1       Introduction

1.1     Declaration of pecuniary interests, significant non-pecuniary interests and less than significant non-pecuniary interests

The provisions of Chapter 14 of the Local Government Act, 1993 (the Act) regulate the way in which Councillors and designated staff of Council conduct themselves to ensure that there is no conflict between their private interests and their public role.

The Act prescribes that where a member of Council (or a Committee of Council) has a direct or indirect financial (pecuniary) interest in a matter to be considered at a meeting of the Council (or Committee), that interest must be disclosed as soon as practicable after the start of the meeting and the reasons given for declaring such interest.

As members are aware, the provisions of the Local Government Act restrict any member who has declared a pecuniary interest in any matter from participating in the discussion or voting on that matter, and requires that member to vacate the Chamber.

Council’s Code of Conduct provides that if members have a non-pecuniary conflict of interest, the nature of the conflict must be disclosed. The Code of Conduct also provides for a number of ways in which a member may manage non pecuniary conflicts of interest.

Recommendation

It is recommended that Committee Members now disclose any conflicts of interest in matters under consideration by the Infrastructure Policy Committee at this meeting.

EXECUTIVE SUMMARY

The City of Orange Traffic Committee held a meeting on 8 October 2019 and the recommendations from that meeting are presented to the Infrastructure Policy Committee for adoption.

The recommendation in this report relates to the Delivery/Operational Plan strategy “9.1 Preserve - Construct and maintain a road network meets the community’s transport and infrastructure needs”.

The signage recommendations will be funded from the signs budget.

Recommendation

That Council resolves:

1        To acknowledge the reports presented to the City of Orange Traffic Committee at its meeting of 8 October 2019.

2        Recommendations 3.1 to 3.5 from the minutes of the City of Orange Traffic Committee meeting of 8 October 2019 being:

3.1     1   That Council not install speed bumps on William Maker Drive;

2   That Council requests Roads and Maritime Services to erect additional/repeater speed signs in William Maker Drive;

3.2     That ‘awareness’ line marking and/or remedial works be applied to the problem parallel parking locations as outlined in the attached report;

3.3     That Council installs Two Hour Parking and No Parking signs as per Annexure A and B of this report;

3.4     That Council approves the closure of Byng Street (McNamara to Lords) on 25 October 2019 between 11am and 11pm in accordance with the attached Conditions of Consent;

3.5     That Council installs restricted parking during business hours for the Mayor next to the bicycle rack at the rear entrance of the Civic Centre.

The purpose of this report is to update Council on construction and maintenance works which have been carried out since the last current works report to Council.

Road Maintenance

Pothole repairs and minor road patching works have continued throughout the month. 

Road Upgrading

Cargo Road

Street lighting poles have now been installed and confirmation of a supply outage is expected from Essential Energy to allow for the LED lanterns to be energised.

Council subdivision works at George Weily Place

The connecting roadway from George Weily Place received an initial seal.  Work on forming sound mounds and stormwater drainage structures continued.


 

Traffic Facilities

Roundabout at Hill Street and Matthews Avenue

Council staff commenced the roundabout project with the removal of the existing kerbs and pavement, the installation of new drainage and the forming and pouring of new kerb and gutter.

Tenders for the construction of this project were advertised.  The tender period will close on Tuesday 12 November with construction expected to commence early in the new year.

Footpath construction

Footpaths were constructed in:

·     Buckland Drive

·     William Maker Drive to Dimboola Way

·     Peisley Street.

Footpath replacements were undertaken in:

·     March Street – Woodward to Sampson Street

·     Churchill Avenue – Glenroi Avenue to Tobruk Crescent.

Private Works Orders

·    Installation of 2 x 20mm water services, a 40mm water service and a new hydrant at 47 – 49 Kite Street.

Construction Works

·    Works are currently underway on the water main renewal in Carroll Street. Works include the renewal of 340m of 100mm water main. These works are expected to be completed by the end of November.

·    Council’s works teams are currently relocating the water reticulation main around the Hill Street and Matthews Avenue roundabout. These works are expected to be completed at the start of November.

·    Council’s works teams have completed the relocation of the 200mm water main under the Southern Feeder Road. Works are planned for the renewal of the 300mm water main on Blowes Road.

WATER SUPPLY SECURITY

Water Storage Levels

The combined storage of Suma Park and Spring Creek Dams as at 18 October 2019 is 29.00%. Water storage trends for the combined storages since January 2017 are shown in the graph below.

The release of water from Spring Creek Dam to Suma Park Dam (via creek) began on Monday 30 September when the storage was at 66.67%. The release shall continue at a rate of approximately 50 ML/day until the storage drops to 35%.

A more detailed monthly summary of raw water transfers can be found on Council’s website at https://www.orange.nsw.gov.au/water/oranges-water-supply/.

The Decision Support Tool (DST) water year analysis for the period 1 July 2019 to 30 June 2020 has been completed. Continuing dry conditions require all available supplementary raw water sources to be operated.


