Leave of Absence
The provisions of Chapter 14 of the Local Government Act, 1993 (the Act) regulate the way in which Councillors and designated staff of Council conduct themselves to ensure that there is no conflict between their private interests and their public role.
The Act prescribes that where a member of Council (or a Committee of Council) has a direct or indirect financial (pecuniary) interest in a matter to be considered at a meeting of the Council (or Committee), that interest must be disclosed as soon as practicable after the start of the meeting and the reasons given for declaring such interest.
As members are aware, the provisions of the Local Government Act restrict any member who has declared a pecuniary interest in any matter from participating in the discussion or voting on that matter, and requires that member to vacate the Chamber.
Council’s Code of Conduct provides that if members have a non-pecuniary conflict of interest, the nature of the conflict must be disclosed. The Code of Conduct also provides for a number of ways in which a member may manage non pecuniary conflicts of interest.
Recommendation It is recommended that Committee Members now disclose any conflicts of interest in matters under consideration by the Infrastructure Policy Committee at this meeting.

EXECUTIVE Summary
The City of Orange Traffic Committee met on 10 March 2015 and the recommendations from that meeting are presented to the Infrastructure Policy Committee for adoption.
Link To Delivery/OPerational Plan
The recommendation in this report relates to the Delivery/Operational Plan strategy “15.1 Our Environment – Maintain and renew traffic and transport infrastructure assets and services as specified within the Asset Management Plan at agreed levels of service”.
Financial Implications
The cost of the median extension in Farrell Road and sign in Kearneys Drive can be funded from the current traffic facilities budget at a total of approximately $6,180.
The extension of the bus zone will initially only need one sign moved and it is estimated to cost $180.00 which can be funded from the signs budget. The alterations to the garden bed are estimated to cost $10,750 and will need to be considered in the 2015/2016 budget.
The Sharp Road cul-de-sac is estimated to cost $60,000 and will be funded as part of the Southern feeder Road project.

SUPPORTING INFORMATION
At this meeting the Committee recommended to Council that the bus zone on the north side of Summer Street east of the Post Office lights be extended to allow two buses to be parked at once and the garden bed west of Lords Place be reduced to replace the car space lost to the bus zone.
The Committee also recommended the extension of the median in Farrell Road near McDonalds and the erection of a no stopping sign in Kearneys Drive near Brooklands Drive.
It was also recommended that Sharp Road be closed at Forest Road once the Southern Feeder Road has been opened to traffic between Forest Road and Anson Street. Surrounding landholders and residents overwhelmingly support this.

ROADWORKS
Road Maintenance
Road maintenance crews have been supporting Council’s busy construction season and patching ahead of planned road reseals.
Asphalt Works
The damaged modular rubber speed humps in Ibis Crescent were replaced with full width asphalt speed humps.

Council’s annual resealing programme was undertaken with works completed on:

Road Construction
Ploughmans Lane
Works have been completed by Council staff on the widening of Ploughmans Lane sealed surface between Stirling Avenue and Cargo Road including extensions to the existing drainage culverts. Line marking has recently been completed.
Council’s contractor Semcon Australia also continued the reconstruction and widening of a 200m section of the road just north of the rail crossing. Bulk earthworks, retaining wall and drainage lines are now complete. Kerb and gutter is currently being installed and the road pavement is scheduled to be completed by the end of April. Works have been delayed primarily due to an unreliable supplier of the main pre cast units for the retaining wall but are expected to be completed in early April.
Southern Feeder Road
Hamcon Civil continued works on stage 1 of the Southern Feeder Road between Huntley Road and Anson Street with bulk earthworks almost complete and the pavement commencing in some sections. Kerb and gutter has been laid in Anson Street while the majority of service relocations have been completed in Forest Road.
Burrendong Way
Hamcon Civil have continued works on the next stage of the reconstruction and widening of Burrrendong Way. Reshaping, widening and stabilising of the existing formation have been completed at the northern end, with the new pavement now being constructed in this section. Council’s crews are continuing to extend the existing culverts, with only one left to complete near Beer Road.
Cadia Road
Council staff are undertaking road pavement widening works following initial preparation for the upgrading of 4km of road under the Federal Blackspot programming and contributions from Cadia Valley Operations.
Huntley Road
Works are under way on the construction of new pavement following excavation and tree clearing works by Council staff for the reopening of an entrance onto the back of Bloomfield Hospital from Huntley Road.
CONCRETE AND DRAINAGE
Concrete Works
Council’s staff and contractors have substantially completed the shared path connecting Anson Street to Warrendine Street across Rifle Range Creek. Further work will be undertaken on landscaping and a small retaining kerb in upcoming weeks.
Works were undertaken to widen the layback and repair kerb at the entrance to Emus Rugby Club off Woodward Road.
Drainage Works
Civic Centre Rain Garden
Council staff completed the construction of a rain garden in the car park adjacent to the HACC centre. The rain garden has been part funded by the old Catchment Management Authority (now Local Land Services) as a demonstration project for the on-site treatment of stormwater borne pollutants such as hydrocarbons, nitrogen, phosphorus, heavy metals and sediments. Interpretive signage will be installed in coming weeks.
East Orange Channel
Council’s contractor has made significant progress on this project with over 50m of concrete base slab being poured along with the installation of a number of pre-cast panels. However wet weather has again delayed this project. Completion of the base slab and pre-cast walls panels is expected within the next several weeks. The contractor is on track to finish this project by the end of April, weather permitting.
Drainage Maintenance
Staff undertook drainage maintenance activities Pinnacle Road, clearing table drains ahead of resealing works.
Footpath Rehabilitation
Footpath rehabilitation of asphalt paths were undertaken in Sale Street from Clinton to Hill Streets and outside retail premises at the corner of Clinton and Byng Streets in conjunction with a private works order.
Works were also undertaken replacing old asphalt footpaths with concrete in Nile Street by Council’s contractors.

