1.1 Apologies and Leave of Absence
The provisions of Chapter 14 of the Local Government Act, 1993 (the Act) regulate the way in which Councillors and designated staff of Council conduct themselves to ensure that there is no conflict between their private interests and their public role.
The Act prescribes that where a member of Council (or a Committee of Council) has a direct or indirect financial (pecuniary) interest in a matter to be considered at a meeting of the Council (or Committee), that interest must be disclosed as soon as practicable after the start of the meeting and the reasons given for declaring such interest.
As members are aware, the provisions of the Local Government Act restrict any member who has declared a pecuniary interest in any matter from participating in the discussion or voting on that matter, and requires that member to vacate the Chamber.
Council’s Code of Conduct provides that if members have a non-pecuniary conflict of interest, the nature of the conflict must be disclosed. The Code of Conduct also provides for a number of ways in which a member may manage non pecuniary conflicts of interest.
Recommendation It is recommended that Committee Members now disclose any conflicts of interest in matters under consideration by the Infrastructure Policy Committee at this meeting.

EXECUTIVE Summary
This year’s National Local Roads and Transport Congress will be held in Ballarat on 17-19 November 2015. Traditionally, the Chairperson of the Infrastructure Policy Committee and relevant staff have attended the conference. Last year, Cr Kidd and Cr Duffy attended the conference.

ROADWORKS
Road maintenance crews have been undertaking road patching works extensively across the City after consistent rain, snow and ice.
Rural road grading was undertaken at:
· Lone Pine Avenue
· Louie Lane
· Bargwanna Road
· Buttle Road
Road Construction
Southern Feeder Road
Hamcon Civil continued works on stage 1 of the Southern Feeder Road between Huntley Road and Anson Street. Works status is:
· All kerbs are now in apart from the Sharp Road intersection
· Pavement is complete although some will need to be re-worked when weather permits and prior to sealing
· Lighting at the new intersection alignment on Forest Road has been switched on
· Remaining seal and asphalt to be laid when weather permits
· Traffic signals in ground infrastructure is well advanced
· Old Huntley Road alignment pavement removed and landscape mounds built.
Burrendong Way
Line marking has now been installed. Guard rail installation is imminent.
Huntley Road/Bloomfield entrance
A primer seal has been applied to the new and reworked pavement down to Bloomfield Road. Asphalt will be laid at the newly constructed hospital entrance when weather permits.
CONCRETE AND DRAINAGE
Drainage Works
East Orange Channel
Further concrete was poured in the base of the channel on this project with untimely wet weather again delaying completion.
Ophir Road
Council crews continued undertaking work to rectify scour problems alongside residential properties in the vicinity of Girrahween Place.
Footpath Rehabilitation
Council crews undertook works to remove substantial damage to footpaths from tree roots in Lords Place from Moulder Street to Kite Street and replace hot mix asphalt.

Water Quality
Water samples are collected as a component of the Orange City Council’s Drinking Water Quality Monitoring Program which forms part of the NSW Health requirements. Samples are collected regularly and sent to a National Association of Testing Authorities (NATA) accredited laboratory for analysis. Samples analysed for June 2015 complied with the Australian Drinking Water Guidelines, 2011.
Representatives from the Bathurst Public Health Unit attended a presentation day on 16 July as part of their review of Council’s Drinking Water Management System. The day included a tour of the water filtration plant and presentations from a number of water treatment and reticulation staff. Very positive feedback was received, with minor suggestions to be included in the continuous improvement of the system.
Water Consumption
Average daily water consumption during the week ending 16 July 2015 was 168 litres per person per day. Stormwater harvesting in the Ploughman’s Creek system is underway in accordance with licence conditions.

SHIRALEE URban release area
The Shiralee Urban Release Area includes the design and construction of water and sewer infrastructure to service development of the area. This includes water mains, gravity sewer mains, rising sewer mains and two sewerage pump stations.
JOSA Constructions were awarded the contract and commenced work on 7 April 2015. JOSA have experienced some delays due to rock and weather and have completed approximately 80% of the pipe laying and 80% of one of the sewerage pump stations. Work over the next few weeks will be on the second sewerage pump station and pipeline crossing of Forest Road.
JOSA are expected to complete all works by September 2015.
SUMA PARK DAM UPGRADE
Works at Suma Park Dam are approaching 50% complete.
Main Concrete Arch Dam
The insitu concrete walls that tie the installed precast wall units into the existing rock either side of the main dam wall are being completed this week.
Recent weather events have resulted in the upstream dams of Gosling and Spring Creek overflowing which in turn increases the inflow into Suma such that significant future rain events may result in quick jumps to the supply level in Suma with a potential overtopping of the spillway within a one month period, similar to that which occurred in 2010.
The contractor is endeavouring to complete all concrete works below the spillway as early as possible to avoid the works being inundated. The 10 x 27m deep permanent rock anchors are being installed into the reinforced concrete anchored toe block in the stilling basin at the base of the dam. The 436 x 5m deep anchors are 90% complete with concrete slab works to follow with an anticipated completion date at the end of August.
Work is continuing on the downstream discharge valve pit with initial designs received for the temporary water supply and off take tower works. Discussion is being undertaken between Council operators and the contractors to ensure a safe water supply to the Icely Road filter during an extended shutdown for the construction works.
Works are currently being scheduled for the off take tower refurbishment and raising of the spillway which will be the final major work item undertaken.
Auxiliary Spillway
Final designs of the alternate auxiliary spillway fusegate system have been received and are being endorsed. The footing to the left abutment wall is complete. The main concrete sill works are currently being constructed. The fusegate construction is due for completion in late October.
Program
Currently the project is running to budget and quality with an anticipated completion date for the majority of works in late December and a carry over of final detailed works into early 2016.
MAcquarie Pipeline
All works associated with the construction of the Macquarie Pipeline project has been completed. This project is now in the commissioning and testing phase, which is subject to river flows and expected to be completed by September 2015 subject to river flows.
AIRPORT PASSENGER NUMBERS
Passenger numbers for June 2015 were 4,016 compared with 3,884 during the same month in 2014. Passenger numbers for the year 2014-2015 were 48,836 compared with 52,732 during the 2013-14 year.
Airport EXPANSION Project
All major works on the airport expansion project have been completed. The new terminal building was opened late last year. The main runway extension was opened to air traffic on 23 April and the extension of the grass runway was also opened to traffic on 6 May 2015. The apron expansion was opened on 1 July 2015. Some minor drainage and fencing works will be carried out in the next month to complete the project.
