2.1 Minutes of the City of Orange Traffic Committee - 13 October 2015
The provisions of Chapter 14 of the Local Government Act, 1993 (the Act) regulate the way in which Councillors and designated staff of Council conduct themselves to ensure that there is no conflict between their private interests and their public role.
The Act prescribes that where a member of Council (or a Committee of Council) has a direct or indirect financial (pecuniary) interest in a matter to be considered at a meeting of the Council (or Committee), that interest must be disclosed as soon as practicable after the start of the meeting and the reasons given for declaring such interest.
As members are aware, the provisions of the Local Government Act restrict any member who has declared a pecuniary interest in any matter from participating in the discussion or voting on that matter, and requires that member to vacate the Chamber.
Council’s Code of Conduct provides that if members have a non-pecuniary conflict of interest, the nature of the conflict must be disclosed. The Code of Conduct also provides for a number of ways in which a member may manage non pecuniary conflicts of interest.
Recommendation It is recommended that Committee Members now disclose any conflicts of interest in matters under consideration by the Infrastructure Policy Committee at this meeting. |

The City of Orange Traffic Committee met on 13 October 2015 and the recommendations from that meeting are presented to the Infrastructure Policy Committee for adoption.

Supporting information
The meeting of the City of Orange Traffic Committee was attended by representatives from Council and Roads and Maritime Services with the other two Committee members not in attendance. The meeting proceeded and afterwards the minutes were forwarded to the other members of the Committee. Both the Police and the representative of the Legislative Assembly for the Seat of Orange endorsed the minutes, thus complying with Roads and Maritime Services guidelines for the conduct of the City of Orange Traffic Committee meeting.

EXECUTIVE Summary
The purpose of this report is to update Council on construction and maintenance works which have been carried out since the last Current Works report to Council.

ROADWORKS
Maintenance
Road Maintenance activities have been undertaken across the City including;
· Unsealed road grading
· Whiley Road repairs
· Forest Road shoulder grading
· Turner Crescent patching
Road Rehabilitation
Works began on this year’s rehabilitation program in Hill Street near Seville Street.
Council crews and contractors also undertook the restoration and reshaping of the road approaches to the Spring Hill level crossing undertaken by John Holland Rail. This work was fully funded by John Holland.
CONCRETE AND DRAINAGE
Drainage Works
Improvements to drainage infrastructure were undertaken in Baker Street at Spring Hill.
Works were also undertaken in Huntley Road to drain the shared pathway south of the new entrance to Bloomfield.
Sharp Road
Council crews poured kerb and gutter to close off Sharp Road at Forest Road following the opening of the Southern Feeder Road.
Footpath Rehabilitation
Council staff have undertaken footpath repair works in the following areas:

· Hill Street
· March Street
· Moulder Street
· McLachlan street
· Woodward Street
New Footpath Construction
Council staff and contractors have begun replacing footpaths in Matthews Park with new 2.5m wide shared pathways under the Transport for NSW, Cycling Towns program.
Also under the Cycling Towns program, Council staff have begun to install bike racks at various locations including alongside businesses who responded favourably to an expression of interest by Council staff. Seating and signage has also been installed along the shared path through Moulder Park and International Gardens.

Water Quality
Water samples are collected as a component of the Orange City Council’s Drinking Water Quality Monitoring Program which forms part of the NSW Health requirements. Samples are collected regularly and sent to a National Association of Testing Authorities (NATA) accredited laboratory for analysis. Samples analysed for September 2015 complied with the Australian Drinking Water Guidelines, 2011.
Water Consumption
Average daily water consumption during the week ending 15 October 2015 was 227 litres per person per day. Stormwater harvesting in the Ploughmans Creek system has commenced in accordance with licence conditions.

SUMA PARK DAM UPGRADE
Works at Suma Park Dam are 60% complete. The project is running to budget and quality with an anticipated completion date in early 2016.
Main Concrete Arch Dam, Off Take Tower and Downstream Discharge Valve Pit
Concrete works within the stilling basin are complete. The anchored toe block will be stress loaded next week.
The working platform is installed on the spillway to facilitate the 1m spillway raising and concrete cutting and anchor installation is under way.
Work on the off-take tower has commenced, however water quality issues are being experienced with the temporary water diversion line. The temporary water diversion line issues need to be rectified prior to further works on the tower and downstream discharge valve pit.
Auxiliary Spillway
The left, right and central divider walls have been constructed and the main base slabs completed. Construction of the precast fusegates has commenced.
CENTRAL TABLELANDS REGIONAL WATER SECURITY PROJECT – Orange To Carcoar Pipeline
Orange City Council is continuing investigation and design for the Central Tablelands Regional Water Security Project. This project is funded under the Restart NSW Water Security for Regions Program to improve water access and security in the areas serviced by Orange City Council and Central Tablelands Water.
The pipeline comprises a 57km potable water pipeline from Orange to Carcoar via Spring Hill, Millthorpe and Blayney including pump stations for bi-directional water transfers.
Current investigations include consultation with key stakeholders including landowners, Roads and Maritime Services, John Holland Rail, APA (high pressure gas), Telstra, Blayney Council and Central Tablelands Water. Investigations also include survey of the proposed alignment, service locations and commencement of geological walkover investigation.
Works over the next few weeks will include the completion of the geological walkover investigation, commencement of the Environmental Assessment, continuing the preliminary hydraulic modelling and tender preparation for the geotechnical investigation and report (test holes).
Cabonne Council has also received funding for a 16km pipeline from Orange to Molong Creek Dam and a 49km pipeline from Molong to Cumnock and Yeoval. Orange City Council is assisting Cabonne Council with investigation and design of this pipeline.
Both projects are proposed to be completed by 2018.

Passenger numbers for September 2015 were 4,224 compared with 4,234 during the same month in 2014.
