1.1 Apologies and Leave of Absence
The provisions of Chapter 14 of the Local Government Act, 1993 (the Act) regulate the way in which Councillors and designated staff of Council conduct themselves to ensure that there is no conflict between their private interests and their public role.
The Act prescribes that where a member of Council (or a Committee of Council) has a direct or indirect financial (pecuniary) interest in a matter to be considered at a meeting of the Council (or Committee), that interest must be disclosed as soon as practicable after the start of the meeting and the reasons given for declaring such interest.
As members are aware, the provisions of the Local Government Act restrict any member who has declared a pecuniary interest in any matter from participating in the discussion or voting on that matter, and requires that member to vacate the Chamber.
Council’s Code of Conduct provides that if members have a non-pecuniary conflict of interest, the nature of the conflict must be disclosed. The Code of Conduct also provides for a number of ways in which a member may manage non pecuniary conflicts of interest.
Recommendation It is recommended that Committee Members now disclose any conflicts of interest in matters under consideration by the Infrastructure Policy Committee at this meeting. |

Site inspections were conducted at Dalton Street, Endsleigh Avenue and intersection of Hiney Road and Forest Road. The meeting reconvened at 9.40am.

EXECUTIVE Summary
The purpose of this report is to update Council on construction and maintenance works which have been carried out since the last Current Works report to Council.

ROADWORKS
Road maintenance crews have been undertaking road patching works across the City including:
· Hill Street
· Northern Distributor Road
· Racecourse Road
· Canobolas Road
· Pinnacle Road
· Huntley Road
Road Construction
Southern Feeder Road
Hamcon Civil continued works on stage 1 of the Southern Feeder Road between Huntley Road and Anson Street. Works completed in the last month include:
· Part pavement sealing and asphalt surfacing on the western portion.
· Formation of traffic islands and pavement work on Forest Road
· Switching traffic onto the realigned section of Huntley Road and subsequent permanent closure of the old Forest/Huntley Road intersection.
· Installation of infrastructure for street light and traffic signal works.
Traffic control on Forest Road – At the request of Council staff Hamcon Civil have been monitoring the effect of work on Forest Road for traffic in adjoining streets such as Sharp Road and providing extra resources if required. The recent realignment of Huntley Road should help to alleviate the congestion around the Sharp Road intersection.
Burrendong Way
Works have now been sealed for stage 2. Tidy up works, line marking, guard rail installation and work on culvert head wall at Beer Road remain outstanding.
Cadia Road
Work on Cadia Road has been completed with approximately 4km of pavement widening, rehabilitation and sealing with a skid resistant surfacing, raised pavement markers and curve advisory signs.
Huntley Road/Bloomfield entrance
All concrete works are now complete and the road pavement brought to design levels at the intersection. Pavement works have continued down Huntley Road to address failures in the existing roadway near Bloomfield Road.
Industrial access road – Leeds Parade
Works have been undertaken by Council’s contractor to construct an access road into a future subdivision off Leeds Parade. Works have progressed to a finished sub-base level.
CONCRETE AND DRAINAGE
Concrete Works
Council’s staff have completed work constructing traffic and pedestrian safety facilities at:
· Warrendine Street – Cycle/pedestrian refuge
· Caroline Street – Pedestrian refuge
· Moulder Street – Road narrowing and pedestrian refuge at marked pedestrian crossing.
· Farrell Road – Extend median island outside McDonalds.
Council staff also undertook the extension of the parking bay on Summer Street outside the Royal Hotel to allow for the bus bay further up to be extended without affecting the number of car spaces.
Works were completed for a 2.5m shared cycleway across Glenroi Oval under the Roads and Maritime Services (RMS) partnership cycleway funding program.
Small concrete orders
For the months of February, March and April, work areas across Council placed 22 orders for delivered concrete loads of less than one cubic metre. As per Council’s resolution staff are continuing to request regular quotations from Mid Western Mini Mix, Hanson and Boral for concrete orders less than two cubic metres.
Drainage Works
East Orange Channel
Further concrete was poured in the base of the channel on this project with untimely wet weather again delaying completion.
Ophir Road
Council crews began undertaking work to rectify scour problems alongside residential properties in the vicinity of Girrahween Place.
Footpath Rehabilitation
Works continued replacing old asphalt footpaths with concrete in Allenby Road by Council’s contractors.
Council crews undertook works to remove substantial damage to footpaths from tree roots in Lords Place from Moulder Street to Kite Street.

