1.1 Apologies and Leave of Absence
The provisions of Chapter 14 of the Local Government Act, 1993 (the Act) regulate the way in which Councillors and designated staff of Council conduct themselves to ensure that there is no conflict between their private interests and their public role.
The Act prescribes that where a member of Council (or a Committee of Council) has a direct or indirect financial (pecuniary) interest in a matter to be considered at a meeting of the Council (or Committee), that interest must be disclosed as soon as practicable after the start of the meeting and the reasons given for declaring such interest.
As members are aware, the provisions of the Local Government Act restrict any member who has declared a pecuniary interest in any matter from participating in the discussion or voting on that matter, and requires that member to vacate the Chamber.
Council’s Code of Conduct provides that if members have a non-pecuniary conflict of interest, the nature of the conflict must be disclosed. The Code of Conduct also provides for a number of ways in which a member may manage non pecuniary conflicts of interest.
Recommendation It is recommended that Committee Members now disclose any conflicts of interest in matters under consideration by the Infrastructure Policy Committee at this meeting.

The City of Orange Traffic Committee met on 9 December 2014 and the recommendations from that meeting are presented to the Infrastructure Policy Committee for adoption.

Financial Implications
The signage for the recommended parking changes is estimated to cost $360.00 and will be funded from the current budget.

ROADWORKS
Road Maintenance
Patching works were undertaken across the city road network including:
· Phoenix Mine Road
· Millthorpe Road
· Huntley Road

Road Rehabilitation
Stabilisation and sealing works were undertaken on:
· Yarawini Drive
· Forbes Road
· Pinnacle Road
· Turner Crescent
Asphalt overlays
Council’s contractors laid asphalt surfacing in:
· Kite Street between Sampson and Woodward Streets
· Wiare Circuit at Coronation Drive
Road Construction
Ploughmans Lane
Works have commenced by Council staff on the widening of Ploughmans Lane sealed surface between Stirling Avenue and Cargo Road including extensions to the existing drainage culverts.
Council’s contractor also commenced the reconstruction and widening of a 200m section of the road just north of the rail crossing. Ploughmans Lane will remain closed at the rail crossing during this construction period which is expected to conclude late February, weather permitting.
Southern Feeder Road
Works commenced on stage 1 of the Southern Feeder Road between Huntley Road and Anson Street with clearing and preliminary earthworks well underway.
CONCRETE AND DRAINAGE
Concrete Works
The following concrete works were undertaken
· Botanic Gardens slab construction
· Autumn Street footpath rehabilitation
· Airport concrete footpath
· International Gardens footpath construction
· Kerb and gutter maintenance and repair in Sampson Street north of Summer Street.
Drainage Works
Drainage construction and maintenance works were undertaken across the city including:
· Burrendong Way Culvert Extensions
· Cleaning of table drain in Spring Street
· Ploughmans Lane box culvert (set up)
· East Orange channel widening and concrete lining.
Footpath Maintenance
· Moulder Street
· Sale Street footpath
· Edward/Moulder Street pram ramp
· Diamond Drive
· Icely Road/Wakeford Street pram ramp
Footpath Rehabilitation
Works have commenced on the rehabilitation of footpaths around the city in the following locations:
· Autumn Street – Replace deteriorated asphalt path with 1.2m wide concrete path
· Anson Street, south of Kite Street – Overlay existing full width asphalt path
· Kite Street, Anson Street to Sale Street - Overlay existing full width asphalt path
· Sale Street, Summer Street to Kite Street - Overlay existing full width asphalt path.
Further asphalt works are expected to recommence in mid-February on footpaths in Summer and Byng Streets.

Water Quality
Water samples are collected as a component of the Orange City Council’s Drinking Water Quality Monitoring Program which forms part of the NSW Health requirements. Samples are collected regularly and sent to a National Association of Testing Authorities (NATA) accredited laboratory for analysis. Samples analysed for November and December 2014 complied with the Australian Drinking Water Guidelines, 2011.
Water Consumption
Daily water consumption during the week ending 15 January 2015 was 190 litres per person per day.
SUMA PARK DAM UPGRADE
Preliminary works including access tracks to the left and right hand abutments now completed. The existing saddle dam has been removed and a temporary coffer dam constructed in its place. Excavation is underway on the left hand abutment of the wall for a concrete thrust block.
A decision has been made to proceed with the fusegate system for the auxiliary spillway which will increase the reliability in the event of their activation and minimise impacts. The auxiliary spillway has been excavated to foundation level in preparation for a concrete base slab. Drilling of the dam wall using a remote drill rig has begun; this is to provide anchor points for the precast panels when installed.
A precast yard has now been established off Clergate Road, the contractor is currently constructing parapet panels at the rate of two panels per day.
MAcquarie Pipeline
All construction works associated with the pipeline project are now complete. Testing and preliminary commissioning is complete and the two week uninterrupted trial is programmed to commence on 27 January 2015. This project will be delivered within budget.
CENOTAPH REFURBISHMENT
Work will commence on the refurbishment of the cenotaph in Robertson Park on 27 January 2015. This work includes the retaining of the existing cenotaph, with the surrounding apron and steps to be replaced and finished with granite paving. The refurbishment is programmed for completion by 25 April 2015.
Airport EXPANSION Project
Work continues to progress on the airport civil works. The new roadworks have been completed and were opened to traffic in late August. Placement of runway pavement material is complete and runway sealing was completed in late January. The application of liquid roads and final line marking will be completed by late February. Grass seeding has been completed across the site. The general aviation access road has been completed. The grass runway is currently closed and a displaced threshold remains in place for the main runway; reducing the runway length by 270m. Work on the apron expansion commenced in late January and is expected to take several months to complete. Installation of the runway lighting is underway and will be completed by late February.

AIRPORT PASSENGER NUMBERS
Passenger numbers for November 2014 were 4,539 compared with 5,107 during the same month in 2013. There were 3,474 passengers in December 2014 compared with 3,827 during the same month the previous year.
ENERGY USE
The following information is sourced from E21, Council’s energy software.
Council has also been notified that its application under the Building Resilience to Climate Change Grant Scheme to place solar panels on the Aquatic Centre roof was unsuccessful.
The second tranche of solar panels on the Depot roof is also nearing completion.

Cr Gander has suggested that Council investigate holding an air show at Orange Airport possibly in early 2016 to highlight the work undertaken in the recent upgrade as well as generate aviation activity at the airport.
This type of event takes considerable organisation and funding. There is also the need for specialist consultation. Initial discussions have been held with a representative of the Orange Aero Club to ascertain their views on staging such an event at Orange.
This report seeks Council endorsement to further investigate the air show with further reports to be submitted to Council as details are confirmed.

Due to the construction of the new Museum/Visitors Centre the long vehicle parking in Byng Street is no longer available for vehicles with caravans or campervans. This report identifies a potential new site for these vehicles in Peisley Street.

SUPPORTING INFORMATION
The construction of the new Museum/Visitors Centre has commenced. The long vehicle parking which was used by people with caravans visiting the Visitor Information Centre has been lost due to the construction fence and the entry/exit for trucks to the site.
It is suggested a new long vehicle zone be established on the west side of Peisley Street south of March Street for the duration of the construction. This area of the street generally has little utilisation for parking so there should be minimal impact in this regard.
This suggestion has been communicated to members of the City of Orange Traffic Committee and all are in agreement.
