1.1 Apologies and Leave of Absence
The provisions of Chapter 14 of the Local Government Act, 1993 (the Act) regulate the way in which Councillors and designated staff of Council conduct themselves to ensure that there is no conflict between their private interests and their public role.
The Act prescribes that where a member of Council (or a Committee of Council) has a direct or indirect financial (pecuniary) interest in a matter to be considered at a meeting of the Council (or Committee), that interest must be disclosed as soon as practicable after the start of the meeting and the reasons given for declaring such interest.
As members are aware, the provisions of the Local Government Act restrict any member who has declared a pecuniary interest in any matter from participating in the discussion or voting on that matter, and requires that member to vacate the Chamber.
Council’s Code of Conduct provides that if members have a non-pecuniary conflict of interest, the nature of the conflict must be disclosed. The Code of Conduct also provides for a number of ways in which a member may manage non pecuniary conflicts of interest.
Recommendation It is recommended that Committee Members now disclose any conflicts of interest in matters under consideration by the Infrastructure Policy Committee at this meeting.

EXECUTIVE Summary
The City of Orange Traffic Committee met on 10 February 2015 and the recommendations from that meeting are presented to the Infrastructure Policy Committee for adoption.

The recommendation in this report relates to the Delivery/Operational Plan strategy “15.1 Our Environment – Maintain and renew traffic and transport infrastructure assets and services as specified within the Asset Management Plan at agreed levels of service”.
Financial Implications
Funding for the refuge in Warrendine Street is already included in the current budget.
The “no trucks” signs are estimated to cost $360.00 and will be funded from the current budget.

SUPPORTING INFORMATION
At this meeting the Committee recommended that Council support applications for funding under the 2015/16 NSW Safer Roads – Pedestrian Safety Program, NSW Safer Roads – Local Government Safety Infrastructure Program and Federal Blackspot Program.
Council is also requested to approve “no truck” signs in Telopea Way to discourage trucks entering Waratahs Sports Club to do U-turns.
The Committee also recommended Council approve the design and installation of the refuge in Warrendine Street, west of Anson Street, as the first crossing in the Southern Link Cycleway.
It is also recommended that the meeting time for the City of Orange Traffic Committee meetings be restored to 9.00am as this suits members best.

MATTERS ARISING
Street Events
Sergeant Hevers advised that all events which required access to roads needed to comply with the Guide to Traffic and Transport Management for Special Events. For Class One events this meant that applications had to be submitted six months in advance and have to be submitted to the Traffic Committee. Class Two events which included all other roads require three months’ notice.
Meeting Times
Council passed a motion setting a 10.00am commencement time for the City of Orange Traffic Committee meetings, however these have been held earlier at 9.00 am for many years as this suits the members, particularly Mr Vant who has to attend another regular meeting several hours drive away on the same day.
RECOMMENDATION Mr G Lewis/Mr D Vant That City of Orange Traffic Committee meetings commence at 9.00am on the scheduled meeting dates.

The purpose of this report is to update Council on construction and maintenance works which have been carried out since the last Current Works report to Council.

