1       Introduction

1.1     Declaration of pecuniary interests, significant non-pecuniary interests and less than significant non-pecuniary interests

The provisions of Chapter 14 of the Local Government Act, 1993 (the Act) regulate the way in which Councillors and designated staff of Council conduct themselves to ensure that there is no conflict between their private interests and their public role.

The Act prescribes that where a member of Council (or a Committee of Council) has a direct or indirect financial (pecuniary) interest in a matter to be considered at a meeting of the Council (or Committee), that interest must be disclosed as soon as practicable after the start of the meeting and the reasons given for declaring such interest.

As members are aware, the provisions of the Local Government Act restrict any member who has declared a pecuniary interest in any matter from participating in the discussion or voting on that matter, and requires that member to vacate the Chamber.

Council’s Code of Conduct provides that if members have a non-pecuniary conflict of interest, the nature of the conflict must be disclosed. The Code of Conduct also provides for a number of ways in which a member may manage non pecuniary conflicts of interest.

Recommendation

It is recommended that Committee Members now disclose any conflicts of interest in matters under consideration by the Infrastructure Policy Committee at this meeting.

EXECUTIVE Summary

The purpose of this report is to update Council on construction and maintenance works which have been carried out since the last current works report to Council.

The recommendation in this report relates to the Delivery/Operational Plan strategy “9.1 Preserve - Construct and maintain a road network meets the community’s transport and infrastructure needs”.

Road Maintenance

Routine maintenance activities were undertaken across the City.

Road Upgrading

Shiralee Road upgrading

Asphalt surfacing has now been laid on the roadway.  Line marking will follow.

Road Rehabilitation

Council‘s contractor has undertaken the rehabilitation and sealing of Gorman Road. Line marking of the centre line was undertaken but will need to be revisited by the contractor after quality issues were identified by Council staff.


 

Road Resealing

Road resealing works were undertaken in:

·     Leeds Parade

·     Icely Road

·     Edward Street

·     Sieben Drive

Traffic Facilities

Roundabout at March Street and McLachlan Street

Council staff continued to undertake the relocation of water mains and installation of new stormwater infrastructure at the intersection.

Roundabout at Hill Street, Northern Distributor Road and William Maker Drive

Contractors began work on the realigned Hill Street leg of the roundabout construction.  Works included preparation of the site, tree clearing, stripping and stockpiling of topsoil, removal of soft and unsuitable materials and formation and compaction of the new road alignment.

Carpark Expansion at Airport

Council crews began work on expansion of carpark facilities at the Orange Airport.


 

Concrete and Drainage

Works began on the reconstruction of concrete footpath in Byng Street between Sampson and Clinton Streets.  Work was also undertaken to reconstruct a 180m section of footpath in the reserve between McLachlan Street and Spring Street that was badly damaged when fire appliances responded to a grass fire in early January this year.

Linemarking

Contract line marking crews have made multiple visits to Orange when favourable weather has been forecast to undertake works on roads and in car parking areas.

Construction Works

·    March and McLachlan Street roundabout – new 375mm and 150mm water mains completed Friday 21 February 2020.

·    Margaret Street bore – to be used for non-potable water for construction purposes. A standpipe will be located in front of Works Depot.

o Water and Sewer construction team to lay 350m of 100mm diameter pipe

o Install two additional tanks at Showground.

o Equip bore.

o Supply spare transfer pump.

o Work to commence 24 February 2020 and should take two weeks to complete.

The Decision Support Tool (DST) quarterly review was conducted for the third quarter of 2019/20. Continuing dry conditions require all available supplementary raw water sources to be operated.


 

Macquarie River Flows

Council applied for authorisation under the Water Supply (Critical Needs) Act 2019 to temporarily run the Macquarie River Pipeline at a reduced river flow rate of 38 ML/day. A conditional approval was granted by the NSW Minister for Water, Property and Housing, and became effective 14 January 2020.

The flows in the Macquarie River monitored downstream of Long Point (Station 421192) exceeded the flow rate trigger of 38 ML/d on 27 and 28 January 2020, and again on 12 February 2020 and continues through to the time of writing this report (19 February). The maximum flow rate for the latter period was greater than 6,500 ML/day.

Demand Management

Water Restrictions

Level 5 water restrictions were introduced on Sunday 6 October 2019.

The Demand Management Team continues to deliver a very successful water conservation program across Orange. Both residential and non-residential strategies are being implemented by this team.

Residential water use

Average daily residential water consumption during the week ending 20 February 2020 was 120 litres per person per day. The target under Level 5 water restrictions is 160 litres per person per day. The graph below shows the average daily residential water consumption trends since November 2018.

Non-residential water use

Council staff have completed water audits on 35 of the 88 largest water users in the non-residential sector.

As required under Level 5 Water Restrictions, these businesses will then need to complete Water Savings Action Plans outlining strategies that they will be implementing in order to reduce water use.

Total water use

The average daily city-wide water consumption (all users) for the period between 17 January 2020 and 14 February 2020 was 7.8 ML/day.

DRINKING WATER QUALITY

Water samples are collected as a component of Orange City Council’s Drinking Water Quality Monitoring Program in accordance with NSW Health requirements. Samples are collected regularly and sent to a NSW Government National Association of Testing Authorities (NATA) accredited laboratory for analysis. Samples collected in January 2020 complied with the Australian Drinking Water Guidelines health targets. A sample collected 20 January 2020 was below the aesthetic guideline limit pH range of 6.5 to 8.5 pH units with a recorded reading of 6.4 pH units. Follow-up sampling at this location was within the guideline range, and all other locations sampled on 20 January were also within range.  

SHIRALEE Creek SEWER

On Monday 17 February contractors, EL Civil Engineering Pty Ltd, commenced work on the Shiralee Creek sewer project. Work commenced with the under-bore of the Orange to Broken Hill railway line which has experienced some delays due to the discovery of an unidentified power conduit.  Works are programmed to be completed by 31 June 2020.

Southern Feeder Road CONSTRUCTION STAGE 2 (SFR2)

Bridge planks were placed over the railway line on 20 February utilising a 300t crane.  A photo of one of the girder lift is shown below.

In mid-March it is anticipated that traffic will be directed through the works along Edward Street then back to the Blowes Road, Elsham Avenue intersection to allow a cul-de-sac to be constructed on the northern leg of Elsham Avenue.

This project has experienced a number of issues due to unsuitable ground conditions which have caused delays.   It is now anticipated that all work will be completed by mid-year.

SPRING CREEK TO ICELY ROAD WATER TREATMENT PLANT WATER SECURITY PIPELINE

Council is in the process of finalising the funding deed for this project with the Department of Planning, Industry and Environment (DPIE).  As part of the funding deed a business case with milestones acceptable to the DPIE is required.  This business case is anticipated being completed in the week beginning 24 February.

Other works on the project to date include:

·     Land negotiations (in progress)

·     Geotechnical investigation (complete)

·     Specification development and tender (complete)

·     REF (nearing completion)

·     Identification of services (complete).

Spring Creek to Icely Road Water Pipeline - Site Map

Based on progress to date it is anticipated that a contract for construction will be entered into by early March with all works being completed by 30 June 2020.

AstiLl Drive Pound

The shed frame was erected early in the New Year and quickly followed by the roof installation. The contractor has recently been working on the retaining walls and slabs at the rear of the building and has now commenced preparation for the building wall cladding. Kennels are currently being installed.

Passenger numbers for January 2020 were 4,815 compared with 4,218 in the same month in 2019.