 

Macquarie River Flows

The flows in the Macquarie River monitored downstream of Long Point (Station 421192) exceeded the flow rate trigger of 119 ML/d on 22 September then again on 25 September when transfer to Suma Park Dam occurred. The maximum flow rate in the period of 18 September to 22 October 2019 was 157 ML/day.

The chart below was sourced from the WaterNSW website with flows presented in megalitres per day (ML/d).

In May 2019 Water NSW confirmed the accuracy of the flows from the Macquarie River at long point gauging station 421192.  Following consultation with the reference group an application was made to remove the 10% buffer on pumping triggers in line with the conditions of consent. On the 30 September the NSW Dept. Planning Industry & Environment formally approved our request and from that day forward our new pumping trigger is 108ML/day.

 

Demand Management

Water Restrictions

Level 5 water restrictions were introduced on Sunday 6 October 2019.

A Demand Management Team has been established which will have the prime purpose of developing and implementing water conservation strategies across the city. The approach is organisational wide and the team consists of water management, communications, customer service, parks and gardens and building facilities staff. Both residential and non-residential strategies are being developed and implemented by this team.

It is proposed to hold two Public Water Forums on Monday 4 November 2019 and Thursday 7 November 2019.

Residential water use

Average daily residential water consumption during the week ending 17 October 2019 was 133 litres per person per day. The target under Level 5 water restrictions is 160 litres per person per day. The graph below shows the average daily residential water consumption trends since July 2018.

The current water restrictions allow for garden watering between 6 and 7 pm on Sundays. This is clearly indicated in the graph below with a typical week day consumption for October 2019 compared to consumption during Sunday 20 October 2019.

Non-residential water use

Planning is underway to hold a Business Water Forum in November.

It is proposed to issue letters to high water use businesses in the near future outlining the requirement under Level 5 water restrictions for businesses to complete a Water Savings Action Plan. Council staff have contacted some high water use businesses and initialised conversations about reducing water use on their sites.

Total water use

The average daily city-wide water consumption (all users) for the period between 13 September and 17 October 2019 was 8.96 ML/day.

Council facility water audits

Council staff are undertaking remediation works identified in previous water audits on Council facilities.

Leak Detection

Council is currently undertaking a leak detection program across the city which also includes Lucknow and Spring Hill. The program has inspected approximately 75% of the network to date. The Leak Detection program has found 81 leaks on the Council network and a further 59 possible private leaks. Letters have been provided to customers who have private leaks. Council staff have closed out 77% of Council’s leaks.

DRINKING WATER QUALITY

Water samples are collected as a component of Orange City Council’s Drinking Water Quality Monitoring Program in accordance with NSW Health requirements. Samples are collected regularly and sent to a NSW Government National Association of Testing Authorities (NATA) accredited laboratory for analysis. Samples collected in September 2019 complied with the Australian Drinking Water Guidelines.

SHIRALEE SEWER

Tenders were advertised on Thursday 24 October for the construction of the proposed Shiralee Sewer.  The new work extends the sewer infrastructure from Endeavour Park to the proposed Southern Feeder Road alignment (Park Road) largely following Shiralee Creek.  Council has executed an infrastructure licence with Transport for NSW (TfNSW) to facilitate a rail underbore on Orange to Parkes railway line and agreement has been reached with the two landholders affected by the alignment (separate report to be considered by Council).  It is anticipated that physical works will commence early in the new calendar year. 

Southern Feeder Road CONSTRUCTION STAGE 2 (SFR2)

Piling for the eastern bridge abutments was completed on Wednesday 4 September. At present, the backfilling of abutments is taking place which involves the construction of a reinforced earth wall (RSW) incorporating steel straps back into the compacted soil.

The lower pavement layers of Edward Street and the SFR east of the bridge have been placed in preparation for the final asphalt surface.  Kerb and gutter is currently being placed on these areas.

Concrete scour protection work on the large box culvert under the SFR.

Work is continuing at the Huntley Road, Elsham Avenue and McNeilly Avenue tie-ins.  Works are expected to be completed within the first half of the new calendar year.

Southern feeder road Stage 3 (SFR3)

A request for tender was advertised on Tuesday 17 September 2019.  The current closing date for tenders is 29 October 2019.  It is anticipated that a report on the tender proposals will be put to Council on 19 November 2019 for consideration. As the successful contractor will have to provide quality, environmental and WHS management plans for the project following their engagement, mobilisation is expected to occur next year.

AstiLl Drive Pound

The construction of the new pound on Astill Drive is progressing with all internal storm water in place.  Excavation work for the stormwater and concrete slab exposed significant naturally occurring asbestos (NOA).  Given early risk assessments identified the possibility of NOA the contractor has been taking appropriate safety precautions including the use of Council’s decontamination unit.

To minimise the impacts of the extra NOA encountered, it is intended to raise the floor level slightly. The impacts of the NOA are only expected to delay the project for approximately one week.


 

AIRPORT PASSENGER NUMBERS

Passenger numbers for September 2019 were 7545 compared with 6726 in the same month in 2018.

Energy used at the airport during September 2019 was 22,655.44 kWh at a cost to Council of $6,314.06.