Water Quality
Water samples are collected as a component of the Orange City Council’s Drinking Water Quality Monitoring Program which forms part of the NSW Health requirements. Samples are collected regularly and sent to a National Association of Testing Authorities (NATA) accredited laboratory for analysis. Samples analysed for May 2015 complied with the Australian Drinking Water Guidelines, 2011.
Water Consumption
Average daily water consumption during the week ending 11 June 2015 was 177 litres per person per day. Stormwater harvesting in the Ploughman’s Creek system is underway in accordance with licence conditions.

SHIRALEE URban release area
The Shiralee Urban Release Area includes the design and construction of water and sewer infrastructure to service development of the area. This includes water mains, gravity sewer mains, rising sewer mains and two sewerage pump stations.
JOSA Constructions were awarded the contract and commenced work on 7 April 2015. Some contractual issues and complaints from the public have been received with respect to the contractor on these works and are being dealt with by Council staff under the contract provisions. JOSA have experience some delays and Council doesn’t anticipate this contract being completed until August 2015.
SUMA PARK DAM UPGRADE
Works at Suma Park Dam are progressing well and are one third complete.
Main Concrete Arch Dam
All pre-cast concrete parapet panels have been manufactured with most delivered to site. The panels once installed on the existing dam wall form the training walls that direct the larger flood events over the raised spillway. The majority of panels are installed on the left abutment with the right abutment panels to be fitted this week.
The three large 27m deep permanent rock anchors are installed to the left abutment. The reinforced concrete anchored toe block has been constructed in the stilling basin at the base of the dam. Anchor drilling will recommence within the stilling basin this week with 436 by 3m deep anchors and 10 by 27m deep permanent rock anchors dam to be installed.
Work is continuing on the downstream discharge valve pit with initial designs received for the temporary water supply and off take tower works.
Auxiliary Spillway
Final designs of the alternate auxiliary spillway fusegate system have been received and are being reviewed. The discovery of Naturally Occurring Asbestos (NOA) has led to some delays in the project programme and additional costs in the required WHS control measures. To date costs associated with the NOA are within the project contingency funds. Currently work is being undertaken to achieve “clean zones” within work areas which will allow a return to normal working conditions.
The three cut off trenches 90m long by 3m deep have been constructed. Work has commenced on the fusegate abutment walls. Drainage has been installed and works are commencing on the main concrete sill works.
MAcquarie Pipeline
All works associated with the construction of the Macquarie Pipeline project has been completed. This project is now in the commissioning and testing phase, which is subject to river flows and expected to be completed by July 2015 subject to river flows.

AIRPORT PASSENGER NUMBERS
Passenger numbers for May 2015 were 4,486 compared with 4,535 during the same month in 2014.
Airport EXPANSION Project
Work on the airport expansion project is nearing completion. The new terminal building was opened late last year. The main runway extension was opened to air traffic on 23 April and the extension of the grass runway was also opened to traffic on 6 May 2015.
All taxiway lights adjacent to the new apron area have been installed and the area has been sealed. A water service connection has been installed to the T-hangar. Line marking is expected to be completed in early July along with some minor drainage and fencing works that are required in order to complete the project.
ENERGY USE
‘Energy Matters’ webpage
Council’s energy webpage has been updated to include a focus on energy efficiency and renewable energy. The site includes Council’s approach to energy management and information for residents and businesses. The update was a collaborative effort between staff and members of the Environmental Sustainability Community Committee. The webpage is located under the ‘Environment & Waste’ dropdown menu at Council’s main webpage and is titled ‘Energy Matters’.
