1       Introduction

1.1     Declaration of pecuniary interests, significant non-pecuniary interests and less than significant non-pecuniary interests

The provisions of Chapter 14 of the Local Government Act, 1993 (the Act) regulate the way in which Councillors and designated staff of Council conduct themselves to ensure that there is no conflict between their private interests and their public role.

The Act prescribes that where a member of Council (or a Committee of Council) has a direct or indirect financial (pecuniary) interest in a matter to be considered at a meeting of the Council (or Committee), that interest must be disclosed as soon as practicable after the start of the meeting and the reasons given for declaring such interest.

As members are aware, the provisions of the Local Government Act restrict any member who has declared a pecuniary interest in any matter from participating in the discussion or voting on that matter, and requires that member to vacate the Chamber.

Council’s Code of Conduct provides that if members have a non-pecuniary conflict of interest, the nature of the conflict must be disclosed. The Code of Conduct also provides for a number of ways in which a member may manage non pecuniary conflicts of interest.

Recommendation

It is recommended that Committee Members now disclose any conflicts of interest in matters under consideration by the Environmental Sustainability Policy Committee at this meeting.

EXECUTIVE Summary

The Environmental Sustainability Community Committee met on 17 March 2017 and the recommendations from that meeting are presented to the Environmental Sustainability Policy Committee for adoption.

The recommendation in this report relates to the Delivery/Operational Plan strategy “12.1 Our Environment – Ensure the Plans of Management for the City’s natural resource assets are current and reviewed”.

Recommendation

That the recommendations made by the Environmental Sustainability Community Committee at its meeting held on 17 March 2017 be adopted.

Consideration has been given to the recommendation’s impact on Council’s service delivery; image and reputation; political; environmental; health and safety; employees; stakeholders and project management; and no further implications or risks have been identified.

SUPPORTING INFORMATION

The Committee discussed the problem of English Ivy and recommended community education, discussions with relevant stakeholders to consider actions and investigation of grant funding to address the issue.

The Committee also considered a report on energy management to reduce embedded operational cost and recommended a case study be undertaken on the Senior Citizens Centre.

Matter Arising

It was noted that the Container Deposit Scheme had been delayed and would not come into effect until 1 December 2017.

 

3       Presentations

3.1     Central Tablelands Local Land Service NRM Community Advisory Group

That Andrew Kennedy provide a report on the meeting of the Central Tablelands Local Land Service NRM Community Advisory Group to members prior to the next Environmental Sustainability Community Committee meeting.

 

 

4       General Reports

4.1     English Ivy

TRIM Reference:        2017/356

Robert Alford informed the Committee that there would be another working bee to eradicate English Ivy held on 8 April with an information booth to educate people on the problem.

Council is applying for grant funding of $20,000 from the Public Reserves Management Fund to include the eradication of ivy and is also committed to some work on Pinnacle Road.

1               That action be taken to educate the wider community about the problems of English Ivy and other non-native plants that are dumped and or transported to roadsides and park lands.

2               That discussion be held between Orange City Council, Cabonne Council and other relevant stakeholders to consider action to address the issues of ivy on roadsides and conservation areas.

3               That investigation be undertaken to find funding or grants from both state and federal government sources to address the above actions.

4               That Council support ongoing community work to address the problems.

4.2     Energy Management to Reduce Embedded Operational Cost

Robert Alford spoke to the Committee about issues with Council buildings in relation to poor power factor and the problems that can be associated with solar power installation and operation.

1               That a case study on the Senior Citizens Centre be compiled and made available through Council’s energy webpage with the assistance of the media team

2               That a report be provided to the next Environmental Sustainability Community Committee meeting providing an update on energy initiatives including consideration of power factor correction as described in the report on Energy Management to Reduce Embedded Operational Cost.
