2.1 Minutes of the City of Orange Traffic Committee - 17 November 2015
The provisions of Chapter 14 of the Local Government Act, 1993 (the Act) regulate the way in which Councillors and designated staff of Council conduct themselves to ensure that there is no conflict between their private interests and their public role.
The Act prescribes that where a member of Council (or a Committee of Council) has a direct or indirect financial (pecuniary) interest in a matter to be considered at a meeting of the Council (or Committee), that interest must be disclosed as soon as practicable after the start of the meeting and the reasons given for declaring such interest.
As members are aware, the provisions of the Local Government Act restrict any member who has declared a pecuniary interest in any matter from participating in the discussion or voting on that matter, and requires that member to vacate the Chamber.
Council’s Code of Conduct provides that if members have a non-pecuniary conflict of interest, the nature of the conflict must be disclosed. The Code of Conduct also provides for a number of ways in which a member may manage non pecuniary conflicts of interest.
Recommendation It is recommended that Committee Members now disclose any conflicts of interest in matters under consideration by the Infrastructure Policy Committee at this meeting. |

The City of Orange Traffic Committee met on 17 November 2015 and the recommendations from that meeting are presented to the Infrastructure Policy Committee for adoption.

3.2 Signage and line marking at the intersection of Cameron Place and Cameron Place - $1,000 to be funded from the current budget.
3.4 New signage on the western side of Edward Street between Churchill Avenue and McNeilly Avenue to change parking from one hour to unrestricted - $200 to be funded from the current budget.

The purpose of this report is to update Council on construction and maintenance works which have been carried out since the last Current Works report to Council.

ROADWORKS
Maintenance
Road maintenance activities were carried out across the City including:

· Sieben Drive
· Escort Way
· Pinnacle Road
· Forest Road

Heavy patching and road shoulder works
Heavy patching work and shoulder maintenance was carried out on Forest Road at Hiney Road and Forest Road at Orchard Road by Council staff.
Crews also attended to road shoulder and table drain maintenance on Clergate Road.
Road Rehabilitation
Council crews and contractors have undertaken road stabilisation and sealing works in:
· Hill Street - southern end
· Sunny South Crescent
· Maxwell Avenue
· Sundew Circuit
· Sampson Street
· Mathoura Avenue
· Ash Street – asphalt surface to be applied
Upcoming pavement work and asphalt sealing works prior to Christmas include:
· Byng Street – Clinton to Sampson Streets
· Hill Street – Benview Avenue to Matthews Avenue
Northern Distributor Road
The asphalt reconstruction of pavements between Leeds Parade and Astill Drive commenced but experienced delays due to persistent rain. Work on the pavement in this section should be completed by the week ending Friday 20 November.
It is expected that the next section to be addressed will be between Burrendong Way and Hill Street and is likely to be undertaken in late January. Council is seeking quotes for this work and these timeframes are based upon initial discussions with the asphalt industry which generally has a shutdown over Christmas and into mid-January.
CONCRETE AND DRAINAGE
Drainage Works
Table drain maintenance was undertaken on behalf of Roads and Maritime Services on the Escort Way.
Other drain clearing and general maintenance was undertaken in:
· Sale Street
· March Street
· Byng Street
· Baker Street
Drainage improvements were undertaken in Heatherbrae Parade to help prevent blockages during storm events and blue stone kerb repairs were undertaken in Lords Place to address drainage and safety issues.
Bicycle Facilities
Bicycle stabling facilities were installed outside businesses at the following locations as part of the implementation of the Cycling Towns Program:

· Warrendine Street
· Prince Street
· Nile Street
· Clinton Street
New Path Construction
Council staff and contractors completed the new 2.5m wide shared path through Matthews Park in cooperation with the Model Rail Society as a further part of the implementation of the Cycling Towns Program. Contractors will also begin works on the new shared paths to be installed in Nelson Park in early December. Work in Nelson Park will include concrete paths, boardwalks and a pedestrian/bicycle bridge.
Footpath Rehabilitation
Hotmix footpath repairs and re-sheeting will be carried out by Council’s contractors on Byng Street between Anson and Sale Streets following the current stage of works on the Northern Distributor Road.
Badly deteriorated paths on Huntley Road near the new entrance to Bloomfield were reconstructed in concrete by Council crews.
The replacement of damaged asphalt footpaths with concrete will also be undertaken in Sale Street between Kite and Moulder Streets prior to Christmas.
Other Works
Crews prepared and poured slabs for new seating to be installed in Cook Park.

Water Consumption
Average daily water consumption during the week ending 12 November 2015 was 182 litres per person per day.
Water Quality
Water samples are collected as a component of the Orange City Council’s Drinking Water Quality Monitoring Program which forms part of the NSW Health requirements. Samples are collected regularly and sent to a National Association of Testing Authorities (NATA) accredited laboratory for analysis. Samples analysed for October 2015 complied with the Australian Drinking Water Guidelines, 2011.

SUMA PARK DAM UPGRADE

Auxiliary Spillway
The main concrete frame of the auxiliary spillway is complete and can be viewed from Bulgas Road. Construction of the precast concrete fusegates has commenced. The smaller fusegates are being constructed off site with the large fusegates constructed in situ. It is anticipated that the fusegates will be installed prior to Christmas.
Outlet Tower and Downstream Discharge Valve Pit
The temporary water diversion line is now supplying the pump station allowing the existing tower to be taken off line. Demolition of the existing walkways has been completed and a gantry crane is being installed on top of the tower to permit its internal refurbishment.
The existing downstream water line will be capped off to enable construction of the new discharge pit and associated pipework.
It is anticipated that the main physical works will be constructed prior to Christmas permitting the outlet tower to again supply water to the pump station. The automation of the tower will be completed in the new year.
Main Concrete Arch Dam
The existing spillway crest is being prepared for the 1m raising. 70% of the wall anchors are complete. For safety reasons the crest cannot be completed prior to the auxiliary spillway being operational.
It is anticipated that the spillway raising will occur early in the new year.
NEW EMERGENCY HELICOPTER HANGAR
The contract for construction of the new emergency helicopter hangar has been awarded to Hines Constructions, Bathurst, subject to finalisation of the Lease agreements with Toll.

CENTRAL TABLELANDS REGIONAL WATER SECURITY PROJECT – Orange To Carcoar Pipeline
Orange City Council is continuing the development of the Central Tablelands Regional Water Security Project. This project is funded under the Restart NSW Water Security for Regions Program to improve water access and security in the areas serviced by Orange City Council and Central Tablelands Water.
The pipeline comprises a 57km potable water pipeline from Orange to Carcoar via Spring Hill, Millthorpe and Blayney including pump stations for bi-directional water transfers.
Current investigations include consultation with key stakeholders including landowners, Roads and Maritime Services, John Holland Rail, APA (high pressure gas), Telstra, Blayney Council and Central Tablelands Water. Investigations also include survey of the proposed alignment, service locations and completion of the geological walkover investigation.
Works over the next few weeks will include ongoing hydraulic modelling, continuation of the Environmental Assessments, tender preparation for the geotechnical investigation and report (test holes).
Cabonne Council has also received funding for a 16km pipeline from Orange to Molong Creek Dam and a 49km pipeline from Molong to Cumnock and Yeoval. Orange City Council is assisting Cabonne Council with investigation and design of these pipelines.
Both projects are proposed to be completed by 2018.
