1.1 Apologies and Leave of Absence
The provisions of Chapter 14 of the Local Government Act, 1993 (the Act) regulate the way in which Councillors and designated staff of Council conduct themselves to ensure that there is no conflict between their private interests and their public role.
The Act prescribes that where a member of Council (or a Committee of Council) has a direct or indirect financial (pecuniary) interest in a matter to be considered at a meeting of the Council (or Committee), that interest must be disclosed as soon as practicable after the start of the meeting and the reasons given for declaring such interest.
As members are aware, the provisions of the Local Government Act restrict any member who has declared a pecuniary interest in any matter from participating in the discussion or voting on that matter, and requires that member to vacate the Chamber.
Council’s Code of Conduct provides that if members have a non-pecuniary conflict of interest, the nature of the conflict must be disclosed. The Code of Conduct also provides for a number of ways in which a member may manage non pecuniary conflicts of interest.
Recommendation It is recommended that Committee Members now disclose any conflicts of interest in matters under consideration by the Infrastructure Policy Committee at this meeting. |

SUPPORTING INFORMATION
The Committee considered a report on traffic issues in Ploughmans Lane. In dealing with this item, it was noted that there were future plans for footpaths in this area and it was considered appropriate to include a pedestrian refuge in Stirling Avenue at the intersection of Ploughmans Lane as an addition to this project. The Committee therefore recommended that the installation of a median/pedestrian refuge at the intersection of Stirling Avenue and Ploughmans Lane be considered in the 2016/17 Delivery/Operational Plan in conjunction with any footpath construction planned for that location.

4 DISCUSSION ITEMS
Vehicle Access Airside Policy
The Commercial and Emergency Services Manager advised the Committee the Policy had been adopted by Council, however the procedures were delayed due to a legal opinion being sought. The policy and procedures will be distributed as soon as possible.
Airport Land Tenure
The report from James Price was being completed and had been delayed due to consultation.
Industrial Site
The amended plans for the industrial site were tabled.
Possibility of Future Air Park
A question was raised in regard to the future possibility of an air park attached to the airport. At this stage the land adjacent to the airport was to be considered for an industrial and business park. There are no current plans for an air park.
Consideration of Security Parking
Mr Nash raised the issue of security parking indicating he had someone interested in establishing such a facility. Council had applied for funding for a security car park in the current State Government grant funding, however this had been withdrawn from all applications.
Air Show
John Pullen gave an update on the air show and advised it had been moved to May 2017. Contact was trying to be made with Paul Bennett Air Shows to ascertain availability. Arrangements were also being made to discuss the event with Mojo Promotions and in particular the landside activities.
Additional Hardstand for Aircraft
Council had applied for funds in the State Government grants submission to seal the general aviation parking area. This would also allow for cables to be installed for tie down.
Vehicle Access Road Completion in GA Area
There are still a number of outstanding issues to be dealt with to complete the airport expansion project. A meeting is to be held with the project team this week to establish a completion program.

ROADWORKS
Road Maintenance activities have been undertaken across the City including;
· Unsealed road grading
· Pinnacle Road table drains
· The Northern Distributor Road – general patching
· Forest Road – repair of heaves near Springside School
· Ophir Road – patching
Crews undertook the reshaping of the cul-de-sac and table drains in Yackerboon Place to help alleviate minor flooding issues experienced by nearby residents.
Road Construction
Southern Feeder Road
The Southern Feeder Road was opened to traffic on the 15 September. A bank of streetlights is still to be switched on by Essential Energy. Council crews are proceeding with the closure of Sharp Road.
The Central Western Daily, in an article on 18 September 2015, suggested the delay in lighting was a “bureaucratic oversight” however this was incorrect. An informed decision was made that the length of road was safe to be opened with the lighting available at that time.
CONCRETE AND DRAINAGE
Drainage Works
East Orange Channel – Summer Street East to Byng Street
Works have consisted of backfilling the walls in place and carrying out tidy up work.