ROADWORKS
Road Maintenance
General patching works were undertaken across the city including:
· Forest Road
· Huntley Road
· Whiley Road
· Peisley Street
Asphalt road reinstatements for Essential Energy in Byng Street, Peisley Street and Prince Street.
Road Rehabilitation
Road rehabilitation activities were undertaken in Ploughman’s Lane to coincide with road widening works.
Asphalt overlays
No asphalt overlays have been undertaken in this period.
Road Construction
Ploughman’s Lane
Works have been completed by Council staff on the widening of Ploughman’s Lane sealed surface between Stirling Avenue and Cargo Road including extensions to the existing drainage culverts. Line marking is expected in the near future.
Council’s contractor Semcon Australia also continued the reconstruction and widening of a 200m section of the road just north of the rail crossing. Bulk earthworks are now complete with retaining wall and drainage lines being installed.
Southern Feeder Road
Hamcon Civil continued works on stage 1 of the Southern Feeder Road between Huntley Road and Anson Street with bulk earthworks well underway. Drainage lines have been laid and service relocations on Forest Road have begun.
Burrendong Way
Hamcon Civil also began works on the next stage of the reconstruction and widening of Burrrendong Way. Council’s crews have been undertaking the culvert widening works to facilitate the required geometric improvements to the road carriageway.
Cadia Road
Council staff began undertaking road shoulder clearing works in preparation for the upgrading of 3km under the Federal Blackspot programming and contributions from Cadia Valley Operations. Tree pruning was undertaken by contractors to provide suitable carriageway clearances.
Huntley Road
Works began on tree clearing and pavement preparation by Council staff for the reopening of an entrance onto the back of Bloomfield from Huntley Road.
CONCRETE AND DRAINAGE
Concrete Works
Council’s contractor continued work on the shared cycleway in Moulder Park completing the section from Warrendine Street to the bridge.
Council staff also carried out concrete works in association with the new rain garden at the Civic Centre.
Drainage Works
With the recent heavy downpours, Council crews have been attending to drainage maintenance issues across the city.
East Orange Channel
Council’s contractor has made significant progress on this project with over 30 pre-cast panels being installed on-site as well as several in-situ wall panels being poured. However wet weather has continued to delay the planned pouring of concrete for the base sections. The contractor is on track to finish this project by the end of April, weather permitting.
Footpath Rehabilitation
Further asphalt footpath rehabilitation works are to be undertaken in late February in Summer Street and Clinton Street.

Water Quality
Water samples are collected as a component of the Orange City Council’s Drinking Water Quality Monitoring Program which forms part of the NSW Health requirements. Samples are collected regularly and sent to a National Association of Testing Authorities (NATA) accredited laboratory for analysis. Samples analysed for January 2015 complied with the Australian Drinking Water Guidelines, 2011.

SUMA PARK DAM UPGRADE
The new access tracks, fencing and associated gate systems are installed. The temporary coffer dam is constructed adjacent to the auxiliary spillway providing a 1:50 year flood protection. The bulk earthworks are complete with a significant amount of naturally occurring asbestos being managed with three separate stockpile sites established. Revegetation works are continuing.
Landholder agreements are being finalised. Community consultation and engagement continues in the form of time lapse videos being uploaded onto Council’s web page.
Main Concrete Arch Dam
The parapet wall anchors are installed on the right abutment and are 50% complete on the left abutment. The left and right abutments have been excavated into the existing rock face where in situ concrete walls are constructed to finish off the new parapet.
The pre cast concrete parapets are being manufactured at a yard on Clergate Road with careful quality management. Approximately 30 of the 87 panels have been made with the first panels transported to site in a trial run to test the installation process.
An access track has been installed to the stilling basin below the main wall and the existing training wall has been cut out to facilitate the construction of the new downstream valve pit which will provide the dewatering valves for the dam and also the environmental control valves and associated telemetry.
Auxiliary Spillway
Detailed designs are being completed for the alternative concrete fusegate system.
Detailed excavation is being completed with the main slab (90m x20m) prepared. Two cut off trenches approx. 2.5m deep and one sand filter trench 3m deep are commencing. All excess and potentially contaminated spoil has been removed to stockpiles.
Major concrete works should commence in the next fortnight.
Project control group meetings are being conducted monthly basis with construction group meetings fortnightly. Work Health and Safety, Environmental, Quality and budget targets are being achieved.
MAcquarie Pipeline
All construction works associated with the pipeline project are now complete. Final commissioning is underway which includes the handover to Council. It is expected the commissioning will be completed by mid March. This project will be delivered within budget.
CENOTAPH REFURBISHMENT
Work has commenced on the refurbishment of the cenotaph in Robertson Park. This work includes the retaining of the existing cenotaph, with the surrounding apron and steps to be replaced and finished with granite paving. The refurbishment is programmed for completion by 25 April 2015.
Airport EXPANSION Project
Work continues to progress on the airport civil works. The new roadworks have been completed and were opened to traffic in late August. Placement of runway pavement material is complete and runway sealing was completed in late January. Runway line marking and lighting was scheduled to be installed in late February. Grass seeding has been completed across the site. The general aviation access road has been completed. The grass runway is currently closed and a displaced threshold remains in place for the main runway; reducing the runway length by 270m. Flight testing for the runway extension is scheduled for late February and the runway is expected to be opened in early March. Work on the apron expansion commenced in late January and is expected to take several months to complete.
