The provisions of Chapter 14 of the Local Government Act, 1993 (the Act) regulate the way in which Councillors and designated staff of Council conduct themselves to ensure that there is no conflict between their private interests and their public role.
The Act prescribes that where a member of Council (or a Committee of Council) has a direct or indirect financial (pecuniary) interest in a matter to be considered at a meeting of the Council (or Committee), that interest must be disclosed as soon as practicable after the start of the meeting and the reasons given for declaring such interest.
As members are aware, the provisions of the Local Government Act restrict any member who has declared a pecuniary interest in any matter from participating in the discussion or voting on that matter, and requires that member to vacate the Chamber.
Council’s Code of Conduct provides that if members have a non-pecuniary conflict of interest, the nature of the conflict must be disclosed. The Code of Conduct also provides for a number of ways in which a member may manage non pecuniary conflicts of interest.
Recommendation It is recommended that Committee Members now disclose any conflicts of interest in matters under consideration by the Services Policy Committee at this meeting. |

Research Librarian Trudi Mayfield gave a presentation on the Stories of the World War I in Orange. In particular she highlighted the role played by servicemen from Orange in the Battle of Bullecourt. Orange sustained its biggest single loss of life during the First World War in this battle (19) with 11 deaths occurring on the opening day. http://www.centenaryww1orange.com.au/events/second-battle-of-bullecourt/
Cr Kidd thanked Trudi for her work on the project and congratulated her on the recognition achieved at the 2017 Heritage Awards. |

RECOMMENDATION Ms E Griffin/Cr R Kidd That the Action Plan for the World War I Centenary Community Committee be reviewed and updated. |
Cr Kidd complimented Council Staff involved in developing the local component of the Spirit of Anzac Exhibition and it was agreed that a letter of congratulations be sent.
The Committee agreed that it was rewarding to see recognition given to John Patrick Hamilton VC in the form of his statue.

The next meeting of the Committtee will be held on 18 July 2017 at 4.00pm.

The decline in interest by the print and electronic media is in line with the hiatus in reporting on the Centenary nationally and it is anticipated that as we move towards the 100 years since the signing of the Armistice in November 2018 that interest will again rise. |
