1 Introduction
1.1 Declaration of pecuniary interests, significant non-pecuniary interests and less than significant non-pecuniary interests
The provisions of Chapter 14 of the Local Government Act, 1993 (the Act) regulate the way in which Councillors and designated staff of Council conduct themselves to ensure that there is no conflict between their private interests and their public role.
The Act prescribes that where a member of Council (or a Committee of Council) has a direct or indirect financial (pecuniary) interest in a matter to be considered at a meeting of the Council (or Committee), that interest must be disclosed as soon as practicable after the start of the meeting and the reasons given for declaring such interest.
As members are aware, the provisions of the Local Government Act restrict any member who has declared a pecuniary interest in any matter from participating in the discussion or voting on that matter, and requires that member to vacate the Chamber.
Council’s Code of Conduct provides that if members have a non-pecuniary conflict of interest, the nature of the conflict must be disclosed. The Code of Conduct also provides for a number of ways in which a member may manage non pecuniary conflicts of interest.
Recommendation It is recommended that Committee Members now disclose any conflicts of interest in matters under consideration by the Infrastructure Policy Committee at this meeting. |

The Committee recommended the following parking and/or signage changes, to be funded from the signs budget:
· No Stopping signs at the corner of Breen Street and Wentworth Lane.
· Extension of existing one hour parking across 117 Sale Street.
In relation to Item 3.8 (March Street and Lords Place crash data), Council staff further note the 2 post blister installation crashes are both a result of Lords Place southbound vehicles not giving way to March Street vehicles. Council should further note there is a delay in getting this data from the Centre for Road Safety and Council staff are aware of another (staff member) crash in 2019.

Road Maintenance
Rural road grading has been undertaken at Neals Lane.
Crews completed road shoulder and table drain maintenance on Icely Road north of the Northern Distributor Road.
Road Construction
Cemetery internal roads
Council crews and contractors completed the construction of road and associated drainage extensions to open up new plots at the Orange Cemetery.

Road Rehabilitation
Forest Road at Spring Terrace
Council’s contractors completed and sealed works on the reconstruction and widening of this 800m section of Forest Road at Spring Terrace. Works included reconstruction and reconfiguration of the Spring Terrace Primary School car park immediately adjacent to the road carriageway.
Traffic Facilities
Roundabout at March Street and McLachlan Streets
Works were completed and the roundabout opened to traffic.

Roundabout at Hill Street, Northern Distributor Road and William Maker Drive
Council’s contractor has now placed a seal on the Hill Street portion of the roundabout. An asphalt overlay will complete this section and will be applied as soon as the sub-contractor’s resources become available to do so and weather permits. Work has commenced on tying into the Northern Distributor Road and has resulted in the implementation of right turn restrictions into and out of William Maker Drive.

Lords and Franklin intersection treatment
Works were completed to address safety concerns at the Lords Place and Franklin Road intersection. These works included the installation of kerb extensions to bring forward hold lines and improve sight distance and also the construction of a raised platform on Lords Place to reduce the speed of vehicles approaching the intersection. An asphalt surfacing was also placed on Lords Place and through the intersection.

Hill and March Street Intersection
Lighting improvements and the replacement of existing pedestrian facilities were undertaken at this existing roundabout to address safety concerns.
Concrete and Drainage
Footpath Construction
Footpaths were constructed on Forest Road and Frederica Street.
Footpath Rehabilitation
Footpath reconstruction was undertaken on Autumn Street.
Drainage Construction
An extension to drainage works undertaken earlier in the year was completed on Shiralee Road. The new line will act as a temporary system pending future trunk drainage augmentation as part of subdivision works.

Water Service Renewals
· 153 Lords Place 20mm water service renewal
Construction Works
· 5 Lily Pilly Place 25mm dual water connection and 20mm water connection.
· 10 Worboys Street new 20mm water connection.
Smart Water Meters
Council has commenced works on the smart water metering program with the installation of 252 water meters across the highest water users. Installation of the transmitter network is expected to commence at the end of July with the commissioning of the data base and customer portal to finalise soon after.
Icely Road Water Main Renewal
Works are nearing 50% completion on the Icely Road water main renewal. Works on Icely Road water main have been completed between Cox Avenue and Allenby Road. The project is expected to be completed in September.

The Decision Support Tool (DST) quarterly review was conducted for the fourth quarter of 2019/20. Continuing dry conditions require all available supplementary raw water sources to be operated.
Macquarie River Flows
The flows in the Macquarie River monitored downstream of Long Point (Station 421192) remained above the temporary flow rate trigger of 38 ML/d for the whole of the period of 20 May to 19 June 2020 and continuing. The minimum flow rate was 145 ML/day and the maximum flow rate occurred on 22 May at approximately 1,130 ML/day.

Demand Management
Residential water use
Average daily residential water consumption during the week ending 18 June 2020 was 135 litres per person per day. The target under Level 5 water restrictions is 160 litres per person per day. The graph below shows the average daily residential water consumption trends since March 2019.
Total water use
The average daily city-wide water consumption for the period 15 May to 17 June 2020 was 8.2 ML/day. As runoff into Molong Creek Dam continues, water supply from the Orange system to Molong has now been turned off.
DRINKING WATER QUALITY
Water samples are collected as a component of Orange City Council’s Drinking Water Quality Monitoring Program in accordance with NSW Health requirements. Samples are collected regularly and sent to a NSW Government National Association of Testing Authorities (NATA) accredited laboratory for analysis. Samples collected in May 2020 complied with the Australian Drinking Water Guidelines health targets.
SHIRALEE Creek SEWER
The Shiralee sewer reticulation has progressed a little slower over the last two weeks due to rain and deeper excavations. The work is currently 60% complete with the remaining 1,200m of pipework anticipated to be complete by late August 2020.
At present the project is within the Council’s budgeted funds and there have been no major incidents of note.

Southern Feeder Road CONSTRUCTION STAGE 2 (SFR2)
The Southern Feeder Road was opened to traffic on Saturday 13 June 2020. The contractor is currently completing minor items of work and rectifying defects that have been identified. The most significant item left to construct is the shaping of a drain from the major culverts under the SFR to the saleyards detention basin. This will occur once demountable buildings have been removed from the site.

SPRING CREEK TO ICELY ROAD WATER TREATMENT PLANT WATER SECURITY PIPELINE
The contractor is well underway with the laying of pipes for this project, having installed approximately 4km of the 6km between the Icely Road Water Treatment Plant and the Spring Creek Dam pump station.
As previously reported, the date for Practical Completion is 9 October 2020 with the main factor dictating this date being the procurement of pumps from overseas. During the design process however, it was determined that a pressure vessel was also required to control water hammer. This pressure vessel also had to be procured from overseas with an anticipated 10 week delivery period. Work currently being undertaken by the contractor includes an under-bore beneath the Mitchel Highway, a road crossing through Dairy Creek Road and continuation of the water main to the south along Calton Road.

whiteway lighting
Over recent weeks, lighting conduits have been installed on the northern side of Summer Street between Lords Place and Byng Street with some work extending around to side streets. The contractors are delaying the construction of the footings on the northern side of Summer Street to ensure they can be symmetrical with poles on the southern side.
All but four of the previously installed concrete footings along Anson Street have now had poles installed.

AIRPORT ENERGY USAGE
Energy used at the airport during May 2020 was 19,510.08 kWh at a cost to Council of $4,841.06.
aIRPORT PASSENGER NUMBERS
Passenger numbers for May 2020 were 229 compared with 7,620 in the same month in 2019.
