1       Introduction

1.1     Declaration of pecuniary interests, significant non-pecuniary interests and less than significant non-pecuniary interests

The provisions of Chapter 14 of the Local Government Act, 1993 (the Act) regulate the way in which Councillors and designated staff of Council conduct themselves to ensure that there is no conflict between their private interests and their public role.

The Act prescribes that where a member of Council (or a Committee of Council) has a direct or indirect financial (pecuniary) interest in a matter to be considered at a meeting of the Council (or Committee), that interest must be disclosed as soon as practicable after the start of the meeting and the reasons given for declaring such interest.

As members are aware, the provisions of the Local Government Act restrict any member who has declared a pecuniary interest in any matter from participating in the discussion or voting on that matter, and requires that member to vacate the Chamber.

Council’s Code of Conduct provides that if members have a non-pecuniary conflict of interest, the nature of the conflict must be disclosed. The Code of Conduct also provides for a number of ways in which a member may manage non pecuniary conflicts of interest.

Recommendation

It is recommended that Committee Members now disclose any conflicts of interest in matters under consideration by the Services Policy Committee at this meeting.

The Committee noted the roads maintenance works conducted by Council and thanked Council for those works. The Committee requested that:

·      Options for Clifton Grove signage be issued for comment and feedback

·      That the curtilage of the roads be graded following significant rain events as wash from the road surface caused damage

·      That following the grading of Billabong Road curtilage that the rocks left adjacent to the road be removed as the verge is unable to be mowed

4.1     Resignation of Chairperson

Mr Peter Reid informed the Commmittee by writing that he wished to resign from the position of Chairperson.

Mr Scott Maunder declared the Chairperson position vacant and called for nominations.

Mr Peter West was nominated for the position of Chairperson and declined the nomination.

Mr Rob Nevins was nominated for the position of Chairperson and accepted the nomination.

The Funding Application for National Reconciliation Week 2017 has been submitted.

The Committee request that Orange City Council contribute $450 to the National NAIDOC School Initiatives. Annette Uata voiced her objection to this request.

4.1     Task List - NAIDOC Week Celebrations 2017

-          Jessica Dowell advised of preparations with the art gallery to showcase Orange NAIDOC Week utilising easels to display pieces.

-          Annette Uata will send out letters to all school encouraging the use of the gallery.

-          Corey Mclean provided an update with preparations regarding NAIROC 2017.

-          Corey will send out entry forms for schools next week.

-          Corey noted voting for the 2017 NAIROC emblem/logo to be determined, during National NAIDOC Week.

-          Collette Vincent noted the OLALC will not be covering the cost of the School awards.

-          Gerald noted that the Orange NAIDOC Week Committee does not have the capacity to approach high profile artist costing upwards of $10k - $50k.

-          Collette Vincent to follow up with Lynda Bowtell regarding road closures for the 2017 Orange NAIDOC march.

-          Mary Croaker provided an update on individuals assisting with the NAIDOC Week Girls’ Night Out, including Mary Croaker, Corin Langlo, and Daphne Monaghan.

-          Gerald Power, to follow up with Sharon Sutherland to provide an update on the NAIDOC Week Sunday Church Service.

-          Gerald noted all organisers need to attend the upcoming NAIDOC Community Committee meetings to provide information on their respective events.

-          Annette Uata to follow up on NAIDOC street banners for the march.

-          Annette Uata suggested a disability league tag day to occur in place of the sports day, and noted the day would receive support from Dubbo’s Break Thru Disability service.  A Sub Committee would be formed to assist in the planning of the event.

-          Centre Care Bathurst – Wambigi Aboriginal Service, to provide an expression of interest to host or plan an event during Orange NAIDOC Week Celebrations.

-          Orange NAIDOC Week Community Committee to seek support with the Glenroi school community and Designing Futures Program to assist in the NAIROC event.

-          Corey McLean advised the committee of some changes to the program for this year’s NAIROC event, updates to be provided.

-          Gerald to follow up with Sharon Sutherland regarding CareWest’s Wednesday event from last year.

-          Jordon Moore is requested to provide an update on the Elders Lunch.

-          Gerald requested the Orange community provide the Orange NAIDOC Week Committee with information about all NAIDOC events occurring during the Orange NAIDOC Week, 11 November to 18 November 2017.

-          Gerald noted conflicting events occurring on the NAIDOC Elders Lunch day, open discussion followed.

-          Lynda Bowtell requested to provide a draft of the Orange NAIDOC Week program.

-          Gerald to follow up with the Golf Day organisers.

-          Katrina Hausia requested to provide an update on the NAIDOC Youth Disco.

-          OLALC confirmed their intended contribution to NAIDOC 2017 by hosting the Orange NAIDOC Week Awards Night this year, with the assistance of Birrang Enterprise Development Co Ltd.

-          Open discussion regarding last year’s nominations submissions and criteria for awards.

-          Collette advised of a closing date for entries submitted to be 1 November 2017 – two  weeks prior to the event.

-          Orange NAIDOC Week awards to be judged by an identified and transparent judging panel.

-          Jason French suggested the addition of criteria noting the expectation of entries to meet the dead line.

-          Collette advised the NAIDOC Committee nomination forms will be sent next week.

-          Collette noted that each category would like to see between five and ten nominations entered.

3.1     Report by Canobolas Local Area Command

·         There has been a reduction in property crime with all statistaical graphs showing a reduction against business targets, including Break and Enter, and Steal from Motor Vehicle.

·         The Canobolas Proactive Property Investigation Team (CPPIT) has been active and seen effective positive results.

·         Property crime continues to be a focus, along with domestic violence.

·         A New Leaf has been implemented as a crime prevention program to focus on young people lighting fires in bins, etc.

·         The statistics for robbery offences are on target after a dramatic reduction following a spike in 2016.

·         There has been a reduction in alcohol related violence - non domestic, with domestic violence related offences trending downward.

3.2     Liquor Accord Update

The Liquor Accord Annual General Meeting was held December 2016. Bill Kelly was elected to remain as chairperson, Cameron Provost as Vice Chair, and Orange Ex-Services Club will fill the role of secretariat.

Very few restaurants are currently memebers of the Liquor Accord, an increase in their  membership will remain the focus of Licensing Officer.

The success of the drink/drive campaign Plan B and the use of taxi vouchers is dependent upon the availability of taxis and the length of time people are required to wait, often leaving after 15 minutes. Council and the Canobolas Local Area Command will liaise with the Orange Taxi Co-operative to consider the availability of taxis at high demand times. The availability of taxis at the rank at the Hotel Orange will also be discussed.

3.1     Centenary of World War I Blog and Wiki Update

Research Librarian Trudi Mayfield gave a presentation on the Stories of the World War I in Orange. In particular she highlighted the role played by servicemen from Orange in the Battle of Bullecourt. Orange sustained its biggest single loss of life during the First World War in this battle (19) with 11 deaths occurring on the opening day.

Cr Kidd thanked Trudi for her work on the project and congratulated her on the recognition achieved at the 2017 Heritage Awards.

The Committee agreed that it was rewarding to see recognition given to John Patrick Hamilton VC in the form of his statue.
