EXECUTIVE Summary
Reference is made to Item 2.3 - DA 448/2018(1) – proposed Domestic Violence Facility at proposed Lot 204 in the subdivision of 20 George Weily Place and Lot 125 The Escort Way, Orange.
As part of the exhibition period for the Domestic Violence Facility, a number of submissions raised concerns around a perceived conflict of interest in that Council is both the land owner and the consent authority.
While separation barriers exist between Council roles in consent and land ownership, a further step has been taken to address issues raised.
Council sought an independent peer review of Council’s assessment of DA 448/2018(1) for the Domestic Violence Facility to assist Council with its deliberations on this matter.
The peer review was undertaken by Keylan Consulting Pty Ltd. A copy of the report prepared by Keylan Consulting in relation to this matter is attached for Council’s information.