Water Quality
Water samples are collected as a component of the Orange City Council’s Drinking Water Quality Monitoring Program which forms part of the NSW Health requirements. Samples are collected regularly and sent to a National Association of Testing Authorities (NATA) accredited laboratory for analysis. Samples analysed for February 2015 complied with the Australian Drinking Water Guidelines, 2011.
Water Consumption
Average daily water consumption during the week ending 19 March 2015 was 251 litres per person per day.

SUMA PARK DAM UPGRADE
Main Concrete Arch Dam
Eleven of the eighty precast concrete parapet panels have been installed commencing on the right abutment. All parapet wall anchors are installed. Manufacture of the pre cast panels is nearing completion
Works on the three large 23m deep permanent rock anchors has commenced. Drilling of the 460 x 5m deep rock anchors in the stilling basin has commenced.
Auxiliary Spillway
Detailed designs are being completed for the alternative concrete fusegate system.
Detailed excavation is being completed with the main slab (90m x20m) prepared. One reinforced concrete cut off trench has been constructed. Work has commenced on the second cut off trench and sand filter trench.
MAcquarie Pipeline
All construction works associated with the pipeline project are now complete. Final commissioning is underway which includes the handover to Council. Commissioning requires the river level to be above a set flow point. As the river has dropped below this set point, commissioning has been suspended. It is anticipated flows will rise above the set point during April allowing commissioning to be completed by May. The project will be delivered within budget.
CENOTAPH REFURBISHMENT
Work has commenced on the refurbishment of the cenotaph in Robertson Park. This work includes the retaining of the existing cenotaph, with the surrounding apron and steps to be replaced and finished with granite paving. Paving is expected to be completed by 2 April. Following the completion of the paving final fit out of electrical, audio, hand rails and tactiles can be completed. Soft landscaping has commenced. Statues are on track for installation on 21 April. The refurbishment is programmed for completion by 25 April 2015.
Airport EXPANSION Project
Works are nearing completion on the airport civil works. The new roadworks have been completed and were opened to traffic in late August 2014. Placement of runway pavement material is complete and runway sealing was completed in late January. Grass seeding has been completed across the site. The general aviation access road has been completed. The grass runway is currently closed and a displaced threshold remains in place for the main runway; reducing the runway length by 270m. Flight testing for the runway extension was completed in late February and runway line marking and lighting has commenced. The opening of the main runway was scheduled for late February, however negotiation between Council’s contractor and Civil Aviation Safety Association (CASA) has delayed the opening. Work on the apron expansion is progressing well and is expected to be complete in early April.

AIRPORT PASSENGER NUMBERS
Passenger numbers for February 2015 were 4,162 compared with 4,096 during the same month in 2014.
ENERGY USE
Energy Management Training
Orange City Council staff (15 attendees) who are responsible for managing assets took part in energy management training on 10 March conducted by the NSW Office of Environment and Heritage under the Energy Saver program. Council’s Environmental Sustainability Community Committee was instrumental in coordinating similar energy training for Orange businesses and an information session for the community. Council staff shall benefit from receiving up to date information on energy efficiency, plus a limited amount of follow-up consulting support for current areas of focus such as the air conditioning system at the Civic Centre.
