1.1 Apologies and Leave of Absence
The provisions of Chapter 14 of the Local Government Act, 1993 (the Act) regulate the way in which Councillors and designated staff of Council conduct themselves to ensure that there is no conflict between their private interests and their public role.
The Act prescribes that where a member of Council (or a Committee of Council) has a direct or indirect financial (pecuniary) interest in a matter to be considered at a meeting of the Council (or Committee), that interest must be disclosed as soon as practicable after the start of the meeting and the reasons given for declaring such interest.
As members are aware, the provisions of the Local Government Act restrict any member who has declared a pecuniary interest in any matter from participating in the discussion or voting on that matter, and requires that member to vacate the Chamber.
Council’s Code of Conduct provides that if members have a non-pecuniary conflict of interest, the nature of the conflict must be disclosed. The Code of Conduct also provides for a number of ways in which a member may manage non pecuniary conflicts of interest.
Recommendation It is recommended that Committee Members now disclose any conflicts of interest in matters under consideration by the Infrastructure Policy Committee at this meeting. |

3.2 Signage and accessible parking bays associated with changed parking arrangements around East Orange Public School - $230.00 plus $2,750 for the laybacks. Council will apply to the Roads and Maritime Services for funding for the laybacks.

**Cr Turner requested he be recorded as disagreeing with the recommendation of the report by Roads and Maritime Services on Speed Zone Review – Mitchell Highway. Cr Turner had not received any complaints about the Northern Distributor Road /Mitchell Highway intersection and indicated he wanted the 100kph zone to remain. Mr Vant advised the Committee the Roads and Maritime Services was still receiving complaints about the inetersection and this had been taken into consideration during the speed zone review.

EXECUTIVE Summary
The purpose of this report is to update Council on construction and maintenance works which have been carried out since the last Current Works report to Council.

ROADWORKS
Road maintenance crews have been undertaking road patching works extensively across the City, with efforts focused on the Northern Distributor Road and North Orange Bypass after recent damage.
Rural road grading was undertaken on the majority of Council’s gravel road network.
Road Construction
Southern Feeder Road
Hamcon Civil continued works on stage 1 of the Southern Feeder Road between Huntley Road and Anson Street. Works status is:
· All kerbs are now in apart from the Sharp Road intersection
· Asphalt work is completed
· Line marking is completed
· Lighting has been installed with only one pole in a section of hard rock still to be stood.
· Traffic signals infrastructure is in place. Telstra connection remaining to enable Roads and Maritime Services communication with the signal box. Commissioning will follow when this connection occurs.
Burrendong Way
Works are completed however a subsurface moisture issue has been identified causing a defect at the southern end of the project which is to be rectified by the contractor as part of their warranty of the work.
Huntley Road/Bloomfield entrance
The project is substantially completed, with a planned second seal to be applied outside the asphalt surfacing at the intersection later in the year.
CONCRETE AND DRAINAGE
Drainage Works
East Orange Channel – Summer Street East to Byng Street
The last section of base slab has been poured by the contractor with only 10m of cast insitu wall remaining.

Concrete footpath repair and restoration works were undertaken in:

Works have recently been conducted to recommission the treatment components of the stormwater harvesting system. Stormwater sourced from the Ploughmans Valley catchment has been treated to the satisfaction of water quality limits with transfer to Suma Park Dam re-initiated on Monday 17 August, representing the first transfer of treated stormwater since August 2010. The system is set to transfer at a rate of 75L/s or 6.5ML of water per day.
Water Quality
Water samples are collected as a component of the Orange City Council’s Drinking Water Quality Monitoring Program which forms part of the NSW Health requirements. Samples are collected regularly and sent to a National Association of Testing Authorities (NATA) accredited laboratory for analysis. Samples analysed for July 2015 complied with the Australian Drinking Water Guidelines, 2011.
Representatives from the Bathurst Public Health Unit attended a presentation day on 16 July as part of their review of Council’s Drinking Water Management System. The day included a tour of the water filtration plant and presentations from a number of water treatment and reticulation staff. Very positive feedback was received, with minor suggestions to be included in the continuous improvement of the system.
Water Consumption
Average daily water consumption during the week ending 13 August 2015 was 182 litres per person per day. Stormwater harvesting in the Ploughmans Creek system is underway in accordance with licence conditions.

Ploughmans Valley North Orange Dual Water
The final stages of commissioning are underway for the Ploughmans Valley North Orange Project. This project is to supply up to 4,500 properties with non-potable water which will supplement the town water supply for non-potable use. The system is expected to have commissioning completed next month.
SHIRALEE URban release area
The Shiralee Urban Release Area includes the design and construction of water and sewer infrastructure to service development of the area. This includes water mains, gravity sewer mains, rising sewer mains and two sewerage pump stations.
JOSA Constructions were awarded the contract and commenced work on 7 April 2015. JOSA have experienced some delays due to rock and weather and have completed approximately 90% of the pipe laying and 90% of one of the sewerage pump stations. Work over the next few weeks will be on the sewerage pump stations and pipeline crossing of Forest Road.
JOSA are expected to complete all works by September 2015.
SUMA PARK DAM UPGRADE
Works at Suma Park Dam are 50% complete.
Main Concrete Arch Dam
The insitu concrete walls that tie the installed precast wall units into the existing rock either side of the main dam wall are complete.
The 10 x 27m deep permanent rock anchors are installed into the reinforced concrete anchored toe block in the stilling basin at the base of the dam wall. The 436 x 5m deep anchors are complete with the new concrete slab that covers the existing basin commenced.
Work is continuing on the downstream discharge valve pit with initial designs received for the temporary water supply and off take tower works. Discussion is being undertaken between Council operators and the contractors to ensure a safe water supply to the Icely Road filter during an extended shutdown for the construction works.
Works are currently being scheduled for the off take tower refurbishment and raising of the spillway which will be the final major work items undertaken.
Auxiliary Spillway
Final designs of the alternate auxiliary spillway fusegate system are being endorsed. The left abutment wall at 7.75m height has commenced. The main concrete sill works are currently being constructed. The fusegate construction is due for completion in late October.
Program
Currently the project is running to budget and quality with an anticipated completion date in early 2016.
AIRPORT PASSENGER NUMBERS
Passenger numbers for July 2015 were 3,934 compared with 4,022 during the same month in 2014.
