1       Introduction

1.1     Declaration of pecuniary interests, significant non-pecuniary interests and less than significant non-pecuniary interests

The provisions of Chapter 14 of the Local Government Act, 1993 (the Act) regulate the way in which Councillors and designated staff of Council conduct themselves to ensure that there is no conflict between their private interests and their public role.

The Act prescribes that where a member of Council (or a Committee of Council) has a direct or indirect financial (pecuniary) interest in a matter to be considered at a meeting of the Council (or Committee), that interest must be disclosed as soon as practicable after the start of the meeting and the reasons given for declaring such interest.

As members are aware, the provisions of the Local Government Act restrict any member who has declared a pecuniary interest in any matter from participating in the discussion or voting on that matter, and requires that member to vacate the Chamber.

Council’s Code of Conduct provides that if members have a non-pecuniary conflict of interest, the nature of the conflict must be disclosed. The Code of Conduct also provides for a number of ways in which a member may manage non pecuniary conflicts of interest.

Recommendation

It is recommended that Committee Members now disclose any conflicts of interest in matters under consideration by the Environmental Sustainability Policy Committee at this meeting.

EXECUTIVE Summary

Parks, Trees and Waterways Community Committee met on 21 August 2019 and the recommendation from that meeting are provided to the Environmental Sustainability Community Committee for adoption.

Recommendation

1        That Council acknowledge the reports presented to the Parks, Trees and Waterways Community Committee at its meeting held on 21 August 2019.

2        That Council resolve recommendations 3.1 and 4.1 and note 4.2 from the minutes of the Parks, Trees and Waterways Community Committee meeting of 21 August 2019.

          3.1     Resignation of Matthew Chisholm

                   1        That the Parks, Trees and Waterways Community Committee accept the resignation of Matthew Chisholm.

          4.1     Parks, Trees and Waterways Community Committee Action Plan

                   1        That the Parks, Trees and Waterways Community Committee Action Plan be reviewed and priorities determined.

          4.2     City Entrance Sign Concept

                   1       That the Committee does not support the current design.

                            (Whilst the Parks, Trees and Waterways Committee acknowledge the uniqueness of the design, the Community Committee does not support the current design, as there are varying opinions on the colour and busyness of the concept and purpose of the sign ie “Welcome to Orange”, in a location at the intersection of the Mitchell Highway and Northern Distributor Road.)

 

                   2       That the Parks, Trees and Waterways Community Committee acknowledged that the style of sign produced could be used at locations such as the Visitor Information Centre.

3        That the remainder of the minutes of the Parks, Trees and Waterways Community Committee at its meeting held on 21 August 2019 be adopted.

4        That a Workshop be held with Councillors to review the design concept and provide feedback to staff.

Consideration has been given to the recommendation’s impact on Council’s service delivery; image and reputation; political; environmental; health and safety; employees; stakeholders and project management; and no further implications or risks have been identified.

 

DIRECTORS COMMENT

The concept designed for consideration by the committee reflects a desire to reflect the key elements of Orange. This concept is attached on pages 17-27 of the agenda. Key elements of the design and its features are:

The second page explains the design and pages 3, 4 and 5 provides visuals of how it could look when applied to various materials; stone, HDU timber etc. a summary being:

·    Maple leaf symbolising the signature season of Orange, Autumn

·    Illustration acknowledging aboriginal history and culture and Orange being situated within traditional lands of the Wiradjuri Nation

·    Top hat Represents Banjo Patterson or Mr Monopoly

·    Snow flake image symbolises our cold climate and snow falls

·    Apple image represents our fruit and agricultural industries

·    Mt Canobolas, Old Man Canobolas and Young Man Canobolas outline which can be viewed from most parts of Orange

·    Image of grapes and vines which represents wine production and viticulture industry

·    Image of gold representing Cadia and gold production

·    Image of water symbolises Lake Canobolas
