1.1 Apologies and Leave of Absence
The provisions of Chapter 14 of the Local Government Act, 1993 (the Act) regulate the way in which Councillors and designated staff of Council conduct themselves to ensure that there is no conflict between their private interests and their public role.
The Act prescribes that where a member of Council (or a Committee of Council) has a direct or indirect financial (pecuniary) interest in a matter to be considered at a meeting of the Council (or Committee), that interest must be disclosed as soon as practicable after the start of the meeting and the reasons given for declaring such interest.
As members are aware, the provisions of the Local Government Act restrict any member who has declared a pecuniary interest in any matter from participating in the discussion or voting on that matter, and requires that member to vacate the Chamber.
Council’s Code of Conduct provides that if members have a non-pecuniary conflict of interest, the nature of the conflict must be disclosed. The Code of Conduct also provides for a number of ways in which a member may manage non pecuniary conflicts of interest.
Recommendation It is recommended that Committee Members now disclose any conflicts of interest in matters under consideration by the Infrastructure Policy Committee at this meeting. |

EXECUTIVE Summary
The City of Orange Traffic Committee met on 12 May 2015 and the recommendations from that meeting are presented to the Infrastructure Policy Committee for adoption.
Link To Delivery/OPerational Plan
The recommendation in this report relates to the Delivery/Operational Plan strategy “15.1 Our Environment – Maintain and renew traffic and transport infrastructure assets and services as specified within the Asset Management Plan at agreed levels of service”.
Financial Implications
The cost to implement changes on the Southern Feeder Road is not expected to exceed $2,000 and will be part of the existing budget. The Escort Way cycleway markings will be funded by Roads and Maritime Services.

SUPPORTING INFORMATION
At this meeting the Committee recommended to Council that a No Stopping zone be installed along the Southern Feeder Road (SFR) from Forest Road to Anson Street and along the Anson Street extension from the SFR to Sharp Road and Give Way signs on Sharp Road at Anson Street.
The Committee also recommended that Council install signs and line markings to create a marked cycleway along both sides of The Escort Way from Wirraburra Walk to Ploughmans Creek.
Committee members who were not present at the meeting have endorsed these minutes.

A site inspection of the Northern Distributor Road near Farrell Road where trucks park was held at 9.00am. The meeting reconvened at 9.37am.

INSPECTION – NORTHERN DISTRIBUTOR ROAD

EXECUTIVE Summary
The purpose of this report is to update Council on construction and maintenance works which have been carried out since the last Current Works report to Council.

ROADWORKS
Road maintenance crews have been undertaking road patching works across the City including:
· Huntley Road
· Forest Road
· Whiley Road
· Ophir Road
· Banjo Patterson Way
· Pinnacle Road
· Burrendong Way
Road Construction
Ploughmans Lane
Council’s contractor Semcon Australia continued the reconstruction and widening of a 200m section of the road just north of the rail crossing. A seal has been applied to all but 5% of the road surface. The remaining section was not deemed of a quality to seal at the time but has since been upgraded to Council’s satisfaction and will be sealed at the next available opportunity.
Southern Feeder Road
Hamcon Civil continued works on stage 1 of the Southern Feeder Road between Huntley Road and Anson Street. Further kerb works have been completed allowing for pavement to be built to finished level in many areas.
Installation of street light footing and supports for traffic signals is well under way.
Burrendong Way
Stabilisation of the second stage of this year’s works have completed and pavement material is now being placed on the new formation.
Cadia Road
Council staff have completed stabilisation and sealing of approximately 1.6km of Cadia Road. Further stabilisation work has been completed with untimely rain delaying the sealing processes.
Huntley Road / Bloomfield entrance
Kerb and gutter installations have now been completed and the final stage of pavement construction on the intersection work has begun.
CONCRETE AND DRAINAGE
Concrete Works
Council’s staff and contractors have undertaken work to complete a new footpath in Icely Road as per the adopted Delivery/Operational Plan.
Works began on the bulk earthworks for a 2.5m shared cycleway across Glenroi Oval under the Roads & Maritime Services (RMS) partnership cycleway funding programme.
Drainage Works
East Orange Channel
Works continue on this project with wet weather again delaying completion.
Cadia Road Culvert Extensions
Council crews are continuing on works to extend culverts ahead of road rehabilitation work.
Footpath Rehabilitation
Works were also undertaken replacing old asphalt footpaths with concrete in Nile Street and Allenby Road by Council’s contractors.
Council crews undertook preparations for asphalt path restoration in Byng Street between Sale and Anson Streets.

Water Quality
Water samples are collected as a component of the Orange City Council’s Drinking Water Quality Monitoring Program which forms part of the NSW Health requirements. Samples are collected regularly and sent to a National Association of Testing Authorities (NATA) accredited laboratory for analysis. Samples analysed for April 2015 complied with the Australian Drinking Water Guidelines, 2011.

SHIRALEE URban release area
The Shiralee Urban Release Area includes the design and construction of water and sewer infrastructure to service development of the area. This includes water mains, gravity sewer mains, rising sewer mains and two sewerage pump stations.
JOSA Constructions were awarded the contract and commenced work on 7 April 2015. Some contractual issues and complaints from the public have been received with respect to the contractor on these works and are being dealt with by Council staff under the contract provisions. It is proposed to complete all works associated with the Shiralee Urban Release Area by 30 June 2015.
SUMA PARK DAM UPGRADE
Works at Suma Park Dam have recommenced.
Main Concrete Arch Dam
The majority of the precast concrete parapet panels have been installed on the right abutment. Manufacture of the pre-cast panels is nearing completion.
Work on the three large 23m deep permanent rock anchors to the left abutment are continuing, infill concrete has been placed for the abutment extension into the existing rock wall. Works within the existing stilling basin include spoil removal and cleaning in preparation for construction of the toe anchor block.
Auxiliary Spillway
Detailed design reviews of the alternate auxiliary spillway fusegate system are continuing. The discovery of Naturally Occurring Asbestos (NOA) has led to some delays in the project programme and additional costs in the required WHS control measures. To date costs associated with the NOA are within the project contingency funds.
The main stockpiles containing naturally occurring asbestos have been removed with work to resume on the concrete cut off walls within the spillway prior to construction of the fuse gate sill.
MAcquarie Pipeline
All works associated with the construction of the Macquarie Pipeline project has been completed. This project is now in the commissioning and testing phase, which is subject to river flows and expected to be completed by June 2015.

AIRPORT PASSENGER NUMBERS
Passenger numbers for April 2015 were 3,663 compared with 3,915 during the same month in 2014.
Airport EXPANSION Project
Wet weather continues to delay completion of the apron expansion works. All gravel materials have been brought onto site and placed, half of the apron expansion area has been prime sealed and the remainder is expected to be completed by the end of May. It is anticipated that final sealing of the apron parking area will be completed by the end of June, weather permitting.
Rain also delayed the original proposed date for the opening of the main runway extension. The runway extension included changes to the runway markings which needed to be painted out when the runway pavement was dry. These works have now been completed and the runway extension opened to air traffic on 23 April. The extension of the grass runway was also opened to traffic on 6 May 2015.
Power has been connected to the new sewer pump station in the expanded General Aviation area.
