1       Introduction

1.1     Declaration of pecuniary interests, significant non-pecuniary interests and less than significant non-pecuniary interests

The provisions of Chapter 14 of the Local Government Act, 1993 (the Act) regulate the way in which Councillors and designated staff of Council conduct themselves to ensure that there is no conflict between their private interests and their public role.

The Act prescribes that where a member of Council (or a Committee of Council) has a direct or indirect financial (pecuniary) interest in a matter to be considered at a meeting of the Council (or Committee), that interest must be disclosed as soon as practicable after the start of the meeting and the reasons given for declaring such interest.

As members are aware, the provisions of the Local Government Act restrict any member who has declared a pecuniary interest in any matter from participating in the discussion or voting on that matter, and requires that member to vacate the Chamber.

Council’s Code of Conduct provides that if members have a non-pecuniary conflict of interest, the nature of the conflict must be disclosed. The Code of Conduct also provides for a number of ways in which a member may manage non pecuniary conflicts of interest.

Recommendation

It is recommended that Committee Members now disclose any conflicts of interest in matters under consideration by the Employment and Economic Development Policy Committee at this meeting.

The Sister Cities Community Committee met on 15 March 2017 but did not have a quorum. A record of the meeting is presented to the Employment and Economic Development Policy Committee for information.

As there was not a quorum, the members present decided to discuss the agenda items and refer the following record of the meeting for recommendation at the next Sister Cities Community Committee meeting scheduled for 14 May 2017.

That the minutes of the meetings of the Sister Cities Community Commitee held on 10 February 2016, 11 May 2016 and 10 August 2017 (copies of which were circulated to all members), are hereby confirmed as a true and accurate record of the proceedings of the Sister Cities Community Committee held on 10 February 2016,  11 May 2016 and 10 August 2017 (noting these meetings did not have a quorum).

3.1     Update on Ushiku

The meeting received a verbal report that a recent exchange visit between Ushiku and Canobolas High School was successful in terms of building new relatinship and renewing long-lasting bonds of frieidship.

The meeting received a verbal report that Orange Anglican Grammar School had been advised by Okuno Primary School in Ushiku that they would support a proposed exchange visit with OAGS students.

3.2     Update on Timaru

3.3     Update on Mt Hagen

TRIM Reference:        2017/452

Mr Jeff Hort told the meeting that the proposal to bring two tranees to Australia was finally underway. Mr Hort introduced the two trainees, Paul Foki and Michael Elpeno, who attended the meeting. The meeting heard the trainees would work at Hort Engineering and attend TAFE during their three month stay in Orange, with the aim of achieving an Australian accreditted certificate in welding. Mr Hort told the meeting he was confident about the long-term impact of the trainee program both for the two individuals and the broader Mt Hagen community. Cr Gryllis said he would arrange for the two trainees to attend and speak to a Council Meeting during their visit, possibly at a meeting in May.

The meeting also received a verbal report that planning was underway for two Orange City Council Planning staff to visit Mt Hagen to assist with the review of a long-term planning document.