Water Quality
Water samples are collected as a component of the Orange City Council’s Drinking Water Quality Monitoring Program which forms part of the NSW Health requirements. Samples are collected regularly and sent to a National Association of Testing Authorities (NATA) accredited laboratory for analysis. Samples analysed for August 2015 complied with the Australian Drinking Water Guidelines, 2011.
Water Consumption
Average daily water consumption during the week ending 17 September 2015 was 181 litres per person per day. Stormwater harvesting in the Ploughmans Creek system has commenced in accordance with licence conditions.

SEWER REHABILITATION PROGRAM
Council is currently calling for tenders for the Sewer Rehabilitation Program 2015/16. This program is focused on the renewal of the sewer gravity mains across Orange. These mains have been assessed to be poor condition.
WATER MAIN RENEWAL PROGRAM
Council is in the final stages of design for the water main renewal program. This year’s program is focused on the replacement of the Nile Street water main.
Ploughmans Valley North Orange Dual Water
The final stages of commissioning are underway for the Ploughmans Valley North Orange Project. This project is to supply up to 4,500 properties with non-potable water which will supplement the town water supply for non-potable use. The system is expected to have commissioning completed next month.
SHIRALEE URban release area
The Shiralee Urban Release Area includes the design and construction of water and sewer infrastructure to service development of the area. This includes water mains, gravity sewer mains, rising sewer mains and two sewerage pump stations.
JOSA Constructions were awarded the contract and commenced work on 7 April 2015.
They are currently expected to complete all works during October 2015.
SUMA PARK DAM UPGRADE
Works at Suma Park Dam are 60% complete.
Main Concrete Arch Dam
Concrete works within the stilling basin are complete. The anchored toe block with permanent rock anchors is ready for stress loading.
The working platform has been constructed to the upstream side of the spillway to facilitate the 1m spillway raising and the downstream working platform will be constructed over the next week. Work is continuing on the downstream discharge valve pit where further naturally occurring asbestos (NOA) has been encountered. Work on the off-take tower is due to commence next week.
Auxiliary Spillway
The left and right walls have been constructed and the main slabs are in place. Construction of the precast fusegates will commence in the next two weeks.
Program
Currently the project is running to budget and quality with an anticipated completion date in early 2016.
CENTRAL TABLELANDS REGIONAL WATER SECURITY PROJECT – Orange To Carcoar Pipeline
Orange City Council has commenced investigation and design for the Central Tablelands Regional Water Security Project. This Project is funded under the Restart NSW Water Security for Regions Program to improve water access and security in the areas serviced by Orange City Council and Central Tablelands Water.
The pipeline comprises a 57km potable water pipeline from Orange to Carcoar via Spring Hill, Millthorpe and Blayney including pump stations for bi-directional water transfers.
This project will deliver an improved secure yield to the customers of Central Tablelands Water catering for future growth. Orange will gain access to emergency water in the case of catastrophic system failure such as fire at the water filtration plant and also be able to secure water quantity and quality to the Airport, Spring Hill and Lucknow.
Current investigations include survey of the proposed alignment, commencement of geological investigation and invitation for quotations for the Environmental Assessment.
Works over the next few weeks will include geological investigation, awarding and commencement of the Environmental Assessment and preliminary hydraulic modelling.
Cabonne Council has also received funding for a 16km pipeline from Orange to Molong Creek Dam and a 49km pipeline from Molong to Cumnock and Yeoval. Orange City Council is assisting Cabonne Council with investigation and design of this pipeline.
Both projects are proposed to be completed by 2018.

Council at its meeting held on 1 September 2015 adopted the minutes of the City of Orange Traffic Committee dated 11 August 2015 and in doing so acknowledged the proposed reduction in speed from 100kph to 80kph on the Mitchell Highway from east of the Northern Distributor Road to the City limits. This report seeks Council’s approval to formally endorse this reduction.
