3.1 September MERGE Holiday Activity Program
The provisions of Chapter 14 of the Local Government Act, 1993 (the Act) regulate the way in which Councillors and designated staff of Council conduct themselves to ensure that there is no conflict between their private interests and their public role.
The Act prescribes that where a member of Council (or a Committee of Council) has a direct or indirect financial (pecuniary) interest in a matter to be considered at a meeting of the Council (or Committee), that interest must be disclosed as soon as practicable after the start of the meeting and the reasons given for declaring such interest.
As members are aware, the provisions of the Local Government Act restrict any member who has declared a pecuniary interest in any matter from participating in the discussion or voting on that matter, and requires that member to vacate the Chamber.
Council’s Code of Conduct provides that if members have a non-pecuniary conflict of interest, the nature of the conflict must be disclosed. The Code of Conduct also provides for a number of ways in which a member may manage non pecuniary conflicts of interest.
Recommendation It is recommended that Committee Members now disclose any conflicts of interest in matters under consideration by the Services Policy Committee at this meeting. |

The Recreation Planner briefed the Committee on Council’s work towards creating an Active Travel Plan. The first step in the planning process will be community consultation to discover what the community needs. EXECUTIVE Summary
The September Merge Holiday Activity Program was conducted from the Orange PCYC from 21 to 25 September 2015 and a one day Comic Book Workshop on 30 September. The program was offered free of charge and proved successful in engaging targeted children and young people in sporting and recreational activities/excursions during the school holiday period.

SUPPORTING INFORMATION
The Merge Holiday Activity Program is currently funded by Newcrest Cadia Valley Mining Operations and MulticultualNSW.
The September 2015 program was based at the Orange PCYC and was conducted over five days, during the first week of the school holiday period and a one day special Comic Book Workshop on the Wednesday of the second week.
During the first week both primary and secondary students were enrolled into a Cal Bruton five day basketball camp, a specially coordinated FACS program. Cal Bruton is an NBL Hall of Famer, and played top level basketball for both America and Australia. A flow-on effect from participating in the basketball camp, was the integration of two full teams of primary and five individual secondary Merge participants into existing teams competing in the Summer Basketball Competition. The program provided valuable life skills, in the facilitation basketball workshops, and a trip to Orange Ten Pin Bowl, Flip Out and the Cinema. Each participants of the Camp received a basketball and T-Shirt to utilise throughout the camp, and a trophy at the conclusion.
In the first week there were a total of 50 children participating. This number consisted of 31 males and 19 females. 37 were Aboriginal, 10 were non-Aboriginal and 3 were Sudanese.
During the second week, Orange Library hosted a special one day Comic Book Workshop. Participants discussed happy experiences and people in their lives and then put them into comic strips. There was a total of 21 young people, consisting of 14 males and 7 females; of whom 15 were Aboriginal, 2 were non-Aboriginal and 4 were Sudanese.
As part of the ongoing support for young people in the Merge program, Family and Community Services, Orange United Sports Club and Orange City Council registered three Aboriginal Football teams into the NSW Koori Knockout that consisted of Merge Young people. Aged groups were 12, 15 and 17 years. The 12 and 15 years were knocked out in the first round. The 17 years age group made it through to round three before they were knocked out.
As part of a partnership between Family and Community Services, Orange City Council and Orange United Sports Club, the participants will be supported into the main stream football competition for 2016. Likewise, Merge will enter two basketball teams into the 2015 summer competition.
The program was facilitated by Council’s Community Development staff in partnership with personnel from NSW Police including the Aboriginal Liaison Officer, NSW Family and Community Services, Care West, Uniting Care Burnside Youth Hope, and the Benevolent Society.
The Merge Holiday Activity Program is well recognised within the Aboriginal Community as an early intervention model addressing the needs of targeted young people and those at risk. The program is a proven strategy in breaking down cultural barriers, reducing racism and promoting cultural awareness. The program was a popular nominee at the recent NAIDOC Awards evening.
